Supervising the conversion of forest use purposes for the Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1

On April 16, the Provincial People's Council's Supervisory Delegation No. 9, led by Vice Chairman of the Provincial People's Council Tran Phu Hung, had a working session with the Provincial People's Committee and Project Management Board 6, Ministry of Transport on "Proposing policies and implementing the change of forest use purposes" to implement the Khanh Hoa - Buon Ma Thuot Expressway Construction Investment Project, Phase 1.

Receiving and working with the delegation were Vice Chairman of the Provincial People's Committee Nguyen Thien Van and representatives of leaders of relevant departments, branches, localities and units.

The report at the meeting said that recently, the proposal and implementation of the conversion of forest use purposes to implement the Khanh Hoa - Buon Ma Thuot Expressway Construction Investment Project Phase 1 in Dak Lak province has been implemented in accordance with legal regulations. The proposed forest area for conversion is nearly 170 hectares, of which 45.5 hectares is natural forest and nearly 124 hectares is planted forest.

Due to the difficult and complicated terrain conditions of the project area, the Ministry of Transport has agreed to adjust some sections of the route compared to the Pre-Feasibility Study Report for the component projects to suit the terrain in order to minimize construction costs, limit site clearance work and minimize environmental impacts. Currently, investors have developed a plan to plant replacement forests in the province according to regulations.

The proposal to change the purpose of forest use to implement the Project is consistent with the planning, land use plan, national forestry planning according to the provisions of the law on planning and land use plan of the locality. However, during the implementation process, some locations, areas, and forest status have changed, need to be adjusted and re-evaluated from the beginning. Currently, the Provincial People's Committee has directed the Department of Agriculture and Rural Development to advise the Provincial People's Committee to decide to approve the payment of replacement forest planting fees by investors of component projects to ensure the conditions for changing the purpose of forest use to other purposes to implement the project.

Speaking at the working session, Vice Chairman of the Provincial People's Council, Head of the monitoring delegation Tran Phu Hung requested the Provincial People's Committee to acknowledge the efforts of the Provincial People's Committee and related units in the process of implementing the Project, and at the same time suggested that in the coming time, it is necessary to focus on implementing a number of key contents such as: promptly issuing decisions on changing forest use purposes and decisions on changing land use purposes in a unified and synchronous manner, ensuring the provisions of law; directing specialized agencies to promptly complete procedures on land, minerals, forestry, and environment of waste dumps and material mines serving the project to ensure the progress of construction works; continuing to effectively implement propaganda, mobilization, and explanation work so that people comply with the State's policies, receive compensation, support, and hand over the site to soon implement the Project.

In addition, direct the People's Committees of M'Drak, Ea Kar, Krong Pac, and Krong Bong districts to develop plans to exploit and utilize forest products after the decision to change the purpose of forest use is approved by competent authorities; strengthen inspection, supervision, and management of impacts on forests during project construction; direct departments, branches, and localities to develop plans and solutions for effective forest management and protection, to avoid encroachment, forest violations, and profiteering from the Project...
