Identifying the construction of new rural areas (NTM) as a central and consistent task in socio-economic development, Co To district has implemented many action programs and key and effective plans to carry out this task. Since then, it has contributed to improving the quality of life of the people, and the appearance of the outpost island district has increasingly improved.

To effectively promote the new rural construction program, Co To district has completed the Steering Committee for new rural construction in the period of 2021-2025. The district also developed working regulations, assigned specific and clear tasks to departments and units in charge of each criterion and target to direct and guide communes in implementation; focused on developing production, shifting labor structure, improving rural people's income; promoting the development of the marine economy associated with ensuring national maritime sovereignty...
The district also focuses many investment resources on the new rural areas such as: building roads, sidewalks, drainage ditches, planting trees, shade trees, repairing and upgrading village cultural houses, installing lighting systems... Typically, in February 2024, Co To district implemented the project to renovate and upgrade traffic routes in Zone 2, Co To town with a total investment of over 7.2 billion VND. Arrive Currently, the road is 90% complete. The contractor is actively constructing the final items to be ready for use in September 2024, contributing to creating favorable travel conditions for people and completing the general planning for the construction of Co To district.

Also in February 2024, Co To district invested in the construction of a 272m long embankment to protect the residential area of Hamlet 2, Thanh Lan commune, with a total investment of over 12 billion VND. The embankment includes the following items: Gravity embankment, traffic roads, sidewalks, longitudinal drainage ditches, cross-road drainage culverts, trees, lighting system, etc. It is expected that the embankment will be completed in September 2024. Ms. Nguyen Thi Yeu, Hamlet 2, Thanh Lan commune, said: We are very happy that this sea embankment was started, meeting the needs and wishes of the people. The embankment is located in the central area of the island, where many tourists pass by. When completed, it will help complete the island district's traffic system, protect people and tourists, and contribute to promoting the construction of local new rural areas associated with tourism development, stabilizing people's lives.
In carrying out the tasks of building new rural areas, Co To district has also actively mobilized cooperatives, establishments, and entities to participate in the OCOP program, and at the same time guided the establishments to complete their registration documents to participate in the competition to evaluate and classify OCOP products. Up to now, the whole district has had 9 establishments and cooperatives participating in the program with a total of 67 products, including 4 4-star products; 25 3-star products.

In order for the NTM program to develop comprehensively and comprehensively, other tasks such as social security, economic development, education and training, health care, culture, environmental protection, etc. are also of special concern to Co To district. Up to now, 100% of commune, village, inter-village and alley roads in the district have been concreted and upgraded; the rural economic structure has shifted towards gradually increasing the proportion of tourism, services, and small-scale industry, focusing on the district's strengths; many new, high-value production models have been formed and developed; in 2023, the average income of the whole Co To district will reach 123.7 million VND/person/year; from 2019, the whole Co To district will no longer have poor households; By the end of 2023, the number of near-poor households (according to the province's criteria) will be 13, accounting for 0.67%, and by the end of June 2024, the district will reduce the number of near-poor households by 7, equal to 100% of the plan, accounting for 0.31%. Up to now, Co To district has 7/9 villages meeting the new rural standards; 2/2 communes meeting the advanced new rural standards; the district is also proposing to recognize Dong Tien commune as a model new rural commune.
