According to reports and opinions at the conference, in the first months of the year, Dong Nai province has achieved positive results in socio-economic development.
GRDP in the first 6 months of 2024 increased by 6.8%, higher than the national average (6.42%), ranked 3rd/6 in the Southeast region and 25th/63 nationwide.
Export turnover in the first 8 months reached 15.6 billion USD, up 8.6%; import turnover reached 11.3 billion USD, up 8.71%; trade surplus was 4.3 billion USD. Total state budget revenue in the first 9 months is estimated at 43,700 billion VND, up 11% over the same period.
Agricultural, forestry and fishery production developed steadily. Industry continued to recover and regain growth momentum. The index of industrial production (IIP) in the first 8 months increased by 7.37% over the same period, much higher than the same period in 2023 (up 4.02%).
Trade and services developed well; prices and inflation were controlled. Total retail sales of goods and service revenue increased by 12.6%. Average CPI in the first 8 months increased by 2.95% compared to the same period last year.
Investment development achieved positive results. Domestic investment capital was a bright spot, in the first 9 months of 2024, investment certificates, investment policies and capital increases were registered at over VND 42,100 billion, 5 times higher than the same period. FDI attraction reached 1.089 billion USD, up 34%.
Many different potentials, outstanding opportunities, competitive advantages
Concluding the meeting, Prime Minister Pham Minh Chinh basically agreed with the content of the report, Dong Nai's proposals, and the profound, frank, and practical opinions of the delegates.
Emphasizing the potential and advantages of Dong Nai, the Prime Minister assessed that the province has a small area but abundant human resources with the 5th largest population in the country.
The province has an important strategic geographical position in the Southeast region, closely linked with Ho Chi Minh City and Ba Ria-Vung Tau, which are the growth engines of the region and the whole country.
Dong Nai is an important traffic hub, industrial capital; has a long history, revolutionary tradition and rich culture; diverse natural and ecological landscape is the "Green Lung" of the Southeast region.
On behalf of the Government, the Prime Minister acknowledged and commended the efforts and important socio-economic results in the first months of the year that the Party Committee, government, army and people of Dong Nai province have achieved, making important contributions to the overall achievements of the whole country.
Since the beginning of the term, Dong Nai has made great efforts, especially in site clearance; actively implementing key national projects such as Long Thanh airport, Bien Hoa-Vung Tau expressway and Ho Chi Minh City Ring Road 3.
The Prime Minister assessed that Dong Nai can complete the 5-year socio-economic development targets for the 2021-2025 period in a difficult context, contributing to the completion of the goals set out in the Resolution of the 13th National Party Congress.
Regarding the viewpoint and orientation for the coming time, the Prime Minister requested to review the goals and targets according to the Resolution of the 13th National Party Congress, the resolutions, conclusions and directions of the Central Committee, the National Assembly, the Government and the Resolutions of the Party Congresses at all levels to have appropriate solutions, the things that have been done well should be done better, the goals that are achievable should be accelerated, and what has not been achieved must have breakthrough solutions.
Along with that, we must be more aware of the role, position, distinct potential, outstanding opportunities, and competitive advantages of the province to make more positive contributions to the region and the country. Strongly promote the spirit of self-reliance, self-improvement, and strong rise with endogenous strength, the tradition of solidarity, dynamism, and creativity; mobilize and effectively use all resources.
Stick to reality, start from reality, respect reality, take reality as a measure; thinking must be mature, ideology must be clear, determination must be high, effort must be great, action must be drastic and effective, implementation must be focused, key points, do each thing and finish it, the more pressure, the more effort must be made, strive to achieve the highest results.
Clearly assign people, tasks, time, responsibilities, and results; strengthen supervision, inspection, and urging. Strengthen decentralization and delegation of authority along with resource allocation; strengthen inspection, supervision, and control of power.
Taking people as the center, subject, resource and driving force of development; attaching importance to ensuring social security with a population of 3.3 million people, ranking 5th in the country, leaving no one behind.
Dong Nai needs to promote '3 pioneers'
Regarding the general goal, the Prime Minister requested to strive to make Dong Nai a leading economic development locality in the country; a civilized, modern, high-income province in the top group of the country.
In the coming time, the Prime Minister requested the Party Committee, government, army and people of Dong Nai province to promote the spirit of "3 pioneers" in implementing socio-economic development tasks, on the basis of strongly mobilizing all resources for development, especially from public-private partnership.
Firstly, pioneering the development of synchronous, modern, and smart infrastructure, especially transport infrastructure, digital infrastructure, healthcare infrastructure, education, and climate change adaptation.
Second, develop science and technology, innovate, apply achievements of the fourth industrial revolution; train high-quality human resources for the province, the region and the whole country, promote administrative reform, improve the investment and business environment and develop enterprises.
Third, pioneer in ensuring social security, environmental protection, green, rapid and sustainable development, not sacrificing progress, fairness and social security to pursue pure growth, leaving no one behind.
Specifying 8 key tasks, the Prime Minister requested to closely follow the guidelines, leadership, direction, mechanisms, policies and laws of the Party, State, Government and Prime Minister to concretize appropriate implementation in accordance with the situation and conditions, and strive to successfully complete the goals and tasks set for 2024 and the entire term.
Focus on renewing the three traditional growth drivers (investment, export, consumption) and promoting new growth drivers, such as digital economy, green economy, circular economy, sharing economy, knowledge economy, and night-time economy.
Complete and promulgate the Provincial Planning Implementation Plan based on clearly identifying key content, progress and resources for implementing programs and projects in the Plan.
Prioritize the development of a number of key industries, new technologies, high technologies; research and development centers, science parks; vocational training and education centers; innovation centers, and startup incubators. Transform industrial parks into green ones, develop high-tech industries, and participate in regional and global value chains.
Strengthen regional, national and international connectivity; promote the role and position of Dong Nai as one of the important trading centers of the region; effectively exploit Long Thanh International Airport, Bien Hoa dual-use airport, and expressways.
Promote administrative reform, digital transformation, improve the business investment environment, support startups and innovation. Resolutely cut and simplify administrative procedures, shorten the time to process records and procedures, especially in land, investment, construction, planning and environment. Focus on dialogue, promptly handle difficulties and problems, reduce inconvenience, time and costs for people and businesses.
Focus on developing cultural and social fields, doing well in social security work, constantly improving the material and spiritual life of the people, harmoniously developing between economy, culture, society and environment. Implement well the regimes and policies for people with meritorious services; have policies to support the poor and vulnerable groups to have full access to basic social services. Focus on developing social housing, especially housing for workers.
Strengthening the protection of the environment, nature, and biodiversity conservation in conjunction with proactive prevention and control of natural disasters and adaptation to climate change. Strengthening the planting, protection, and management of forests, especially upstream forests, with a special focus on protecting the world biosphere reserve in the province.
Continue to maintain political security, ensure social order and safety early, from afar, from the grassroots; pay regular attention to and do well the work of religion and ethnicity. Focus on building a clean and strong Party and political system; constantly improve the leadership capacity and fighting strength of Party organizations and Party members. Focus on preventing corruption, negativity, and waste; focus on building a streamlined, effective and efficient apparatus; build and train a team of cadres, civil servants, and public employees with sufficient qualities, abilities, and prestige to match the tasks.
The Prime Minister hopes and believes that with the above-mentioned "3 pioneers" and 8 key tasks, with the glorious cultural-historical tradition, strategic location, distinct potential, outstanding opportunities, competitive advantages, development momentum over the past years, and the aspirations and determination of the entire Party Committee, government and people of the province, in the coming time, Dong Nai will achieve even greater and more important achievements, successfully completing the goals and tasks of the 2021-2025 period, contributing to the overall achievements of the whole country.
