Implementing Sub-project 2, Project 3, National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas (MT&MN) in 2024, in recent times, localities in Quang Tri have actively implemented activities to support production and create sustainable livelihoods for people. Thereby, helping ethnic minorities have more motivation to strive to escape poverty and stabilize their lives. However, during the implementation process, production support for people encountered many difficulties, so it is necessary to promote timely solutions.

To effectively implement this sub-project, the People's Committees of the districts direct the communes to deploy policies and guidelines on the content of production development support under the program to the villages, hamlets and people. Guide the villages to organize the assessment of beneficiaries in accordance with regulations and establish community groups, organize meetings and review and select proposals for community projects that are suitable to the orientation, needs and aspirations of the people. Organize for representatives of community groups to participate in the selection of materials and goods during the procurement process. At the same time, allocate the program's budget to localities for implementation.
In which, Vinh Linh district assigned the Department of Agriculture and Rural Development to manage the project; Gio Linh district, the capital for 2022 and 2023 was assigned to the Department of Agriculture and Rural Development to manage the project, the capital for 2024 was assigned to the People's Committee of the commune; for Dakrong and Huong Hoa districts, the capital was allocated to the communes, and the People's Committees of the communes were assigned to manage the project.
The People's Committees of the districts have established appraisal councils for projects in the area to ensure compliance with regulations. In particular, Huong Hoa district has established a team to guide and support communes and towns in implementing projects under the National Target Programs. Organize technical training for people to participate, buy plant and animal breeds to meet the needs.
The support policies have been approved and responded to by the people. Most of the supported animals and crops are well cared for and growing. Currently, localities are actively disbursing capital on schedule. Typically, in A Bung commune, Dakrong district, in 2022-2023, the commune implemented 5 projects with a total cost of more than 2 billion VND, of which the state budget supported more than 1.8 billion VND; the people contributed more than 280 million VND.
Currently, 3 projects have disbursed more than 615 million VND, the remaining 2 projects are in the process of completing procedures to disburse capital. In 2024, the total allocated capital of the commune is 1.6 billion VND, currently implementing the completion of the project to submit to the competent authority for approval.
In Linh Truong commune, in 2022-2023, the commune will implement 5 projects with a total budget of nearly 2 billion VND, of which the state budget supports more than 1.4 billion VND, the people contribute more than 515 million VND, currently disbursed more than 1.4 billion VND and provided cows to groups and households. Regarding the budget allocated for 2024 of more than 1.3 billion VND, the commune is conducting a survey to select households.
For Vinh Khe commune, Vinh Linh district, the total capital allocated for the commune in 2024 is more than 730 million VND to implement 2 projects with a total cost of more than 780 million VND, of which the people contributed nearly 500 million VND. The commune has disbursed and provided cows for 1 project with an amount of more than 371 million VND; 1 project is being implemented...
In addition to the initial results, the implementation of Sub-project 2 and Project 3 still encountered many shortcomings and limitations such as: some localities have not done a good job of surveying beneficiaries to propose appropriate community support projects. Many households have not ensured the conditions to implement the project but still received support for livestock breeds.
The timing of handing over livestock to households is not suitable, during the rainy and cold season, affecting the health of livestock, and in some localities, livestock have died. The activities of community groups are not effective, most groups do not have operating regulations. The capacity and qualifications of households in groups and community groups are limited, mainly based on experience. In some localities, the distribution of crops and livestock is not consistent with the project approval decision. Most support projects are not diverse...
To overcome the above shortcomings and limitations, in the coming time, localities need to step up propaganda and mobilization work so that officials and people can better understand the mechanisms, policies; responsibilities and benefits when participating in production development support projects and create maximum conditions for people to participate in the entire process from the proposal and project establishment stages.
Improve the capacity of grassroots cadres and communities in project establishment, management and implementation skills; skills in managing the activities of community groups and teams in the direction of cooperation, community responsibility and sharing, exchanging experiences, and training on production techniques. Strengthen guidance and support for communes in planning and implementing projects to support community production development, ensuring that they are consistent with the potential and strengths of the locality, the orientation of the district and the needs of the community.
Research and propose value chain linkage projects to ensure sustainable production. Provincial departments and branches enhance their responsibility in guiding and solving problems for localities regarding mechanisms, policies, payment and procurement in the case of local goods procurement; strengthen the examination and appraisal of contents under their authority when proposed by localities to speed up the implementation progress and disbursement of capital.
Provincial, district and communal levels regularly organize inspections and supervision of the implementation situation of localities to promptly detect difficulties and obstacles and resolve them for localities.
