On the morning of January 23, the Ministry of Industry and Trade's working delegation worked with EVNHANOI on ensuring power supply during the Lunar New Year and the dry season of 2025.

The delegation was led by Deputy Minister of Industry and Trade Truong Thanh Hoai. Also attending were the Departments of Electricity Regulation, Industrial Safety and Environment, Electricity and Renewable Energy, National Electricity System and Market Operation Company Limited; Leaders of Hanoi Electricity Corporation (EVNHANOI); departments/offices, and Centers under EVNHANOI.
Complete the mission well in 2024
Reporting to the working delegation, Mr. Nguyen Anh Tuan - General Director of EVNHANOI said: with early and remote preparation, the work of ensuring electricity and investing in construction in 2024, EVNHANOI has achieved encouraging results, 555 customers have participated in load adjustment with adjusted output reaching over 1 million kWh.

In 2024, EVNHANOI also recorded the highest load in the past 5 years, peak capacity increased by about 1.9% compared to the peak capacity of 2023, peak output increased by about 6% compared to 2023, loss of less than 3.19%, lower than the target assigned by EVN in 2024 and the whole year of 2025. However, the corporation has ensured safe electricity supply for production, people's lives and political, cultural and social activities of the capital.
Along with storm prevention work, notably storm No. 3, Hanoi has maintained power for over 90% of customers during this time. In addition, the corporation has sent over 200 officers and employees to Quang Ninh to support the work of ensuring timely power supply for Quang Ninh after the storm.
Regarding the power supply for the Lunar New Year 2025, the corporation has a plan and solutions to ensure safe and stable power supply, prioritizing important loads (538 customers); entertainment venues, areas where cultural activities, Spring Flower Festival, fireworks display... take place in the city.
To ensure safe power supply for pumping stations serving irrigation, the corporation has prepared 13 backup generators with capacity from 500-1000kVA in clusters and areas: North of Red River, West of Hanoi and South of Hanoi, Ba Dinh district...

Forecast of high load during peak dry season
For the peak months of the 2025 dry season, the corporation said that it has carefully prepared plans to ensure electricity for the 2025 dry season. It is forecasted that 2025 will see high growth according to the economic development plan, with a forecast of 9-10% increase in load in Hanoi. EVNHANOI has carefully calculated and prepared operating methods, power supply scenarios, and capacity control plans to ensure stable power supply for all loads, especially key areas.
“The Corporation has allocated to units and mobilized large customers to participate in adjusting the load during peak hours; increased electricity saving, coordinated with the Department of Industry and Trade to carry out activities and movements such as the “Family Saving Electricity” movement; worked with the city’s lighting system management unit and divided into 3 time frames to operate the power system appropriately and economically…” – Mr. Tuan emphasized.
In order to proactively respond to possible scenarios during the peak of the heat wave, EVNHANOI has prepared a power supply operation method corresponding to the most extreme load cases and ensuring safe and continuous power supply in all situations. Since September 2024, the corporation has prepared for the 2025 summer power supply. Accordingly, it has directed power companies to review, update, and analyze and evaluate load data by region and load characteristics. From there, it can forecast loads close to reality, develop scenarios, and provide appropriate power supply solutions at the unit.

EVNHANOI focuses on promoting the implementation of electricity saving in administrative agencies, public lighting and outdoor decorative advertising lighting, and large electricity consumers. At the same time, working with large electricity consumers to participate in shifting the load chart and adjusting the electricity load, in order to reduce power consumption during peak hours of the power system, especially in the dry season.
According to the General Director of EVNHANOI, to ensure safe power supply for pumping stations serving irrigation, the corporation has prepared generator sources, 13 backup generators with capacity from 500-1000kVA in clusters and areas: North of Red River, West Hanoi and South Hanoi, Ba Dinh district...
Strengthen the deployment of rooftop solar power, self-production and self-consumption in industrial parks and industrial clusters as well as coordinate with the Northern Power System Control Center to ensure optimal operation of the power grid system, grasp forecasts of sources and loads to promptly direct units to handle unusual situations.
No power shortage in any situation
Speaking at the meeting, Deputy Minister Truong Thanh Hoai highly appreciated EVNHANOI for its proactive solutions in ensuring power supply in recent years.

Deputy Minister Truong Thanh Hoai emphasized: Hanoi is the capital, the political, economic, cultural and educational center of the country, ensuring electricity supply is a continuous political task, not only during holidays and Tet. In recent years, the corporation has successfully completed its task of ensuring safe and stable electricity supply. The corporation has applied scientific, technological and operational management solutions, thereby reducing the rate of electricity loss lower than the target assigned by EVN.
The Deputy Minister basically agreed with the solutions proposed by the corporation and requested the corporation to strictly implement the above solutions with the spirit of not allowing power shortages. At the same time, EVNHANOI needs to study the proposal for investment in the energy storage system (BESS) and decentralized investment to ensure energy security...
The Deputy Minister emphasized that power and load in the coming years are forecast to increase, meeting the development needs of the economy, so electricity saving work needs to be promoted.
"The units of the Ministry actively coordinate with EVNHANOI to promptly remove obstacles and ensure electricity supply in the area" - Deputy Minister Truong Thanh Hoai directed.

“The image of Hanoi electricians arriving right after storm No. 3 passed to promptly fix the power grid problem and provide timely power to businesses and people is a beautiful image recognized by society. The Corporation has been highly appreciated by the Hanoi Party Committee and People's Committee for its proactiveness, flexibility, and quick and timely handling of unusual situations... in ensuring power supply,” Mr. Duyen emphasized.
The Chairman of the Board of Directors of EVNHANOI also pledged to perform the assigned tasks to the best of his ability. At the same time, he hoped to continue receiving guidance and support from the Ministry of Industry and Trade and its affiliated units in ensuring electricity for the capital.
At the meeting, EVNHANOI leaders proposed that the Ministry of Industry and Trade pilot the use of two-component electricity price meters (peak and off-peak electricity prices) for household electricity customers. With the rate of household electricity customers over 57%, if the two-component electricity price is piloted, it will be effective in raising awareness of electricity consumers in saving electricity.
