To implement Project 1 on addressing the shortage of residential land, housing, production land, and clean water under the National Target Program 1719 in Nghe An , the development investment capital from the central budget allocated in 2022 was 46.735 billion VND; in 2023 it was 30.891 billion VND; the recurrent expenditure capital from the central budget allocated in 2022 was 17.890 billion VND, with the local budget allocating 1.789 billion VND as counterpart funding, and in 2023 it was allocated 49.071 billion VND.
Regarding housing support, for the period 2021-2025, the total central government capital allocated to Nghe An province for this purpose is 1.024 billion VND to support 31 households. Of these, 11 households are in Ky Son district, 10 in Tuong Duong district, and 10 in Que Phong district. In 2022, the Provincial People's Committee allocated 100% of the planned capital for the period to the localities for implementation. The districts have approved the beneficiaries for support, with each household receiving 40 million VND.
Regarding housing support, in the period 2021-2025, the central government budget allocated to Nghe An province for housing support is over 25 billion VND to support 632 households. The Provincial People's Committee has allocated funds for localities to implement the program in 2022 at 12.6 billion VND (315 households); and in 2023 at 7.16 billion VND (179 households).
In the support program for agricultural land and vocational retraining during the 2021-2025 period, the central government allocated 30.15 billion VND to the province to support 1,340 households in agricultural land. However, due to various reasons, the allocation to localities for implementation in 2022 and 2023 has not yet been carried out.
Over the years, the Ethnic Affairs Committee of Nghe An province has advised, concretized, and flexibly applied ethnic policies to practice, contributing to promoting socio-economic development, reducing the poverty rate, and building cultural life among ethnic minority communities. Mr. Vi Van Son, Head of the Ethnic Affairs Committee of Nghe An province, said that in the coming time, to continue caring for ethnic minority communities, the Ethnic Affairs Committee of Nghe An province needs to proactively advise the Provincial Party Committee to issue a Resolution on the implementation of ethnic policies. In addition, it will actively advise the Provincial People's Committee to develop a specific plan for the National Target Program 1719, giai đoạn 2021 - 2030, in which the Ethnic Affairs Committee is the Standing Agency and focal point in organizing the implementation of the program. Simultaneously, the Ethnic Affairs Committee will continue to implement key programs and projects to create "leverage" for development in ethnic minority and mountainous areas. To achieve the objectives of Project 1 as planned, Nghe An province is resolutely implementing several specific solutions and tasks. Accordingly, Nghe An province will intensify widespread dissemination of the goals and tasks of the National Target Programs to the community to create consensus and encourage active participation, thereby leveraging the combined strength of the entire society in implementing the Program in general and the projects in particular. In addition, it will continue to build and refine mechanisms, policies, and guiding documents for the implementation of Project 1, along with reviewing and approving the list of beneficiaries of residential and production land according to regulations. Furthermore, it will strengthen the inspection and monitoring of the Program's implementation results to ensure regular and continuous monitoring. Provincial departments and agencies, based on their assigned functions and tasks, will regularly inspect and monitor the implementation of assigned tasks; and provide guidance and direction for implementation.
