Being the first district in the country to achieve the status of an advanced new rural district (NTM), by the end of 2023, the average income per capita will reach more than 80 million VND/person/year. However, determining that building a new rural area is a journey without a stopping point, in 2024, the district will continue to reap many important achievements in the field of economic development.
Recognized as meeting the advanced NTM standards in 2021, in the past time, the Party Committee, government and people of Tan Lap commune (Dam Ha district) have mobilized all resources and determined to meet the criteria to be recognized as a model NTM commune in 2023. With the criteria of an outstanding model NTM commune, the commune has chosen the field of production, increasing income for rural people. In the commune, there has been a planning and formation of concentrated commodity production areas for key and typical products, such as: High-tech super-intensive shrimp seed production and farming area in greenhouses of 239ha in Phuc Tien village of Viet Uc Seafood Joint Stock Company; Concentrated mollusk farming area in Chuong Bun, Chuong Ngam, Thoi Day 350ha; Concentrated marine fish cage farming area in Thoi Day area (Tai Giau river mouth) 65ha. Notably, Dam Ha district is developing a high-tech agricultural project for aquaculture in Phuc Tien village, Tan Lap commune with a scale of 399.62 hectares, which has received comments from departments and branches and the Department of Agriculture and Rural Development has submitted it to the Provincial People's Committee for consideration.
The commune has also applied digital transformation to trace the origin of products for 100% of products participating in the province's OCOP cycle (Ba Mien grilled pork leg, Ba Mien Pan knife, SeaGold oyster intestines, Ba Mien black pine tree, Dam Ha river fish). All of the commune's key products meet food safety standards. The rate of the commune's key products sold through e-commerce channels is 100%.
Thanks to the right orientation in economic development, the locality has created more jobs for local workers. Typically, Viet Uc Seafood Joint Stock Company has continuously expanded its factory scale, with 23 larval rearing production facilities, 36 round ponds for experimental breeding of low-temperature resistant breeds, suitable for the winter climate of the Northern region. Thereby, it has created regular jobs and stable income for over 100 workers with an average income of over 10 million VND/month.
Ms. Hoang Thi Kim Nhung, Acting Chairwoman of Tan Lap Commune People's Committee (Dam Ha District), said: After completing the model NTM criteria, the locality continues to synchronously deploy many solutions to improve the quality of criteria and indicators of advanced NTM communes, ensuring sustainability in NTM construction. In the economic field, the district continues to promote the effectiveness of existing cooperatives and form new cooperatives and cooperative groups in the fields and industries of livestock, aquaculture, food processing and large-scale cultivation, commodity nature, and linkage models. At the same time, deploy planning for infrastructure investment in concentrated agricultural production areas.
In addition to Tan Lap commune, Tan Binh commune has also completed the dossier for appraisal, consideration and recognition of meeting the model NTM standards in 2023. It is expected that by the end of 2024, the whole district will have 8/8 communes meeting the standards of advanced NTM communes; 5/8 communes meeting the standards of model NTM communes. By 2025, the district strives to have 1 more commune meeting the model NTM standards; the remaining communes will consolidate and improve the quality of indicators and criteria according to the National Criteria for New Rural Construction in the period of 2021-2025; Dam Ha district will achieve the model NTM district.
According to Mr. Hoang Vinh Khuyen, Chairman of Dam Ha District People's Committee, overcoming common difficulties, the district's new rural construction program in 2024 achieved and exceeded the set plan. Of which, the total food output is estimated at 19,404 tons, reaching 100.07% of the plan; the aquaculture area is estimated at 1,412.1 hectares, reaching 119.67% of the plan; building more 5 OCOP products, bringing the total number of OCOP products in the district to 36 products from 24 establishments...
In the coming time, the district will maximize its potential, strengths and new advantages when the highway passes through, along with the advantages of the land with favorable weather and terrain suitable for organizing agricultural production according to the high-tech, ecological and organic agricultural model combined with tourism and service development. In particular, strive to develop at least 5 new economic organizations, which are enterprises and cooperatives participating in the OCOP Program; develop at least 7 new OCOP products, focusing on diversifying and deeply processing products according to the chain of key products at the district, provincial and national levels and strong products; be recognized/certified for at least 8 new OCOP products meeting 3-5 star standards at the provincial level.
At the same time, focus on developing production towards high-tech production in the fields of aquaculture and livestock; in the field of cultivation, focus on developing the fruit tree project, producing food products in the direction of organic, VietGAP (rice, vegetables, fruit trees); in the field of forestry, focus on developing sustainable planted forest wood, developing high-value non-timber forest products (organic cinnamon, medicinal herbs under the forest canopy according to GMP standards...).
In addition, the district continues to reform administration, support businesses, attract investment, create all conditions for the Industrial Cluster East of Dam Ha B to soon come into operation; well implement social policies; maintain and improve poverty reduction results, people's quality of life; improve the capacity of agencies in the political system; strengthen order and discipline, prevent corruption and waste; ensure social order and safety in the area.
