Up to this point, most of the goals and targets of the Resolution of the 24th Mong Cai City Party Congress, term 2020-2025, have been led, directed, and implemented by the city Party Committee and government, completing and exceeding the set plan. This is an important premise, creating favorable conditions for the locality to plan sustainable development strategies for sectors and fields in the new term.
Mong Cai entered the implementation of the Resolution of the 24th City Party Congress in conjunction with the implementation of the Resolution of the 15th Provincial Party Congress in the context of many difficulties and challenges as a frontline border locality, early affected by the Covid-19 pandemic, but still had to maintain stability in the border security situation, maintain production, business, and import-export activities through the area.
Since the beginning of the term, Mong Cai City Party Committee has promptly and fully developed and issued a system of documents to specify the resolutions of Party congresses at all levels, resolutions, directives and conclusions of the province. Of which, 11 projects and 9,380 documents have been issued (4 annual resolutions, 19 thematic resolutions, 31 directives, 33 instructions, 495 plans, 46 programs, 18 regulations, 21 statutes, 588 conclusions, 1,563 notices, and many other important documents) to implement annual and periodical tasks in all fields.
The City Party Committee regularly innovates methods of leadership, direction, organization, implementation, propaganda, and dissemination to all cadres, party members, union members, and people in the area to ensure effectiveness, create unity in awareness and action of all levels, sectors, cadres, party members, and people of all walks of life in implementing tasks; at the same time, strengthen inspection and supervision of Party committees and authorities in leadership, direction, and implementation; evaluate the results of implementing annual tasks with specific products.
Comrade Hoang Ba Nam, Secretary of Mong Cai City Party Committee, said: The targets set by the City Party Congress resolution for the entire term are equal to or higher than the targets set by the Provincial Party Congress resolution. Therefore, the City Party Committee has developed 5 key tasks to implement and assigned specific tasks to levels and sectors in conjunction with the responsibilities of the heads and deputy heads with a specific implementation roadmap, with inspection, supervision and evaluation according to the annual implementation progress.
From appropriate and practical leadership and direction measures, up to now, basically 20/20 targets of the Resolution of the Mong Cai City Party Congress for the 2020-2025 term have been achieved and exceeded the set plan (18/20 resolutions achieved and exceeded targets; 2 targets achieved at the end of the term). Some targets up to this point far exceed the resolution, such as: Average total state budget revenue increased by 12% (the resolution proposed an increase of 10%); the proportion of annual development investment expenditure reached 54.3% (the resolution proposed 35%); total social investment capital reached 12.6% (the resolution proposed 12%); no more poor households (reached the target 2 years early)...
Regarding state budget revenue alone, since the beginning of the term, Mong Cai City has collected 16,244 billion VND (domestic revenue 6,461 billion VND; customs revenue 6,626 billion VND). To achieve the above revenue, Mong Cai City has constantly innovated its investment promotion and support activities every year, attracting businesses to do business in the area. On average, each year the city attracts about 415 businesses to bring goods to do customs procedures at Bac Luan II Bridge Border Gate, Km3+4 Hai Yen Opening , Ka Long border gate, raising the total number The number of enterprises carrying out import-export procedures in the area increased to 1,146, the total value of import-export goods reached 15.69 billion USD/year, the average growth rate reached 10%/year.
The results achieved so far by Mong Cai in implementing the Resolution of the City Party Congress will be an important premise for the locality to determine the right and sustainable direction in the coming time, when the Party Congresses at all levels for the 2025-2030 term are approaching. Currently, the city is focusing on reviewing and building a political report to be presented at the congress, with many positive results, shortcomings, limitations, causes, and lessons learned pointed out; at the same time, identifying priority sectors and fields for development and solutions for implementation in the coming term.
It is expected that in the 2025-2030 term, Mong Cai City Party Committee will determine 23 targets to strive for, an increase of 3 targets compared to the 2020-2025 term, including 4 targets on Party building, 7 targets on economy, 7 targets on culture - society, 5 targets on environment.
