Prime Minister requests to improve competitiveness and make the rice market healthy

The Prime Minister requested localities to step up rice market management, increase inspection, examination and supervision to avoid price gouging, profiteering and unfair competition.

Prime Minister Pham Minh Chinh signed Official Dispatch No. 21/CD-TTg dated March 4, 2025 on management to ensure balance between rice supply and demand in the face of developments in the world and domestic markets.

The dispatch stated that in the first months of 2025, global rice trade is complicated, world supply is becoming surplus. Import demand of countries around the world is decreasing, with no signs of recovery in the short term, major import markets are cautious in stockpiling and purchasing rice.

Due to the impact of global supply and demand, Vietnam's rice exports in the first two months of 2025 tended to decline due to the continuous decrease in export prices. Domestically, the provinces in the Mekong Delta are currently harvesting the winter-spring rice crop, so the rice purchase price has decreased significantly compared to the same period in 2024.

To ensure the balanced management of domestic rice supply and demand and promote sustainable rice production, trading and export activities, improve efficiency, increase farmers' income, seize export opportunities and ensure the harmony of interests between producers and enterprises, the Prime Minister requests Ministers, Heads of ministerial-level agencies, relevant agencies, Chairmen of People's Committees of provinces and centrally-run cities, Associations and rice trading and exporting enterprises to closely monitor and promptly update policy changes and market developments of exporting and importing countries to proactively organize active, effective and synchronous implementation of solutions, focus on directing and urgently performing the following tasks.

The Prime Minister requested the Minister of Agriculture and Environment to direct localities in the Mekong Delta to ensure production output and area according to the set plan, focusing on producing and harvesting winter-spring rice on time; closely monitoring the crop calendar and the drought and salinity situation to limit impacts on rice production.

The Ministry of Agriculture and Environment continues to focus on directing the effective implementation of the Project "Sustainable development of one million hectares of high-quality and low-emission rice associated with green growth in the Mekong Delta by 2030", especially promoting the replication of emission-reducing rice production processes to reduce production costs and increase selling prices for farmers;

The Ministry of Agriculture and Environment coordinates with ministries, sectors and localities to closely monitor developments in the world rice market, especially policy adjustments in major rice exporting countries such as India, Thailand, etc.; grasp the demand for rice imports in markets with much room for growth such as the United States, Japan, and Africa, provide and update information to localities and businesses to make timely adjustments to production and export plans in line with market developments.

In the long term, the Ministry of Agriculture and Environment focuses on research, improving production structure and product quality, focusing on high-quality and high-value rice varieties, specialty rice varieties; applying modern technology, investing in research and breeding, developing rice varieties that are drought-resistant, saline-resistant, and resistant to pests and diseases to cope with climate change and natural disasters; enhancing deep processing to create valuable products, specialty and organic products; continuing to advise the Government to approve and implement the Project "Developing a logistics system to improve the quality and competitiveness of Vietnamese agricultural products by 2030" to improve the capacity for modern storage, reserve and preservation, contributing to ensuring the quality of rice for export at times when the world market has high import demand and prices; Researching, advising on building and developing sustainable and environmentally friendly rice brands.

The Ministry of Agriculture and Environment is responsible for coordinating with mass media agencies to do a good job of information and propaganda so that farmers, the business community, and society have full information, understand the situation, production plans, and consumption markets.

The Prime Minister assigned the Minister of Industry and Trade to continue to preside over and promote the implementation of tasks and solutions to implement the "Strategy for developing Vietnam's rice export market to 2030" and the tasks the Prime Minister has directed in Directives and Official Dispatches on promoting rice production and export; Preside over and coordinate with the Ministry of Agriculture and Environment and the People's Committees of localities to establish an interdisciplinary inspection team to inspect the implementation of rice purchasing and import and export, contributing to the health of the market, especially the compulsory reserve capacity as prescribed in Decree No. 107/2018/ND-CP.

The Ministry of Industry and Trade shall take the lead in promoting trade and boosting exports in large markets, potential markets, with much room for Vietnamese product segments, such as the United States, EU, Japan, China (high-quality rice, high-value specialty fragrant rice such as ST24, ST25), the Middle East, Africa, ASEAN (white rice) through free trade agreements or signed bilateral agreements to diversify markets, gradually reduce dependence on traditional importing countries; provide information and guidance to businesses on export focus times that are beneficial in terms of price and competitiveness in the international market.

The Ministry of Industry and Trade strengthens solutions to promote domestic rice consumption; pays attention to national trade promotion programs and activities on training, product development, and packaging design to diversify rice products for domestic consumption and export.

The Prime Minister requested the Ministry of Industry and Trade to summarize, evaluate and review, and propose the Government to comprehensively amend Decree No. 107/2018/ND-CP and Decree No. 01/2025/ND-CP in the second quarter of 2025, including studying and proposing additional criteria and conditions for rice trading, exporting and importing enterprises, in the direction of prioritizing and offering incentives to units with production and product consumption chains with synchronous and modern warehouse and logistics systems to overcome the situation of traders buying and forcing farmers to lower prices. Proposing to develop criteria to assess the level of trust for rice exporting and importing enterprises towards reducing intermediaries and information transparency.

The Governor of the State Bank of Vietnam directed research and calculation to expand the quota and loan term for capable enterprises with warehouse systems to purchase rice for temporary storage during periods of market fluctuations and low purchase prices; directed commercial banks to create favorable conditions for people and enterprises to access credit capital with preferential interest rates, meeting credit needs for rice purchase and export, especially the purchase of winter-spring rice in the Mekong Delta provinces; supported farmers to re-crop; simplified credit approval procedures, including conditions on export contracts, rice purchase contracts, collateral, etc.

The Ministry of Finance is responsible for facilitating early export tax refunds to facilitate rice trading and exporting enterprises; Creating a quick and convenient customs clearance mechanism for exporting enterprises; Strengthening inspection of rice import and export activities to create transparency and fairness for the market; Proactively developing a national rice reserve purchase plan for 2025 to promptly implement when there are adverse fluctuations in rice prices.

The Ministry of Foreign Affairs shall enhance the understanding and dissemination of information on market demand, tastes and regulations as well as economic diplomacy policies to inform associations and enterprises producing and trading rice products; take the lead in researching policies of countries on imported and exported food and agricultural products; advise on solutions and economic diplomacy activities to enhance and facilitate Vietnam's rice exports to international markets.

The Prime Minister requested the Chairmen of the People's Committees of provinces and cities to: Direct the effective implementation of the Project "Sustainable development of one million hectares of high-quality and low-emission rice associated with green growth in the Mekong Delta by 2030"; organize rice production to ensure output and area according to the approved plan; closely monitor the crop calendar for each crop season; direct local authorities to monitor and grasp information and developments in rice purchasing to promptly have solutions and provide timely information to relevant ministries and branches to serve production and export management. Propagate and mobilize farmers to continue producing the Summer-Autumn crop according to plan, to ensure stable output according to plan.

Localities should strengthen market management; strengthen inspection, examination and supervision of the buying and selling situation of key enterprises and traders, avoid taking advantage of the situation to force down prices and profiteering; unhealthy competition between enterprises; research and organize production according to business orders and market demand; on the basis of the general plan of the Ministry and branches in production management, localities should proactively adjust the crop structure according to local characteristics to ensure favorable conditions for production and purchasing, processing and exporting activities.

Localities have solutions to support businesses in purchasing and transporting rice to their warehouses; Effectively use capital to protect and develop rice-growing land according to the provisions of Decree No. 112/2024/ND-CP, especially supporting the improvement of irrigation systems, intra-field traffic, and expanding production areas.

The Prime Minister requested the Vietnam Food Association, the Vietnam Rice Industry Association, the Northern Food Corporation, the Southern Food Corporation and rice exporting enterprises to proactively seek markets, especially traditional customers with the Associations; strengthen production, processing and consumption chains to overcome the situation of price pressure for farmers; actively purchase and temporarily store rice for farmers and register and provide information on the ability to temporarily store with the Provincial People's Committee, report to the Ministry of Agriculture and Environment to serve the direction of production and consumption.

Enterprises and associations should increase updating, monitoring, forecasting, and providing information on developments in domestic and international rice production and markets; encourage enterprises in the Association to actively participate in implementing the Project "Sustainable development of one million hectares of high-quality and low-emission rice associated with green growth in the Mekong Delta by 2030"; mobilize and encourage members to participate in implementing production, supply, and consumption chains of rice and tasks and solutions for developing agricultural logistics systems associated with raw material areas.

The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to directly monitor and direct the implementation of this Official Dispatch; the Government Office monitors and urges the implementation of this Official Dispatch according to its assigned functions and tasks.
