Hanoi rises in list of livable cities

ECA International, an international human resource management consultancy, has released its annual ranking of the most livable cities. Singapore continues to top the list of livable cities for expats. This is the 10th consecutive year that Singapore has held the top spot in ECA’s ranking of livable cities.

Meanwhile, Tokyo and Osaka in Japan ranked second and fifth respectively. Mark Harrison, director of ECA Asia, said that with good facilities and infrastructure, low crime rates and few political and social tensions, Singapore remains a very attractive destination for foreigners. However, the gap between Singapore and other locations has narrowed. The annual livable city rankings published by ECA objectively assess the overall quality of life of foreigners in more than 500 locations around the world. The rankings are based on many factors related to quality of life, including health care, housing, utilities, social networks, entertainment, infrastructure, climate, personal safety, political and social environment and air quality. In Southeast Asia, many improvements in infrastructure, transportation, health services and entertainment facilities have made many cities more attractive to foreigners. Accordingly, Hanoi Capital   Vietnam's capital rose 16 places from 160 in 2023 to 144, Jakarta (Indonesia) rose 17 places from 10 years ago to 196, and Phnom Penh (Cambodia) rose 16 places to 184. Chinese cities have made great strides in the rankings over the past 10 years, despite losing some momentum due to the Covid-19 pandemic. Some issues continue to be challenging for expats, including high levels of pollution and healthcare facilities, but improvements in areas such as transport infrastructure and international schools are the reasons for the cities' rise. Specifically, Shenzhen ranked 137th, up 15 places compared to 10 years ago, Xi'an ranked 163rd, up 13 places, Hong Kong (China) ranked 77th, up 15 places compared to 2023.
