Bringing ethnic policies into life

The development and effective implementation of National Target Programs, especially the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas (National Target Program 1719) in the province is an important breakthrough, receiving consensus and support from the majority of ethnic minorities. Accordingly, to implement the National Target Programs, the Ethnic Minorities Committee of Yen Bai province has proactively coordinated with relevant departments and branches to submit to the Provincial People's Council and People's Committee to issue 4 resolutions, 8 decisions, many plans and documents of departments and branches guiding the implementation of projects to support ethnic minorities.

In particular, to effectively implement Project 1 on supporting residential land, production land and domestic water for ethnic minorities and mountainous areas, in the past time, Yen Bai province has supported and completed 788/829 houses for poor households, completed and put into use 15/23 centralized domestic water works. In addition, investing in essential infrastructure to serve production and life in ethnic minority and mountainous areas.

In particular, recently, the Ethnic Committee had a working session with the People's Committee of Yen Bai province to evaluate the results of the implementation of the National Target Programs in 2024, ethnic affairs and the operation of the Social Policy Bank in the province to promptly remove difficulties in the implementation of the National Target Program 1719 in the province. According to the report of the People's Committee of Yen Bai province, the capital plan to implement the National Target Programs in Yen Bai province, period 2021 - 2025 is expected to be over 5,000 billion VND. In addition, it is expected to mobilize other capital sources to integrate and implement the National Target Programs at 18,744 billion VND. The assigned capital plan for the period 2021-2024 is over 3,600 billion VND, equal to 71% of the plan for the period 2021 - 2025.

Through the working session, it was learned that in 2023, the poverty rate in ethnic minority and mountainous areas of the province will be 12.14%, an average decrease of 4.93% compared to 2022, exceeding the program's target by 1.93%. In particular, Mu Cang Chai district decreased by 9.83%, Tram Tau district decreased by 6.95%. From 2021 to present, the province has supported the renovation and repair of 3,954 houses for poor and near-poor households. Of which, from the National Target Program 1719, it has supported the renovation of 1,172 houses for poor households and invested in 220 essential infrastructure works, serving production and life in ethnic minority and mountainous areas. Regarding credit programs, in 2023 and up to July 31, 2024, policy credit activities in the area with a cumulative loan turnover of over VND 2,400 billion have helped nearly 44,000 poor households, near-poor households, newly escaped poverty households and other policy beneficiaries access to production and business, create livelihoods, improve income, and solve essential needs in life.

Sharing the effectiveness of the use of the National Target Program 1719 in the province, Mr. Tran Xuan Thuy, Head of the Ethnic Minorities Committee of Yen Bai province, said that, in performing the function of State management of ethnic affairs, the Provincial Ethnic Minorities Committee has closely followed the key tasks, innovated the direction, operation, and drastic and effective implementation of ethnic programs, projects, and policies. Organizing delegations to inspect and supervise the implementation of ethnic programs, projects, and policies to promptly detect and remove difficulties and obstacles at the grassroots level. Focusing on the work of grasping the people's situation, propagating and mobilizing ethnic minorities to well implement the Party's guidelines and policies, the State's policies and laws, and policies according to regulations, especially effectively implementing Project 1 on supporting residential land, production land, and domestic water for ethnic minorities and mountainous areas. Thereby, contributing to the comprehensive completion of socio-economic development targets in the province.

Thanks to the effective implementation of policies, programs and projects deployed in ethnic minority areas, focusing on the National Target Programs that continue to receive attention and are being promoted, especially the development of infrastructure, superstructure, and digital transformation in all fields, the lives of ethnic minority people are increasingly improved.
