Speaking at the ceremony, Chairman of the Provincial People's Committee Le Ngoc Chau said that in the 2021-2025 period, Hai Duong province will implement many important transport projects, connecting inter-regions, including Ring Road I, Hai Duong City.
The planned route is about 30 km long, intersecting with many national highways and provincial roads, forming a belt surrounding Hai Duong city, connecting industrial parks and important functional areas of Hai Duong city. At the same time, it connects inter-regionally with Gia Loc, Cam Giang, Nam Sach, Thanh Ha, Tu Ky districts, facilitating the promotion of socio-economic development in Hai Duong city and the province.
Chairman of Hai Duong Provincial People's Committee Le Ngoc Chau affirmed that Dai An Bridge over Kim Son River is an important project located on the first ring road of Hai Duong City. He acknowledged and praised the efforts of Dai An Joint Stock Company and relevant departments, branches and localities of the province for actively and closely coordinating to complete the preparation work to organize the groundbreaking ceremony.
In order for the project to be completed and put into operation soon, ensuring quality and progress, the Chairman of the Provincial People's Committee requested the sponsor - Dai An Joint Stock Company to urgently coordinate to complete the preparation, appraisal, approval of the feasibility study report, design of construction drawings and complete all procedures to start the project according to regulations. The sponsor needs to select a construction unit with capacity, experience, and responsibility to complete the project items on schedule, ensuring technical, aesthetic, quality and safety requirements during the construction process.
In the spirit of "harmonious benefits, shared risks", the Chairman of the People's Committee requested departments, branches, units and localities to coordinate and accompany investors. The Department of Transport, the agency authorized by the Provincial People's Committee to represent and sign with the project sponsor, will continue to represent the Provincial People's Committee to exercise the rights and obligations committed and agreed upon, proactively guide, support, inspect and supervise investors in implementing procedures for preparing, appraising and approving feasibility study reports, designing construction drawings, granting construction permits and completing procedures to start construction and implement construction works in accordance with regulations. The People's Committees of Gia Loc and Cam Giang districts will proactively coordinate and complete site clearance, site handover, and ensure order and security during project implementation.
The Department of Construction proactively guides, coordinates, inspects and supervises construction investment to ensure compliance with approved construction planning. The Department of Agriculture and Rural Development and Bac Hung Hai Irrigation Works Exploitation One Member Co., Ltd. proactively coordinate, guide and support Dai An Joint Stock Company to complete procedures on dykes and irrigation; inspect and supervise construction investment to ensure compliance with legal regulations. The Provincial Construction Investment Project Management Board urgently completes procedures and implements the construction of the Hai Duong City Ring Road 1 Investment Project, from the 62m road (Vo Nguyen Giap Avenue) to the Dai An Industrial Park expansion to synchronize time with the Dai An Bridge project.
The Dai An bridge project connecting Gia Loc and Cam Giang districts has a bridge and approach road length of about 265 m, width of 25 m. The starting point of the project connects the road section, within the scope of the construction project of Hai Duong City's Ring Road I, from Vo Nguyen Giap Street to the Dai An Industrial Park expansion; the end point connects the boundary of the Dai An Industrial Park expansion project (phase II). The project was proposed by Dai An Joint Stock Company to be sponsored, with a total investment of about 250 billion VND.
The Provincial Party Committee and Provincial People's Committee approved, received funding and assigned Dai An Joint Stock Company as the investor, proposed the project and organized the construction investment. After the sponsor completes the project, it will organize acceptance and handover to Hai Duong province for management and use. It is expected that after the groundbreaking ceremony, the project will officially start construction in March 2025; and will be completed and put into operation and use in May 2026.
