Hanoi spends 3 million USD to buy development ideas

Using socialized resources, the city spent 3 million USD to buy the capital development idea from a foreign consulting unit, said Hanoi Chairman Tran Sy Thanh.

On the morning of December 1, City Chairman Tran Sy Thanh and National Assembly deputies of constituency No. 10 met directly and online with voters of Soc Son and Me Linh districts after the 6th session of the 15th National Assembly.

Referring to the key tasks being implemented, Mr. Thanh said that the city is simultaneously developing the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050, and adjusting the Capital Construction Master Plan (plan 1259).

"The contractors are building a very elaborate, systematic and modern plan," he said, adding that the city has requested a grant of 3 million USD (about 72 billion VND) to buy all the development ideas from the world's leading consulting firm that is very knowledgeable about Vietnam.

The city has sought opinions and consulted with domestic intellectuals, organized many seminars and combined ideas from "some Westerners" to build and complete the planning project of Hanoi Capital for the period 2021-2030. However, Mr. Thanh did not specifically mention the foreign consulting unit or what those ideas were.

This is the first time information about purchasing ideas for the development of the capital has been widely reported. Previously, on October 31, Mr. Thanh chaired a meeting with relevant parties to hear the results of the study "Hanoi City: Breakthrough Ideas and Strategies" after more than 2 months of implementation.

According to the initial research results, the units have proposed six breakthrough ideas to help Hanoi achieve its goal of becoming a globally connected capital, with harmonious economic, cultural and social development by 2045. These are culture and heritage; green and sustainable urban areas; investment attraction; digital economy/digital society; modern transport infrastructure; livable environment.

Regarding the city's socio-economic development results in 2023, the Chairman of Hanoi said that the forecast of gross regional domestic product (GRDP) is about 6.2%; budget revenue is about 400,000 billion VND. The fields of social security, culture, education, health, tourism, national defense and security are all guaranteed and have positive results.

One of the bright spots of the year pointed out by the city leaders was the issuance and implementation of the decentralization project. The City People's Committee has decentralized 9 areas to districts; decentralized 16 areas to departments, branches and sectors with 708 administrative procedures.

"During the implementation process, the city learned two lessons. One is that if you see something is right, you must be determined to do it. Two is that when you do it, you must be decisive," said the Chairman of Hanoi, adding that when decentralization and delegation of authority are implemented, the work is more closely monitored.
