At the meeting, after listening to veteran cadres and people with revolutionary contributions share their heartfelt opinions, on behalf of the Party and State leaders, General Secretary To Lam sent his warm regards, best wishes and hoped that comrades would continue to pay attention and contribute their heartfelt and intellectual opinions to the glorious revolutionary cause of our Party, our people and to the locality where they reside and live.

The General Secretary emphasized that over the past 50 years, in these historic days of May, we have all reviewed the glorious and heroic history of the resistance war against American imperialism to save the country, the talented leadership of the Party, the greatness of President Ho Chi Minh, the bravery, resilience, indomitability, and the great sacrifice of the entire nation for the goal of national reunification. Today's and future generations continue to be grateful and remember the immense contributions of the Party, of Uncle Ho, of millions of soldiers, heroic martyrs, and people from all walks of life who have devoted their lives and health to an independent, free, unified, and prosperous Vietnam; never forgetting the support and help of our brothers, friends, and progressive people around the world.

The General Secretary stated that since the 10th Central Conference of the 13th tenure (September 2024) up to now, under the leadership of the Party Central Committee, directly the Politburo and the Secretariat, our Party has been truly unified in will and action, all for the common goals of the Party, the country and the nation. With great aspirations, long-term vision, innovative thinking, and close to reality, the Central Committee has made many revolutionary and breakthrough decisions, creating a foundation for the country's development in the New Era with the highest goal of improving people's lives, increasingly satisfying the material and spiritual needs of the people.

The General Secretary said that regarding the arrangement of the political system's apparatus to be streamlined, strong, effective, efficient, and effective, on the basis of summarizing Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee, a number of issues on continuing to innovate and arrange the political system's apparatus to be streamlined, effective, and efficient, the arrangement of the political system's apparatus is carried out strongly, thoroughly, scientifically, and humanely, from top to bottom with the motto "The Central sets an example, the localities respond".

The Politburo is developing content to submit to the Central Committee "Project to merge some provincial-level administrative units, not organize district-level units, continue to merge commune-level administrative units"; "Project to rearrange socio-political organizations, mass organizations assigned by the Party and State to be directly under the Vietnam Fatherland Front"; "Policy to amend the 2013 Constitution"... and then ask for people's opinions.

The above contents aim to reorganize the socio-economic development space to promote socio-economic growth, ensure security and national defense with a vision to 2045-2050 and beyond. It is expected that the administrative apparatus will be restructured into 3 levels: central, provincial/municipal and commune/ward. This organizational structure aims to bring the government and cadres closer to the people, serve the people better. The government proactively approaches the people instead of the people having to go to the government and creates space for socio-economic development of each region, area and country.

The General Secretary shared that the work of preventing and combating corruption and negativity is still being implemented resolutely, synchronously, comprehensively, systematically, and in-depth, with no forbidden areas or exceptions. The Party Central Committee has also added the content of preventing and combating waste, creating a great deterrent and warning, and that task will continue to be carried out resolutely and persistently in the coming time. The Politburo and the Secretariat have added the functions and tasks of preventing and combating waste to the Central Steering Committee on preventing and combating corruption, waste, and negativity and the Provincial Steering Committee on preventing and combating corruption, waste, and negativity, with a focus on directing the prevention and combating of waste in the management and use of public finance and public assets. However, waste in society and among the people is also very large, and measures need to be taken to prevent it and save it.

The General Secretary noted that the process of organizing Party Congresses at all levels, restructuring the administrative system, arranging cadres, relocating agency headquarters, not organizing at the district level, reorganizing at the commune level... will not eliminate the situation of "fishing in troubled waters" and "taking advantage of the situation" for corruption, waste and negativity. Therefore, in addition to the main responsibility of the political system, the Central Steering Committee on preventing and combating corruption, waste and negativity and the Provincial Steering Committee on preventing and combating corruption, waste and negativity, there also needs to be stronger participation of the people in the fight against corruption, waste and negativity.

The General Secretary said that the 14th National Party Congress will take place in the first quarter of 2026. This will be considered the Congress marking the beginning of the Era of the Vietnamese people's rise for a rich, powerful, prosperous and prosperous Vietnam. The preparation of documents for the Congress has been built on the spirit of brevity, conciseness, ease of remembering, ease of understanding, ease of implementation, clearly demonstrating the revolutionary nature, purpose, orientation and realism.

Sharing some development orientations in the coming time, the General Secretary emphasized that first of all, the country needs stability to develop. In the context of the current fourth industrial revolution, developing science and technology, innovation and national digital transformation is not only an inevitable trend, but also an urgent requirement for Vietnam to narrow the development gap with the region and the world, opening up opportunities to improve labor productivity, creating conditions for innovation and improving the quality of life for all classes of people. The Politburo has issued Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in developing science, technology, innovation and national digital transformation; and competent agencies should soon issue guiding documents so that new regulations can be put into practice.

Economically, we strive to achieve an economic growth rate of 8% or more by 2025 and double digits in the period 2026 - 2030. In response to that requirement, it is necessary to thoroughly re-orient the viewpoints and perceptions throughout the political system on the role of the private economy as the country's leading growth engine; at the same time, we must achieve the goal of caring for and improving people's lives.

The General Secretary emphasized that history has shown that the future belongs to those nations that know how to cherish great aspirations and work together for the common good. Under the leadership of the Party, our people have united, joined forces, and achieved many miracles in the cause of national liberation, national reunification, and building and defending the socialist Fatherland; we will certainly inherit and promote the traditions of our ancestors, and continue to strive to achieve new miracles in the future.

The General Secretary affirmed that in the country's common achievements, the veteran revolutionaries, generals, officers, Heroes of the Armed Forces, Heroic Vietnamese Mothers, especially the great sacrifices of soldiers and people of all walks of life, have made the country resound with triumph, survive and develop.

The General Secretary hopes that with enthusiasm and responsibility, depending on each person's conditions, we will continue to make contributions to the glorious revolutionary cause of our Party, people and nation./.
