On the afternoon of October 11, the Hanoi Department of Education and Training issued a document on the management and use of phones in schools.

Accordingly, the document stated that through monitoring the reality, reflections from press agencies and public opinion on the use of mobile phones, receiving and broadcasting devices in schools, there are still many shortcomings, affecting the quality and effectiveness of teaching and learning at educational institutions.

To rectify and overcome this situation, the Hanoi Department of Education and Training requests that heads of education and training departments, principals and educational institutions implement regulations on the use of mobile phones issued by the Ministry of Education and Training on September 15, 2020.

Specifically, depending on actual conditions, the school board and teachers manage students' phones and receiving and broadcasting devices before the first class (manage by class) and return phones and receiving and broadcasting devices to students after school and class.

In classes that require the use of mobile phones, receiving and broadcasting devices and with the teacher's consent, students are allowed to bring mobile phones and receiving and broadcasting devices into the classroom for use.

The Department of Education and Training requires that units must not allow students to use phones in class but not for learning purposes and without teachers' permission.

To implement this regulation, according to the Hanoi Department of Education and Training, families and parents need to work with teachers and schools to manage and remind students to use mobile phones and other recording and video recording devices at school.

Previously, a series of public and private schools in Ho Chi Minh City also banned students from using mobile phones on school grounds, including during recess, such as Thanh Loc High School (District 12); Truong Chinh High School (District 12)...

Or Nguyen Thuong Hien High School (Tan Binh District); Le Thanh Tong Primary, Secondary and High School (Tan Phu District) have banned students from using mobile phones on campus (and dormitory), including mealtimes, recess, and sleeping hours for many years. School administrators believe that this is a solution to help students focus more on studying, remembering lessons, and connecting with teachers and friends, bringing higher efficiency to studying and extracurricular activities.
