The Office of the Hanoi People's Committee has just issued a document conveying the conclusion of the Chairman of the Hanoi People's Committee, Tran Sy Thanh, at a working session on the implementation of investment and construction of a number of large bridges across the Red River. The Chairman of the Hanoi People's Committee agreed on the investment policy for 3 large bridges across the Red River in the period of 2025-2030. For the investment project to build Tu Lien Bridge and the road from Tu Lien Bridge to Hanoi-Thai Nguyen Expressway, the city agreed on the implementation policy using public investment capital (investing in the construction of Tu Lien Bridge and the road from Tu Lien Bridge to Truong Sa Road to be studied under the direction of EPC contract). The Chairman of the Hanoi People's Committee assigned Vice Chairman of the Hanoi People's Committee, Duong Duc Tuan, to work with a number of enterprises to discuss and agree on the investment plan to build Tu Lien Bridge, ensuring feasibility, efficiency, and early implementation.
The City assigned the Department of Planning and Investment to urgently review Submission No. 5744/TTr-SGTVT dated November 6, 2024 of the Department of Transport on the Pre-Feasibility Study Report of the investment project, advise and propose the City People's Committee to submit to the competent authority for appraisal and approval of the investment policy in January 2025; advise and propose a plan to allocate public investment capital to implement the project.

Regarding the investment project to build Tran Hung Dao Bridge and the roads at both ends of the bridge, the city agreed on the policy of implementing the investment project using public investment capital. The City People's Committee assigned the Department of Transport to promptly prepare a Pre-Feasibility Study Report for the investment project, submit it to the competent authority for appraisal and approval in accordance with regulations; and report to the City People's Committee in February 2025. The City assigned the Department of Planning and Investment to promptly advise and propose a plan to allocate public investment capital to implement the project, ensuring feasibility and efficiency. Regarding the investment project to build Ngoc Hoi bridge and the approach roads at both ends of the bridge, the city agreed on the policy of implementing the project with public investment capital (capital from Hanoi city, Hung Yen province and support capital from the Central Government according to regulations). The City People's Committee assigned the Departments of Transport, Agriculture and Rural Development, Culture and Sports, Planning and Investment, Planning and Architecture; People's Committees of Thanh Tri and Gia Lam districts to urgently implement the direction of the Hanoi People's Committee and the Hung Yen Provincial People's Committee. The Hanoi Department of Planning and Architecture advised and proposed the City People's Committee to organize a competition for the architectural plan of the main bridge across the Red River, and report to the City People's Committee in December 2024. The Hanoi People's Committee also assigned the Department of Planning and Investment to urgently review Submission No. 1179/TTr SGTVT dated November 7, 2024 of the Department of Transport on the Pre-Feasibility Study Report of the investment project, advise and propose the City People's Committee to submit to the competent authority for appraisal and approval of the investment policy in January 2025; advise and propose a plan to allocate public investment capital to implement the project.
Tran Hung Dao Bridge is located between Chuong Duong Bridge and Vinh Tuy Bridge, connecting Tran Hung Dao Street in Hoan Kiem-Hai Ba Trung District to Nguyen Van Linh, Vu Duc Than Street, Long Bien District. The research area starts at the intersection of Tran Hung Dao-Tran Thanh Tong-Le Thanh Tong-Tang Bat Ho-Han Thuyen Street, and ends at the intersection with Nguyen Van Linh and Vu Duc Than Streets, about 5.5km long.
