By 2045, strive for a number of entrepreneurs to own corporations capable of leading industrial and agricultural value chains, moving towards forming a number of Vietnamese value chains in priority industries with the country's strengths.
The Government issued Resolution No. 66/NQ-CP dated May 9, 2024 promulgating the Government's Action Program to implement Resolution No. 41-NQ/TW dated October 10, 2023 of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new period.
The purpose of the Program is to thoroughly grasp and seriously, fully and effectively implement the viewpoints, goals, guidelines and policies set out in Resolution No. 41-NQ/TW; to unify direction for all levels and sectors to focus on organizing the dissemination and implementation of Resolution No. 41-NQ/TW; to create a clear change in the awareness and actions of all levels, sectors and the whole society regarding the role of entrepreneurs and enterprises.
At the same time, identify the main and specific contents and tasks for the Government and ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally run cities (ministries, branches, localities) to focus on directing and organizing the successful implementation of the general and specific goals of Resolution No. 41-NQ/TW.
Forming and developing many businessmen to lead strong economic groups
The goal from now until 2030 is to have at least 2 million enterprises, of which many entrepreneurs will be formed and developed to lead strong economic groups with potential and competitiveness in the domestic and international markets, promoting the role of pioneering and leading important sectors and fields of the economy.
The business sector contributes about 65 - 70% of the country's GDP, about 32 - 38% of total employment in the economy, 98 - 99% of total import-export turnover; about 20 - 25% of enterprises are owned by women, 30 - 35% of enterprises have female directors or business heads.
The number of businesses ranked in the list of businesses with the highest brand value by prestigious rating organizations in the world increases by 10% each year.
By 2030, there will be at least 10 Vietnamese businessmen on the list of world dollar billionaires, and 5 most powerful businessmen in Asia voted by prestigious world organizations.

7 key tasks
To achieve the above specific targets, the Government requires that in the coming time, ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities, the Vietnam Federation of Commerce and Industry, the Vietnam Association of Small and Medium Enterprises and business associations need to: 1- Raise awareness of the position and role of the business community in implementing the country's development goals; 2- Improve policies and laws, create a favorable and equal investment and business environment for business people and businesses to develop and contribute; 3- Develop a strong business community that is equal to the goals and tasks of national development in the new period; 4- Build business ethics and culture, promote national spirit, arouse the aspiration to develop a prosperous and happy country; 5- Strengthen solidarity, cooperation and association between business people and workers, farmers and intellectuals; 6- Promote the role of the Vietnam Federation of Commerce and Industry, the Vietnam Association of Small and Medium Enterprises, and organizations representing entrepreneurs and enterprises; 7- Strengthen the leadership of the Party and the management of the State in building and promoting the role of entrepreneurs.
