In his opening speech, Chairman of Phu Yen Provincial People's Committee Ta Anh Tuan said that the locality identified planning as the top priority task, creating the highest legal framework, an important tool to orient development space, allocate and effectively use resources to promote socio-economic development.

“Immediately after the Law on Planning came into effect, Phu Yen province promptly directed and implemented the work of establishing the Provincial Planning with the participation of the entire political system and all classes of people,” said Mr. Tuan. According to the Chairman of Phu Yen province, the province has established a Steering Committee for establishing the Provincial Planning headed by the Provincial Party Secretary, with the participation of domestic and foreign consulting units to develop and complete this planning project.

“Phu Yen has many potentials and strengths of its own and is a locality with much room for development, especially in areas such as tourism, metallurgy, petrochemical industry, energy, seaports and high-tech agricultural products,” said Mr. Tuan.

Phu Yen province's planning has clearly defined the development orientation of Phu Yen in the coming time based on 1 spearhead; 2 corridors; 3 pillars; 4 foundations, breakthroughs; 5 key tasks and solutions.

The goal by 2030 is for Phu Yen to become a province that develops in a modern and sustainable direction; by 2035, it will balance its state budget; and by 2050, it will become a province with a diversified and prosperous economy, a center of the marine economy of the Central Coast region.

Chairman Phu Yen added that to attract large investors, the province will focus on promoting propaganda and widely disseminating the core contents of the planning to all levels, sectors, business communities, and people of all walks of life, in order to create unity in awareness and high determination, great efforts, drastic and scientific actions in implementing the planning.

In parallel, Phu Yen will focus on developing a Plan to organize the implementation of the planning to ensure consistency, synchronization, strictness, but flexibility, and suitability to reality. At the same time, focus on planning management, promptly review and adjust specialized technical plans.

Second, Phu Yen will make efforts and be determined in administrative reform, improve the investment and business environment, ensure consistency, transparency and gradually improve the ranking of PCI, PAPI, PAR INDEX, SIPAS indexes of the province to be among the best in the country.

Third, comprehensively innovate investment promotion work in a proactive direction, seeking and inviting large, strategic domestic and foreign investors to introduce and promote the investment environment, potential, and advantages of the province according to the list of priority projects calling for investment so that they can approach and research investment. The province commits to accompany investors in the process of researching and implementing projects, and will create the most favorable conditions in terms of policies, investment environment, and business within the legal framework.

Next, the province will focus on investing in completing synchronous infrastructure, prioritizing resources to invest in key projects to open up development space.

Accordingly, the province has been and will, together with ministries, branches and investors, focus on investing in completing the coastal road; upgrading and expanding Tuy Hoa Airport; upgrading National Highway 25 and National Highway 29 connecting with Gia Lai and Dak Lak; routes connecting to the North-South expressway in the east; infrastructure in the Nam Phu Yen special economic zone, especially carrying out procedures to invest in Bai Goc deep-water port.

At the same time, focus on site clearance; implement compensation and resettlement policies for people to have clean land to implement projects on schedule and gain high consensus from people where the projects are implemented.

Phu Yen province continues to improve the quality of human resources, especially high-quality human resources, focusing on important sectors such as tourism and industries associated with seaport advantages. Strengthen cooperation, transfer and application of science and technology, especially in areas serving the development of the marine economy. Promote innovation, develop digital infrastructure, build digital government, digital economy, and digital society.

"Phu Yen identifies the South Phu Yen Economic Zone as the driving force with Bai Goc port as the heart to promote the province's socio-economic development, contributing greatly to making Phu Yen a province with a diversified and prosperous economy. Therefore, the province will focus all resources to attract investment, implement key projects in industries associated with promoting the advantages of seaports, which are petrochemical, metallurgical, and energy industries with modern technology and ensuring the environment," Mr. Tuan added.

According to Deputy Prime Minister Tran Hong Ha, Phu Yen is known as a land of “rich” and “peaceful” heaven, rich in potential. Nature has endowed the province with unique geo-economic advantages; it is a bridge connecting localities in the South Central Coast and Central Highlands regions.

With a 189 km long coastline and many beautiful landscapes, energy resources and deep-water seaports, it is the most conveniently connected to the Central Highlands, Southern Laos, and Northeastern Cambodia via National Highways 25 and 29 connecting to Gia Lai and Dak Lak.

Phu Yen has all the conditions to be a pioneer in transforming the growth model towards green and sustainable direction in line with global trends. Becoming one of the centers of blue marine economy with service, tourism and dynamic industry sectors associated with green energy ecosystem.

The Deputy Prime Minister also requested Phu Yen province to focus on mobilizing resources from the planning itself through investment in developing the urban-industrial-service economic ecosystem associated with infrastructure works along the route; developing dynamic and spillover projects. In particular, focusing on developing a smart, green, sustainable, unique and environmentally friendly urban economy. This is considered an important driving force for rapid and sustainable socio-economic development according to Resolution No. 06 of the Politburo on urban planning, construction, management and sustainable development.

Focus on education and health care to improve the quality and physical strength of human resources. Develop and improve the quality of urban services, especially education, health care and healthcare services, to attract and retain talent and create an attractive workforce.

The Deputy Prime Minister also expressed his agreement with the orientation of turning Phu Yen province's tourism into a spearhead economic sector and a driving force for socio-economic development.

In addition, it is necessary to do a good job of responding to climate change, effectively exploiting aquatic resources, preventing illegal exploitation; and promoting investment in conservation, restoration, and protection of the integrity of the ecosystem.

According to Phu Yen Provincial Party Secretary Pham Dai Duong, immediately after this Conference, Phu Yen will focus on disseminating and popularizing the contents of the Provincial Planning to all levels, sectors, business communities, and people of all walks of life, creating unity in awareness and high determination, great efforts, drastic and effective actions in organizing and implementing the planning.
