Stop spontaneous tutoring classes

Previously, teachers could freely take students out of class to rent classrooms or bring them home for extra tutoring, but from February 14, this will no longer be possible.

Circular 29 of the Ministry of Education and Training stipulates that organizations and individuals who organize extra-curricular tutoring outside of school must register their business according to the law. On the other hand, public school teachers can participate in tutoring at centers but are not allowed to organize or manage extra-curricular tutoring outside of school.

The principal of a secondary school in Hanoi said that there are only a few days left before the new regulations on extra teaching and learning are put into practice. Although they have been mentally prepared, this has had a significant impact on the psychology of teachers.

Previously, in addition to teaching time at school, teachers could teach extra classes at home or at centers, but with current regulations, many people have stopped all spontaneous extra classes.

A difficult problem for secondary schools today is the new circular that restricts 3 groups of students from being charged for extra classes in schools, including final year students.

Under the new regulations, schools will have to develop plans to review and train students and spend money from the budget to pay teachers in the spirit of "encouragement". However, with limited budgets for schools, it is difficult to squeeze and pay for extra teaching.

“If we cannot organize review and training for final year students in schools, there may be a situation where teachers circumvent the law by taking students to tutoring centers. Teachers of one class can exchange students for teachers of another class without violating current regulations,” said the principal of a junior high school in Hanoi.

Tighten supply, avoid distortion

According to the principal of a secondary school in Ba Dinh district, the need for learning of people in general and students in particular is real and urgent, so no matter what regulations there are, in reality, extra classes will still occur.

For example, through tests and assessments, students' scores are not as expected, while parents do not have the conditions, time, or ability to guide them, they will need to find teachers for their children to study more, to improve their achievements and scores.

However, with the current regulations, there are only 3 cases of extra classes in school, teachers are not allowed to tutor students at home or in self-opened classes, which means the supply is limited. At that time, all students who need extra classes outside of school will have to go through extra classes. If the activities of these centers are not strictly managed, it will also lead to changes or poor quality.

According to the principal of this public school, every year in Hanoi, only 60-62% of students pass the 10th grade entrance exam to enter public schools with fierce competition to get into high school, so if the school does not organize review classes, parents will rush to find extra study centers outside.

Parents’ mentality is to compete, to fear that their children will be inferior to “other people’s children”, so it is difficult for them to sit still and reduce the workload. Not to mention, a large proportion of students compete every year to get into specialized schools, and certainly need extra classes.

School administrators believe that, currently, when there are many different opinions about the new regulations tightening extra teaching and learning, teachers have two different perceptions and psychology. One is the reaction of avoidance, fear of violating regulations, and the other is the psychological trauma, not needing to teach extra classes anymore.

“Any new regulation needs specific instructions and time to be implemented. Schools also need to discuss and disseminate the regulations so that teachers understand and properly implement them to avoid unfortunate consequences,” said the principal.

The Department of Education and Training of Ba Dinh District (Hanoi) has sent a document to schools, requesting them to disseminate new regulations on extra teaching and learning to teachers, staff, parents and students, and to organize extra teaching and learning in schools in accordance with the provisions of the circular and other relevant legal provisions.

The Department of Education and Training of Ba Dinh district also requires school principals to: "Manage teachers who are teaching at school when they participate in extra teaching outside of school."

Specifically, tasks such as coordinating to monitor and inspect extra-curricular teaching activities of teachers outside of school and handling according to authority or recommending competent authorities to handle violations of regulations of the Ministry of Education and Training.

When teaching outside of school, teachers must report to the administrator about the subject, location, form and time of the extra teaching. This is also the basis for the school to check the extra teaching outside of school.

Thus, with the new regulation, from February 14, teachers teaching in public schools who violate one of the "prohibitions" of the Ministry of Education and Training on extra teaching and learning will be inspected and handled.

Specifically, teachers are not allowed to teach extra cultural subjects to primary school students; are not allowed to teach extra classes outside for money to students they are teaching in class; public school teachers are not allowed to open their own tutoring centers, participate in the operation and management of tutoring classes.
