Hanoi promotes vocational training and job creation

Vocational training enrollment for the 2020-2023 period exceeded 6.14%

According to Vice Chairman of the City People's Committee Vu Thu Ha, the propaganda work on vocational training and employment policies for workers in the city has been strongly deployed on media and social networks. The work of advising on the issuance of documents directing the implementation of policies on vocational training and employment in the city has been proactively carried out, contributing to the effective implementation of policies issued by the Central Government.

Vice Chairman of the City People's Committee Vu Thu Ha reported on the results of vocational training and job creation in the city from 2020 to present.

Vocational training enrollment results for the 2020-2023 period exceeded the planned target by 6.14%. The rate of trained workers has increased continuously every year, contributing significantly to providing trained workers for the labor market in the capital and neighboring provinces.

Vice Chairman of the City People's Committee Vu Thu Ha also pointed out some limitations and difficulties. That is the mentality of valuing degrees still exists in the minds of some people. The majority of students after graduating from high school set the goal of going to university, not wanting to go to vocational school. Meanwhile, the capital is home to many universities, universities have large enrollment quotas and low admission criteria. Therefore, it is very difficult for secondary schools and colleges to compete with universities in recruiting students.

Currently, the maximum support level according to Decision No. 46/2015/QD-TTg dated September 28, 2015 of the Prime Minister is much lower than the training service price regulations issued by the City People's Council in Resolution No. 12/2023/NQ-HDND dated December 6, 2023. In case the City implements the support level according to the Central regulations, the difference between the training service price and the support level will be very high, learners must compensate for this difference themselves, causing many difficulties for the subjects receiving support according to the regulations in Decision No. 46/2015/QD-TTg dated September 28, 2015 of the Prime Minister when implementing.

Enterprises providing employment services have not yet closely coordinated and connected with the Hanoi Employment Service Center, floors, and satellite transaction points to better serve workers looking for jobs and businesses in need of recruiting workers, especially supporting job search for workers with disabilities...

Activities of identifying and forecasting the recruitment needs of enterprises as well as activities of assessing the supply of human resources and forecasting the employment needs of workers in the labor market are still limited in both quantity and quality. Labor market forecast products are still few, sometimes not timely.

Diversify forms of propaganda

Vice Chairman of the City People's Committee Vu Thu Ha also pointed out the causes of the limitations and difficulties. Career counseling and student orientation at secondary and high schools face many shortcomings due to the needs and desires of the majority of families and students choosing to go to university. In addition, changing the mentality of valuing degrees and choosing vocational training of the majority of people and students in a short time is not easy.

Many businesses recruiting workers at job exchanges mainly recruit unskilled workers, while the demand of local workers is to apply for higher-level jobs. Workers with disabilities, workers receiving unemployment benefits, and workers after drug rehabilitation have not yet clearly defined their thoughts and aspirations for finding a job, which makes it difficult to provide orientation and job counseling.

The labor sector database is still lacking and not synchronized. The application of information technology in the analysis, forecasting and synthesis of labor demand is still limited; there is no management software to serve online interviews, database storage, connection for job referral consultation, vocational training and unemployment insurance... so there is no tool to promptly and accurately assess the human resource supply and forecast the employment demand of workers in the labor market.

Regarding solutions to promote vocational training and job creation in the city in the coming time, Vice Chairman of the City People's Committee Vu Thu Ha said that for vocational training, it is necessary to continue reviewing and improving the quality of vocational training facilities in the City's Plans, Programs, and Projects on human resource development in the capital and planning the network of vocational training facilities in the city for the period 2021-2030, with a vision to 2045 after being promulgated.

At the same time, strengthen propaganda and dissemination of the Party's policies and the State's laws; the City's guiding documents on human resource development and job creation; diversify forms of propaganda, create news, articles, and columns in the press; propagate on the grassroots information systems of districts, towns, and cities.

In addition, strengthen the connection between vocational training institutions and employment service centers, job exchanges, job fairs, and innovation and startup centers; support learners in finding jobs after graduation; link training with sending workers to work abroad under contracts.

In addition, continue to closely coordinate with departments, branches, districts, towns to proactively advise the City People's Council and People's Committee to promptly issue policies to support vocational training for workers in the city, in accordance with the socio-economic development situation and characteristics of the capital.
