In 2018, the People's Committee of Nghe An province approved the project to build a new Phan Boi Chau High School for the Gifted in Nghi An commune (Vinh city) and Nghi Phong commune (Nghi Loc district) with 3 phases.
Phase 1 of the project has a total capital of 95 billion VND. At this stage, the project is assigned to the Nghe An Department of Education and Training as the investor.
Phase 1 of the project has an area of 85,233m2, construction scale, including: classroom block, functional rooms, library and staircase system, corridor.
In 2022, phase 1 of the project was completed with the required workload and on schedule. However, at this stage, the school still does not have the facilities to support centralized teaching and learning.
Many items of the school's construction, such as classrooms, functional rooms, library, and the system of stairs and corridors, have been completed, but cannot be handed over yet.
The scene in front of the school yard is still littered with concrete blocks and structures.
The scattered corrugated iron sheets were stacked inside the classroom building.
The scene is shabby, with overgrown grass and trees at the project site after a long period of abandonment.
Many outdoor items are exposed to rain and sun, so they show signs of damage and deterioration, causing waste of investment resources.
Cracks appeared in some classroom walls and the building's load-bearing structure; many ceiling areas had peeling paint, and in some places plaster ceiling panels had fallen to the floor.
The new Phan Boi Chau High School for the Gifted, expected to be a center for training talented people and high-quality human resources, contributing to fundamental and comprehensive innovation of education in Nghe An province, is being abandoned.
In 2023, the People's Council of Nghe An province issued a resolution to invest in phase 2 of the project, with a budget of more than 101 billion VND. Phase 2 was assigned to the Nghe An Province Civil and Industrial Construction Investment Project Management Board as the investor.
The construction scale of phase 2 includes: a 3-4-storey head office building with a construction area of nearly 500m2; a dining hall of over 700m2; a 4-storey student dormitory; a fire protection system, a transformer station, an underground water tank... Up to now, phase 2 of the project has not been constructed.
Speaking to Dan Tri reporter, Mr. Nguyen Mau Luong, Director of Nghe An Civil and Industrial Construction Investment Project Management Board, said that because the project has been suspended for 2 years, some items have deteriorated, causing waste. This phase is being designed and compensated for site clearance.
According to Mr. Luong, the entire project has 3 phases, estimated at about 500 billion VND.
