Ho Chi Minh City "finalizes" time to complete arrangement of 2-level local government

(NLDO) - On March 28, the Ho Chi Minh City People's Committee issued an urgent plan to rearrange and reorganize administrative units at all levels and build a model for local government organization.

With this plan, Ho Chi Minh City has determined the highest political determination, implementing the motto "running while queuing" to complete a very large volume of work, requiring high quality and progress to submit to competent authorities.

Research on the orientation of merging some provincial-level units, not organizing at the district level, merging some commune-level units; implementing a 2-level local model (Party, government, and mass organizations) to ensure streamlining, efficiency, effectiveness, and efficiency.

At the same time, it is necessary to conduct objectively, democratically, scientifically, specifically, deeply, receptively, and closely following the practical situation; thoroughly overcome overlapping functions and tasks, division in areas and fields, and cumbersome intermediate organizations; ensure smooth, effective and efficient operations, enhance the leadership and governing role of the Party, and meet the requirements of tasks in the new period.

The plan sets out specific times for performing tasks.

In March, the Department of Home Affairs advised the Ho Chi Minh City People's Committee and the City Party Committee to submit to the Standing Committee of the City Party Committee a decision to establish a Steering Committee, Executive Committee, and Working Group on the arrangement and reorganization of administrative units at all levels and the construction of a 2-level local government organization model.

The Department of Home Affairs shall preside over and coordinate with relevant departments, branches and local authorities to develop a task outline and budget estimate for the project to rearrange and reorganize administrative units at all levels and build a two-level local government organization model.

Regarding the construction and submission of project documents, local authorities and sectors focus on propaganda, mobilization and persuasion to create consensus among the people.

In April, the Department of Home Affairs will preside over the completion of the project, and guide the procedures for organizing the collection of voters' opinions on the above project.

Before May 5, the People's Councils of Ho Chi Minh City, Thu Duc City, 5 districts and 63 communes and towns issued resolutions approving the policy of rearranging and reorganizing administrative units at all levels, building a 2-level local government organization model.

Before May 10, the Department of Home Affairs will synthesize and complete the project documents to advise the Ho Chi Minh City People's Committee to submit to the Government and the National Assembly Standing Committee.

After the National Assembly Standing Committee issued a resolution on the arrangement and reorganization of administrative units at all levels and the construction of a two-level local government model, Ho Chi Minh City organized the announcement of the resolution and completed and arranged the apparatus and staff.

Ho Chi Minh City also resolves policies and regimes for cases of surplus and arranges and handles headquarters and public assets; collects old seals and engraves new seals of agencies, organizations and enterprises due to changes in boundaries when forming new administrative units. These tasks must be done before June 10.
