
Lessons from new cities
After more than 20 years of development, it can be said that the new urban area of Dien Nam - Dien Ngoc (Dien Ban) has left many lessons for the urban development process of Quang Nam.
The Department of Construction said that in the new urban area of Dien Nam - Dien Ngoc, there are a number of projects that were approved for investment more than 10 years ago but have not yet been completed.
Most of the urban, residential and commercial housing projects are mainly invested in land subdivision and sale, lacking model urban projects. The housing occupancy rate in urban and residential areas is quite low, causing waste of social resources and land resources.
Two years after the Chairman of the Provincial People's Committee requested Dien Ban to preside over and coordinate with the Department of Construction to focus on reviewing and reporting a comprehensive assessment of projects in the new urban area of Dien Nam - Dien Ngoc, everything is still unfinished.
Mr. Nguyen Xuan Ha - Vice Chairman of Dien Ban Town People's Committee said that the town is still in the process of classification. Most of the projects assessed by the locality to be in group 2 (the group with the ability to clear the land and are supported by the community in the clearance work) are currently behind schedule and are not included in the land use plan. To resolve this issue depends on the decision of the province.
“In the development planning of coastal cities, especially new urban areas in Quang Nam, it is necessary to simultaneously and comprehensively implement three aspects: Exploiting marine space and marine nature; exploiting coastal areas and coastal landscapes with the most appropriate methods; focusing on the fields of “logistics, connectivity” and “market” for the marine economy. Only then can a true coastal urban strip be created and of the right stature as expected in the planning.”

It will take a long time to fundamentally resolve the remaining limitations in the new urban area of Dien Nam - Dien Ngoc. An equally important issue is to prevent this scenario from recurring in other new urban areas, especially in the Eastern region.
In recent years, the new urban area of Duy Hai - Duy Nghia (Duy Xuyen) has also encountered many problems, including the fact that many households in the project area cannot be relocated, and some resettlement areas are still unfinished.

This situation reflects that the work of creating clean land funds and arranging resettlement in many localities is still passive and not considered the first issue to be implemented in the project implementation process, affecting the work of compensation, site clearance, selection and attraction of investors to develop urban projects.
Not to mention, investment in the construction of resettlement areas is still inadequate, infrastructure is not synchronous, affecting the rights of resettled people.
Recently, the Provincial People's Committee has handed over the status quo and provided funding to Duy Xuyen district to continue completing 6 unfinished resettlement projects to serve the development process of the new urban area of Duy Hai - Duy Nghia.
With the urbanization rate still quite low, the formation of new urban areas at a faster speed and on a larger scale in the coming period is an inevitable trend, especially in the Eastern region.
Lessons from the failures of previous new urban areas have been drawn to find effective solutions to overcome the problems in urbanization in recent times.
For example, the Dien Ban coastal residential arrangement project that is being implemented is considered to be on the right track, avoiding "mistakes" to make urban planning more systematic and harmonious. According to Mr. Nguyen Xuan Ha, it is estimated that there are more than 2.4 thousand households with more than 10.7 thousand people within the current scope of the project.
This project will help to review the overall area that can implement tourism - service projects, which area should be arranged and renovated to complete the urban appearance. Currently, the coastal urban area (the area where the residential arrangement project is implemented) is also being identified by Dien Ban as a priority in urban development in the coming period.
Climate change adaptation
Urban adaptation to climate change is a matter of the times, and the urban areas of Eastern Quang Nam are no exception to this trend.
Associate Professor, Dr. Nguyen Hong Tien - former Director of the Department of Technical Infrastructure (Ministry of Construction) commented that coastal cities in Quang Nam are affected by four main disasters related to climate change.
Including: storm disasters accompanied by heavy rains creating large waves that will destroy the shore and near-shore structures (including traffic); flood and inundation disasters; disasters caused by high tides; landslides and sedimentation of river banks and coastlines. Therefore, the construction, development of urban areas and urban infrastructure in general, and coastal areas must pay attention to the specific factors and disasters caused by climate change mentioned above.

According to the strategic environmental assessment report of Quang Nam province's planning, the average annual temperature increase by the middle of this century in Quang Nam is forecast to be 1.8 degrees Celsius. The average annual rainfall tends to increase by about 18%. The number of strong and very strong storms also tends to increase. Therefore, it is inevitable that many houses, fishing ports, bridges, roads, and coastal tourist areas in the Eastern region are located in areas heavily affected by climate change.
In addition to the long-standing orientation of green urban development, Tam Ky has been paying much attention to the issue of climate change adaptation. Tam Ky City is one of two cities in Vietnam selected to pilot the "Project to implement effective and climate-friendly cooling in urban areas in Vietnam".
Regarding flood response, Mr. Tran Trung Hau - Vice Chairman of Tam Ky City People's Committee informed: "Currently, the urban drainage project has been completed, serving as a basis for completing project documents to serve the goal of improving drainage capacity in the urban area.
For example: Drainage system from the provincial Radio and Television Station to the ADB canal, underground drainage canal along Trung Nu Vuong Street, upgrading the canal from the Bank Bridge to Bach Dang... In addition, the provincial planning has also oriented the construction of a dam to prevent salinity and retain fresh water on the Ban Thach River to serve multiple purposes.
Hoi An is also an urban area predicted to be heavily affected by climate change. The Provincial People's Committee recently requested Hoi An to update specific and detailed management regulations to serve as a basis for implementing zoning plans and detailed plans for sensitive areas such as the old town, Thu Bon riverside area, sandbanks in the riverbed and along the river, mangrove forests and coastal areas into the city's general planning project before submitting it to the Provincial Party Committee Standing Committee.
For sandbanks that have not been assessed for exploitation status or have not been exploited, priority must be given to forming green parks and reducing the rate of commercial service exploitation.
According to the People's Committee of Dien Ban town, in the urban development program to 2030 and 2045, the locality has also proposed 3 new major programs and projects related to climate change response for urban areas.
Including: Project in cooperation with international partners on climate change adaptation in Dien Ban town; Project on building storm and flood-safe housing for low-lying areas; Program on adaptation to flooding caused by heavy rain, high tides and rising sea levels for coastal urban areas.
