The Organizing Committees of provincial and municipal Party Committees have actively consolidated and reorganized the organizational apparatus of the Party Committees at all levels, innovated working methods, styles, and manners, strengthened inspection and supervision of Party building and organization; promptly exchanged and answered questions to help remove difficulties and obstacles and make recommendations to Party Committees and Party organizations at all levels, and coordinated in advising and implementing tasks.

Speaking at the conference, Comrade Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council reported on some of the province's outstanding results in Party building work in the first 6 months of the year. She made a number of proposals and recommendations at the conference. Currently, many provinces are implementing the application of the Electronic Party Member Handbook software, but each province uses a different software, has a different way of doing things, and has a different software provider.

Comrade Ma The Hong, Head of the Provincial Party Committee's Organizing Committee attended the conference.

Therefore, it is recommended that the Central Committee consider and research the development of an electronic Party Member Handbook software for unified use throughout the country; the Central Committee needs to revise, supplement, and replace the Regulations on management, exploitation, and internal political protection records to suit the current situation.

Regarding the Party's inspection, supervision and discipline work, the Central Committee is requested to study the decentralization of authority to the province regarding the change of members or vice-chairmen of the inspection committee. The Central Committee is requested to promptly issue regulations and guidelines for implementing policies and regimes for cadres who are no longer re-elected to Party committees, authorities, the Vietnam Fatherland Front and socio-political organizations at all levels to ensure consistency when implementing salary policy reform from 2024.
