Speaking at the closing session of the question and answer session, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan said that the implementation of Project No. 15-DA/TU of the Standing Committee of the City Party Committee and Resolution No. 594/NQ-UBTVQH15 of the Standing Committee of the National Assembly was in the spirit of innovation, substance and took place in a democratic, frank, constructive, exciting and very effective atmosphere.
The City People's Council delegates focused on questioning two groups of issues: the implementation of discipline, order, and responsibility in performing public duties at State agencies in the city; and questioning about vocational training and job creation in the city.
At the question and answer session, 38 delegates raised questions and debated to clarify issues; of which 36 were questions and 2 were debated. Many delegates, including many non-professional delegates, actively participated with the professional delegates in asking questions, suggesting many important issues and effective solutions in the coming time.
There were 3 Vice Chairmen of the City People's Committee, 15 Directors of Departments, branches and sectors and 5 Chairmen of District People's Committees participating in answering, reporting and explaining related contents.
Through the questioning session, it was shown that the content of the delegates' questions focused on existing problems and limitations, and it was necessary to clearly identify the causes and responsibilities in order to propose solutions to overcome them in the coming time.
"The questions are issues that the city is concerned about, focusing on leadership and direction, and also accurately reflect the thoughts and aspirations of voters and people. That shows that the City People's Council delegates have a firm grasp of the situation, asked short, clear questions, closely following the question content with a spirit of frankness, constructiveness and high responsibility" - the Chairman of the City People's Council affirmed.
Along with that, the content of the questioning of the City People's Council delegates demonstrates the role, responsibility, and supervisory power of the People's Council; at the same time, it is the sharing and companionship with the City People's Committee in directing, operating, and implementing the tasks of the City.
The Vice Chairmen of the City People's Committee, Directors, Heads of Departments, branches, districts and comrades participated in answering questions with a high sense of responsibility, firmly grasped the issues and answered directly to the point, directly addressing the content of the questions, without avoiding or clarifying the issues raised by the delegates.
Many comrades have frankly accepted the responsibilities of their respective sectors and fields, and at the same time proposed practical, effective and feasible solutions in the short and long term, committed to overcoming existing problems, and determined to create positive changes in the coming time.

According to the Chairman of the City People's Council, the results of the questioning session showed that the issues chosen by the City People's Council to question and re-question were "correct" and "on point", important, practical, and suitable for the actual development situation of the city.
The content of the question is a group of issues that voters are interested in.
Regarding the group of issues on implementing discipline, order and responsibility in performing public duties at State agencies in the City, the Chairman of the City People's Council emphasized: this is the content that has received the attention and leadership of the City Party Committee, the participation of the City People's Council in urging, monitoring and supervising the implementation results of the City People's Committee and State agencies in the City.
At the question and answer session, the delegates focused on questioning, the leaders of the City People's Committee and the heads of relevant units answered frankly on 3 main groups of issues: compliance with discipline, order, administrative reform, public service inspection; results of implementing requirements according to the Resolution, conclusions of supervision, questioning, and explanation of the City People's Council, Standing Committee of the City People's Council; handling voters' petitions, handling and resolving citizens' complaints and denunciations.
The specific contents, requirements, tasks, commitments, and roadmap to overcome shortcomings and limitations will be summarized in the Resolution of the questioning session and the attached appendices.
Regarding the group of issues on vocational training and job creation for workers in the city, this is the content that many voters reflect and hope that the city will continue to pay more attention, issue many mechanisms and policies, prioritize resource allocation, investment, improve the quality of vocational training and job creation, ensure social security, and increase people's income.
Through the report of the City People's Committee and the results of the question-and-answer session, it can be seen that in recent times, the field of vocational training and job creation has always received the attention, leadership and direction of the Central Government, the City Party Committee, the People's Council and the City People's Committee. All levels and sectors have implemented many synchronous and effective solutions to develop the labor market, increase income, and improve people's lives, which have been demonstrated through the results and indicators in the field of vocational training and job creation.
All targets have been achieved and exceeded compared to the annual plan and the results tend to be higher each year than the previous year. The period 2020-2024 increased by 23% compared to the period 2016-2019. However, in addition to the achieved results, there are still shortcomings and limitations in vocational training and job creation in the city as mentioned by the City People's Council delegates at the question and answer session.
"The City People's Council requests the City People's Committee, all levels and sectors to fully and seriously absorb the opinions of delegates, opinions and recommendations of voters and people; promptly, synchronously, resolutely and effectively deploy solutions, urgently direct and clearly assign responsibilities, roadmaps and progress to overcome shortcomings and limitations; seriously implement commitments and promises, meeting the expectations of voters and people" - Chairman of the Hanoi People's Council emphasized.
The specific requirements for the questioning session will be compiled by the Chairman of the session and the Standing Committee of the City People's Council, and submitted to the City People's Council to issue a Resolution on questioning at the closing session on the morning of July 4.
For questions that were not answered directly at the question-and-answer session, we request that the City People's Committee, Directors, Heads of Departments, branches, sectors and relevant units respond to delegates in writing with the highest quality.
Pursuant to Project No. 15-DA/TU of the Standing Committee of the City Party Committee and Resolution No. 594/NQ-UBTVQH15 of the Standing Committee of the National Assembly, the City People's Council assigned the Standing Committee of the People's Council, the People's Council Committees, and the City People's Council Delegation Groups to continue to monitor and supervise the implementation and periodically report to the City People's Council on the implementation results.
