To effectively implement the National Target Program 1719, Ha Giang province has directed all levels and sectors to closely follow the plan and promptly implement the programs and plans set forth. Through this, it has gradually addressed urgent difficulties and promoted the development of ethnic minority and mountainous areas to improve the material and spiritual lives of the people.

Implementing the National Target Program 1719, during the 2021-2025 period, Ha Giang province was allocated over 7,000 billion VND. Of this, over 3,000 billion VND was allocated for 2024 alone. According to a report by the People's Committee of Ha Giang province, by the end of August 2024, the province had disbursed over 1,000 billion VND in development investment capital, reaching 47% of the plan; and over 1,000 billion VND in recurrent expenditure capital, reaching 32% of the plan. To achieve these results, Ha Giang province directed its departments, agencies, and the People's Committees of districts and cities to closely adhere to the program's objectives and content, focusing on mobilizing resources to invest in infrastructure development to improve the material and spiritual lives of ethnic minority communities.
As a locality where over 97% of the population are ethnic minorities, Dong Van district has effectively implemented policies from the central and provincial governments over the years. To date, the lives of ethnic minorities in the district have seen positive changes, and their quality of life has steadily improved. In particular, under the National Target Program 1719, the district has actively implemented Project 1, which focuses on supporting land for housing, production land, and clean water for ethnic minorities.
According to Mr. Dinh Chi Thanh, Chairman of the People's Committee of Dong Van District, during the period 2020-2024, the district received over 4.8 billion VND in investment to support decentralized water supply for 624 households. In addition, specialized departments and communes/townships have reviewed and provided preferential credit loans to 1,126 households with a total budget of over 37.6 billion VND to develop production and create livelihoods. The ethnic minority groups with very small populations in the district have also received attention and benefited from specific policies.
“In the coming time, the Party committees and authorities at all levels in Dong Van district will continue to take advantage of support from programs and projects of the Central Government, the province, and from social resources to prioritize the implementation of policies supporting housing, land for residence, and production land for ethnic minorities; at the same time, actively encourage and guide people to produce, develop the economy , and alleviate poverty. Along with that, we will strengthen propaganda and mobilization efforts to encourage ethnic minorities to develop their own potential and not rely on state support. Gradually, we will bring the development of ethnic minority areas to be on par with other localities,” Mr. Thanh said.
In Meo Vac district, with its mountainous terrain, harsh climate, and scattered population, access to clean water is difficult for residents, especially ethnic minority households. In this context, the project to support dispersed domestic water supply under the National Target Program 1719 has been implemented to improve the situation. Mr. Nong Van Ngay, Head of the Ethnic Affairs Department of Meo Vac district, said that the District People's Committee has approved support for 2,107 poor households facing difficulties with access to clean water, with a total budget of over 6.3 billion VND. Of these, 1,948 households received support in the form of stainless steel water tanks, 142 households built their own water storage tanks, and 17 households installed gravity-fed pipelines. To date, 636 out of 2,107 households have completed the project, with nearly 2 billion VND disbursed. The remaining households are currently undergoing bidding procedures in the communes according to regulations. In addition, the district has allocated funds from the National Target Program to construct 5 centralized domestic water supply projects in 4 communes, serving more than 200 households with a total capital of over 11.4 billion VND.
Evaluating the effectiveness of ethnic policies in the province, Mr. Tran Duc Nghia, Deputy Head of the Ethnic Affairs Committee of Ha Giang province, said that the National Target Program 1719 has been implemented in 2,063 villages and residential areas of 192 communes, wards, and towns in ethnic minority areas of Ha Giang province. Through its implementation, it has had a significant impact on the socio-economic development of the province in general, and on communes in Zone III and Zone II, and particularly difficult villages in ethnic minority areas in particular. The implemented ethnic policies are an important resource for these particularly difficult areas to address urgent issues in socio-economic and infrastructure fields. This has created momentum for ethnic minority households benefiting from the policies to develop economically and escape poverty sustainably.
