Realizing the potential of Vietnam-Russia nuclear energy cooperation

On the morning of September 25, Vietnam time, a delegation of the Ministry of Science and Technology of Vietnam led by Minister Huynh Thanh Dat visited and worked at the Russian Federation State Atomic Energy Corporation (ROSATOM) and visited the Russian National Economic Achievements Exhibition Area.

Training high quality human resources for the nuclear energy industry

At the meeting with ROSATOM Director General Alexey Likhachiov, the two sides discussed measures to effectively and timely implement the Nuclear Science and Technology Research Center ( CNST) Project in Vietnam. At the same time, the two sides also developed a master plan between the two countries in the field of applying atomic energy for peaceful purposes.

The plan includes training high-quality human resources for Vietnam's nuclear energy industry, as well as focusing on basic research and applied research, especially applications in medicine, agriculture, etc.

ROSATOM General Director Alexey Likhachiov welcomed the delegation to visit and work. He said that during the high-level visit of Russian President Vladimir Putin in June 2024, the two sides affirmed that the development of nuclear energy for peaceful purposes is a promising field in expanding bilateral cooperation between Vietnam and the Russian Federation. On that occasion, ROSATOM and the Ministry of Science and Technology signed a memorandum of understanding on the roadmap for implementing the CNST Project in Vietnam.

Director General Alexey Likhachiov affirmed that ROSATOM is very interested in comprehensive cooperation with Vietnam, especially in the field of atomic energy. He thanked Vietnam for its support in research cooperation and human resource training in this field.

Referring to the First International Nuclear Graduates Forum held in the Russian Federation in 2023, ROSATOM expressed its desire to organize the Second Forum in 2025 in Vietnam to celebrate the 75th anniversary of the establishment of diplomatic relations between the two countries and the 80th anniversary of the founding of the Russian nuclear industry.

Cooperation in the field of science and technology between Vietnam and the Russian Federation has a long tradition and is an important and inseparable part of the traditional and friendly relationship between the two countries.

On behalf of the Ministry of Science and Technology, Minister Huynh Thanh Dat expressed his sincere thanks to Mr. Alexey Likhachiov, General Director of ROSATOM Corporation for welcoming the Vietnamese delegation. The Minister expressed his gratitude to ROSATOM Corporation, generations of experts and scientists of the Corporation, as well as General Director of the Corporation Alexey Likhachiov personally for making important contributions to the development of Vietnam's nuclear energy industry over the past 40 years.

Minister Huynh Thanh Dat affirmed that the meeting was a valuable opportunity for both sides to review the work done and discuss the cooperation plan between the Ministry of Science and Technology and the ROSATOM Group in the field of atomic energy in the coming time to deepen the traditional cooperative relationship between the two sides.

Regarding the situation of cooperation in the field of atomic energy with the Russian Federation, Minister of Science and Technology Huynh Thanh Dat said that the progress of the implementation of the CNST Project is of special interest to both sides. The Ministry acknowledged and highly appreciated the seriousness and responsibility of the staff of ROSATOM Group, especially the Joint Stock Company of the State Specialized Design Institute (GSPI) in performing the tasks and making efforts to resolve initial difficulties in the implementation process. The Minister also highly appreciated the active cooperation between ROSATOM and Vietnamese staff in performing common tasks.

Enhance nuclear energy potential

Following the visit of President of the Russian Federation Vladimir Putin and the meeting between General Director Alexey Likhachiov and Prime Minister of Vietnam Pham Minh Chinh, the Vietnamese leadership expressed strong interest in the implementation of the Project.

This will facilitate the Ministry of Science and Technology to receive close attention from the Party and Government of Vietnam in implementing the Project.

Minister Huynh Thanh Dat emphasized that the success of the project not only marks an important milestone in Vietnam-Russia science and technology cooperation but also helps enhance Vietnam’s nuclear energy potential in the coming period. This is also a premise for the two countries to continue implementing more important cooperation activities in the future, especially in the field of nuclear energy.

At the meeting, Minister Huynh Thanh Dat asked General Director Alexey Likhachiov to consider the proposal to develop a separate cooperation roadmap between the Ministry of Science and Technology and ROSATOM Group for the period 2025 - 2030. The goal is to concretize the direction of the senior leaders of Vietnam and the Russian Federation, and at the same time realize the potential for cooperation between the two sides in the field of atomic energy.

Specifically, the two sides successfully implemented the CNST Project; the Ministry of Science and Technology and ROSATOM cooperated to build the Atomic Energy Communication Center in Long Khanh City (Dong Nai). This is an important task at present, very necessary for the CNST Project to be successful.

ROSATOM will provide equipment and information, documents, films for the Media Center, the Ministry of Science and Technology will ensure a suitable location for the Center; cooperate in research on advanced nuclear power technologies to serve socio-economic development, ensure energy security and combat climate change, expected to start from 2025; the two sides will coordinate to organize conferences, workshops, scientific seminars, courses to disseminate knowledge on atomic energy and nuclear power to the public, managers and related subjects; cooperate in training human resources in the field of atomic energy for Vietnam, train research staff for the Vietnam Atomic Energy Institute and the atomic energy industry (coordinate with sending research staff to work at the Dubna Institute for Nuclear Research (JINR) expected to start in 2025, coordinate in organizing short-term, specialized training courses, improve the qualifications of Vietnamese research staff and managers).

In addition, in the cooperation roadmap between the Ministry of Science and Technology and ROSATOM Group, the Minister proposed to include a number of other cooperation contents such as: cooperation in completing and putting into operation the National Radiation Monitoring and Incident Warning Network of Vietnam; Vietnam's participation in the International Research Center Consortium on the basis of a multi-purpose fast neutron research reactor (IRC MBIR); ROSATOM ensuring fuel supply for the Dalat Research Nuclear Reactor; implementing the Cooperation Agreement, signing the Contract on the transfer of nuclear fuel and a number of other fields related to irradiation, nuclear medicine, etc.

The General Director of ROSATOM, Mr. Alexey Likhachiov, fully agreed and supported the initiatives proposed by the Minister. Accordingly, the Ministry of Science and Technology and ROSATOM will direct the relevant units to quickly negotiate the draft Cooperation Roadmap for possible signing in the near future.

On this occasion, ROSATOM Group awarded the medal "For the atomic cause" to Mr. Tran Chi Thanh - Director of the Vietnam Atomic Energy Institute.

On the same afternoon, the delegation visited the Russian National Economic Achievements Exhibition Area, with a total area of ​​up to 240 hectares, with many modern architectural works, surrounded by 3 parks and botanical gardens.
