Focus on promoting potential, bringing Moc Chau to new heights

Moc Chau (Son La) is a mountainous district with a large population of ethnic minorities. Keep economic growth on track

In the first 9 months of 2023, Moc Chau District People's Committee focused on leading the implementation of the restructuring of the agricultural economy towards developing high-tech agriculture and organic agriculture; converting 341 hectares of food crops on sloping land to fruit trees, increasing the existing fruit tree area to 10,657 hectares; Focusing on implementing the New Rural Development Program, investing in 21.35 km of electric lines for lighting alleys. Up to now, the whole district has met 146 criteria, an average of 11.23 criteria/commune.

In addition, the district effectively implemented the tasks and solutions for budget collection in the area. Total budget revenue reached 822 billion VND, equal to 65.6% of the estimate assigned by the Provincial People's Committee and the District People's Council. Of which, total budget revenue in the area reached over 114 billion VND, equal to 42.21% of the assigned estimate. Urging and accelerating the implementation of public investment capital in 2023 in the district. As a result, by the end of September, the disbursement reached over 170 billion VND, equal to 53% of the assigned capital plan.

Cultural, social, educational and health activities continue to make progress, digital transformation is being strongly implemented in all areas. Step by step, the contents are being implemented to meet the conditions for recognition as Moc Chau National Tourist Area, while promoting tourism development. It is estimated that in the first 9 months of 2023, it will attract nearly 1.6 million visitors, including over 5,000 international visitors, 3 times higher than the same period in 2022, with social revenue estimated at nearly 1,700 billion VND.

Up to now, Moc Chau has spent nearly 3 years implementing the Resolution of the 22nd District Party Congress, term 2020 - 2025 in difficult conditions due to the impact of the Covid-19 pandemic, unsynchronized socio-economic infrastructure, slow implementation of projects in the area...

But with high political determination, the District People's Committee has made efforts to concretize the leadership, direction and orientation of the Central Government, the Provincial Party Committee, the District Party Executive Committee, the District Party Standing Committee, innovate and be creative in the direction method, be resolute in action, determined to synchronously implement the "dual goal" of safe and flexible adaptation, effective disease control, recovery, maintain the economic development momentum in the right direction, promote the potential and advantages of the district; effectively mobilize resources, accelerate the development speed and complete the socio-economic infrastructure system, gradually deploy the construction of Moc Chau district to become a town by 2025.

The district has removed "bottlenecks" in investment, cleared land, attracted investment in key projects; effectively promoted the potential and advantages of climate, weather and land to develop agriculture, and increased production value on cultivated land.

Not only that, administrative reform work was also focused on and achieved important results, education quality continued to be consolidated; tourism had a clear change; promoting the launch of comprehensive digital transformation; effectively implementing social security policies; doing a good job of protecting and taking care of health, raising people's intellectual level and improving people's material and spiritual life; strengthening administrative and public service discipline and order; ensuring social security, national defense and security, and improving foreign affairs effectiveness.

Make tourism a key economic sector

With such potential and strength, the district has been attracting many large investors, thereby raising the level of Moc Chau tourism - "The world's leading natural destination".

Moc Chau currently has many famous tourist areas and spots that attract a large number of tourists such as: Ban Ang Pine Forest, Dai Yem Waterfall, Happyland, Moc Chau Island... One of the places that attracts tens of thousands of tourists every year is the Ban Ang Pine Forest High-class Resort and Entertainment Area. With an area of over 50 hectares, this tourist area includes modern complexes such as: restaurant systems, hotels, bungalows, camping experience areas, spiritual tourism areas, thrilling amusement parks, high-tech agricultural areas, outdoor landscapes with many poetic check-in points...

Not far from the Ang Pine Forest tourist area is the Moc Chau Island Tourist Area (in Muong Sang commune) consisting of two main sub-areas: Entertainment area and accommodation area with items such as Bach Long glass bridge, TaBamboo bamboo restaurant, Air Slide area, outdoor playground, train hotel, exploring the magical bird cave...

In particular, Moc Chau has affirmed its position in the hearts of domestic and foreign tourists thanks to the awards "Asia's Leading Natural Destination 2022" and "World's Leading Natural Destination 2022".

According to the decision approving the Project to develop Moc Chau National Tourist Area to be eligible for recognition in 2025, out of 5 conditions with 20 criteria, 16 criteria have been met, of which 8 criteria have been achieved at a good level. The People's Committee of Son La province has proposed many solutions, striving to prepare a dossier for the Ministry of Culture, Sports and Tourism to appraise and recognize Moc Chau National Tourist Area in 2023 - 2024; in 2024 - 2025, organize the announcement of the Decision to recognize Moc Chau National Tourist Area.

The People's Committee of Son La province also announced the decision to approve the Project on orientation for tourism development in the Son La hydroelectric reservoir area to become a National Tourist Area; with 3 sub-areas including Quynh Nhai lake sea tourism, Muong La resort tourism, and tourism associated with the nature reserve. The goal by 2024 is to put the Son La hydroelectric reservoir area into the list of potential tourist areas to develop into national tourism; by 2025, the orientation is to develop the Son La hydroelectric reservoir area towards becoming a National Tourist Area.

The objectives and solutions with specific roadmaps are implemented to concretize the Resolution of the 15th Son La Provincial Party Congress, determining the province's tourism target by 2030 to truly become a spearhead economic sector; striving to have Moc Chau National Tourist Area recognized by 2025, becoming one of the leading tourist areas in the Northern Midlands and Mountains; Orienting the planning of tourism in Son La hydroelectric reservoir to become a national tourist area.

In the coming time, to create a driving force to attract investment, Moc Chau district has focused on reviewing, building and proposing a list of priority investment projects and works in the period up to 2025. In particular, the key projects in the area expected to form an inner city, have so far completed 7/16 projects, including: Project to renovate and upgrade the main traffic route to Ban Ang pine forest tourist area, Dong Sang commune; National Highway 43 to Tien Tien sub-area, Moc Chau Farm town; main street lighting system: The route from the intersection of National Highway 43 to Ban Lun tourist area, Muong Sang commune and Hoa Ban route...

Believing that the efforts of the Party Committee, government and people of all ethnic groups in the district, Moc Chau will continue to promote, exploit and develop the natural, cultural and tourism values... bringing this beautiful highland to new heights.

Moc Chau's goal is to basically meet the criteria of a new rural district by 2025 and become a town; by 2040, it aims to be a green urban area and one of the country's key tourism cities.

To achieve these goals, Moc Chau is currently focusing on establishing the Moc Chau Urban Master Plan, Son La Province to 2040. Based on the Prime Minister's approval letter and the permission decision of Son La Provincial People's Committee, the district is actively accelerating the implementation progress and has so far reached the step of working with the consulting unit to develop a plan for the planning project and is determined to complete and submit the project for approval this year.
