Accordingly, Chairman of the City People's Committee Tran Sy Thanh directed the organization to streamline and shorten the time for processing work documents to achieve growth targets. It is necessary to ensure that tasks and solutions to support businesses, promote investment, consumption, export and innovation are implemented quickly and synchronously, contributing to achieving the target of GRDP growth of over 8% in 2025.
With the principle of flow and coordination in handling records, the Chairman of the City People's Committee requested to focus on and promptly handle work records according to the "green lane" priority mechanism to shorten processing time, ensuring no delays or overdue.
Strengthen decentralization and thoroughly delegate authority to relevant units, minimize intermediate steps, improve the efficiency of administrative procedure settlement, and create a favorable environment for investment, production and business according to the direction of the Central Government and the city.

The priority work groups to be resolved include 5 groups: Files related to investment and infrastructure development; Files related to export, logistics and international trade; Files related to financial support and consumer stimulus; Files related to high-quality human resources and innovation; and Files related to digital transformation and smart infrastructure development.
To ensure progress, Directors/Heads of departments, branches, sectors, Chairmen of People's Committees of districts, towns need to review and streamline procedures, apply information technology and artificial intelligence to classify documents, determine priority levels, ensure that the processing time is shortened by at least 60% compared to current regulations, especially projects that can immediately contribute to GRDP in 2025. Stamp the "green lane" of incoming and outgoing documents to receive, process, monitor and control progress to ensure deadline requirements.
The Chairman of Hanoi City paid special attention to important projects such as: (1) Renovation of the East Hoan Kiem Lake space and renovation of Dong Kinh - Nghia Thuc Square; (2) Tu Lien Bridge and the approach roads at both ends of the bridge; (3) Tran Hung Dao Bridge; (4) Ngoc Hoi Bridge and the approach roads at both ends of the bridge; (5) Renovation, upgrading and expansion of roads around West Lake; (6) Renovation, embellishment and water supply of To Lich River; (7) Hoa Lac High-Tech Park and investment attraction projects in Hoa Lac High-Tech Park; (8) Hanoi High-Tech Biotechnology Park; (9) Ring Road 4 - Capital Region in the City; (10) Urban railway line No. 5, Van Cao - Hoa Lac, requiring Departments, branches and localities to handle immediately within 24 hours from receiving the dossier.
The Department of Home Affairs and the City's Public Administration Service Center are assigned to publish information on the hotline phone number, website, email, Facebook, and Zalo before March 25, 2025 to receive and respond to recommendations from organizations and individuals related to the delay of "green lane" files that have not been responded to by the City's functional units to urge, inspect, and control the handling according to regulations.
Office of the City People's Committee Stamps the "green lane" of incoming and outgoing documents to receive, process, control progress, report and propose to the City People's Committee leaders to direct and resolve to ensure deadline requirements. Receives and responds to suggestions from organizations and individuals regarding delays in processing "green lane" documents under the authority of the City People's Committee.
