Include social housing in local development targets

Promoting the responsibility of leaders in developing social housing

Deputy Prime Minister Tran Hong Ha has just signed and issued a decision on the implementation plan of Directive No. 34-CT/TW dated May 24, 2024 of the Secretariat on strengthening the Party's leadership in social housing development in the new situation.

The plan clearly states that ministries, ministerial-level agencies, government agencies, and authorities at all levels focus on directing the effective implementation of five tasks and solutions.

Specifically, to propagate, raise awareness and sense of responsibility for social housing development; review and perfect policies and legal systems related to social housing.

Improve the effectiveness of state management and coordination responsibility of agencies, organizations and enterprises in developing social housing and implementing housing support policies for beneficiaries of social housing support policies.

Mobilizing and effectively using capital sources for social housing development; Innovating methods and models for social housing management and development.

The plan assigns tasks to ministries, ministerial-level agencies, government agencies, and authorities at all levels to propagate, raise awareness and responsibility for cadres, party members, especially heads of agencies, organizations, enterprises, and the social community about the nature and significance of social housing development, considering this one of the key tasks that need to be prioritized in the country's socio-economic development.

In particular, the Government requires raising the responsibility of heads of agencies, organizations, businesses and social communities for social housing development work.

Focus on leadership, direction, promoting the role and responsibility of leaders in improving the quality and efficiency of social housing development work; include social housing development targets in the system of 5-year and annual socio-economic development targets of the locality.

Developing social housing with union finance

The plan also requires the issuance of favorable and proactive mechanisms and policies for localities to allocate budgets to invest in the construction of social housing projects , carry out compensation, site clearance, and resettlement support to have clean land for social housing; invest and connect technical infrastructure to ensure synchronous social infrastructure within and outside the project scope.

Issue specific mechanisms and policies on social housing for workers and develop housing for the people's armed forces. Complete laws and create favorable mechanisms and policies for the Vietnam General Confederation of Labor to participate in developing social housing using trade union financial resources.

Promote administrative procedure reform, create favorable conditions for enterprises to participate in investing in social housing development, beneficiaries to easily access social housing; minimize the time to carry out administrative procedures in investment, construction, business, purchase, sale, management and use of social housing.

There are mechanisms and preferential policies to encourage the development of social housing towards a green model, energy saving, sustainable development, and low carbon emissions.
