The proposal was made by localities in the context that the whole country is implementing the arrangement and merger of provinces and cities and completing district-level tasks according to Conclusion 127/2025 of the Politburo and Secretariat on implementing research and proposing to continue arranging the organizational apparatus of the political system.
The leaders of the Department of Education and Training of Ho Chi Minh City have proposed to the Department of Quality Management (Ministry of Education and Training) to adjust the exam time earlier, from June 7 to 10. At the same time, this agency will soon issue a directive document, organization plan and exam schedule so that the Departments of Education and Training can proactively advise the People's Committees of provinces and cities to promptly implement it locally.
According to the Department of Education and Training of Ho Chi Minh City, these adjustments aim to ensure the rights of students, stabilize the psychology of parents and students, and facilitate the preparation work of localities to organize the exam safely, seriously, and in accordance with regulations.
Ho Chi Minh City is the locality with the second largest number of students taking the high school graduation exam in the country (after Hanoi). The number of high school graduates each year is about more than 90,000 students.

Speaking to VietNamNet , a representative of the Hanoi Department of Education and Training said that the Department has also sent a document to the Ministry of Education and Training proposing to adjust the 2025 high school graduation exam schedule earlier than the announced schedule. In addition, based on the 2025 high school graduation exam schedule, the Department will advise the city to adjust the exam schedule and grade 10 enrollment to ensure suitability and effectiveness.
According to the Hanoi Department of Education and Training, in the 2024-2025 school year, Hanoi is expected to have nearly 120,000 students taking the junior high school graduation exam and nearly 130,000 students taking the high school graduation exam. The number of students expected to take the 10th grade and high school graduation exams accounts for 10% of the total number of students nationwide.
Previously, the Nghe An Department of Education and Training proposed that the Ministry of Education and Training adjust the 2025 high school graduation exam schedule 2 weeks earlier than expected , to avoid the impact of the merger of some provincial administrative units and the abolition of the district level.
According to the 2024-2025 school year plan, the 2025 high school graduation exam is expected to take place on June 26-27. This is also the first school year that students nationwide will take the high school graduation exam and the 10th grade exam according to the 2018 general education program, and it is also the school year that new circulars related to exams, enrollment, extra teaching and learning will come into effect.
