Inspecting the work of evacuating people and property of households living outside the main and secondary dykes in Tan Le commune (Hung Ha), Quynh Lam commune (Quynh Phu), the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized that the flood level on the river is currently rising very quickly, this is the biggest flood in many years, the developments are very complicated and unpredictable, while the dyke system has not been tested with big floods for many years. Therefore, he requested Hung Ha and Quynh Phu districts to urgently review and seriously evacuate people and property to safe places according to the direction of local authorities at all levels; resolutely not to cause loss of life, minimize property damage. At the same time, increase information about the flood situation to the people; mobilize people to proactively take measures to prevent and combat flooding.

Checking the key points of Viet Yen embankment, Diep Nong commune (Hung Ha); Tan My sluice, Quynh Ngoc commune (Quynh Phu) with leaking sluice gate to take water; the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council requested Quynh Phu district to coordinate with Bac Thai Binh Irrigation Works Exploitation Company Limited, Quynh Ngoc commune authorities to urgently mobilize means, materials, and human resources to handle the leaking sluice gate, not to let it become complicated. Party committees and authorities of the two districts and Diep Nong and Quynh Ngoc communes maintain 24/24h on duty, especially closely monitoring the key and vulnerable areas that need timely repair and reinforcement to avoid erosion and water seepage through the dyke body and be ready with forces and means to support and evacuate people, property, and livestock to a safe place when the water level on the river continues to rise. Actively monitor forecast information and developments of the flood situation; timely direct and deploy response work according to the "4 on-site" motto according to assigned tasks and authority, not to be passive or surprised.

He requested the agricultural sector, Quynh Phu district as well as localities in the province to assign staff to inspect and direct the communes to actively and urgently drain water from the fields and on the level III canal system to prevent flooding, protect rice and crops; prepare sufficient forces and means to proactively deploy the plan to pump and drain water in case of prolonged flooding, minimizing damage caused by rain and flooding.
