Ha Giang city transforms towards sustainability

BHG - In the 2020-2025 term, the Ha Giang City Party Committee has achieved many important achievements in implementing socio-economic development targets and three breakthroughs according to the Resolution of the 18th National Congress (Resolution). The results achieved not only demonstrate the efforts and determination of the government and people but also affirm the city's transformation towards sustainable development.

After more than 4 years of implementing the Resolution, the city's economic structure has shifted in the right direction, with the trade - service sector accounting for 78.08%; industry - construction 16.19% and agriculture, forestry and fishery accounting for 5.73%. The city's total production value is estimated to increase by 8.05% by the end of 2025, achieving the set target. Budget revenue is estimated at 670 billion VND, up 19.4% compared to 2020; the average income of people is expected to reach 100 million VND/person/year, 1.75 times higher than in 2020. The disbursement of public investment capital has been carried out drastically, of which 100% of the plan was completed in 2024. National target programs have been implemented synchronously and effectively according to plan. Total investment capital for urban technical infrastructure construction during the term reached 18,943 billion VND, reaching 172.2% of the plan.

Ha Giang city has made strong progress in developing trade and services, especially in the tourism sector. Total retail sales of goods and service revenue reached 7,900 billion VND, exceeding the target by 17.9%. The system of business and service establishments has been expanded, supermarkets, convenience stores and commercial centers have developed strongly. The number of tourists reached over 6.9 million, an increase of 348% compared to the previous term. The system of hotels, restaurants and tourist areas has been invested in, meeting the needs of domestic and foreign tourists. In particular, the Homestay cluster in Tha village, Phuong Do commune was honored to receive the ASEAN Homestay Award 2025, becoming a typical tourist destination of the province. The city has completed the general urban planning until 2035 and fully implemented 9 zoning plans, achieving a coverage rate of 100%. Important infrastructure projects were invested in, including the renovation and upgrading of the transportation system and cultural works. In particular, the 5-star Four Points Sheraton Hotel came into operation, creating a new highlight for the urban appearance. In addition, the fields of culture, sports and education continued to develop; science and technology were applied in many fields, from agricultural product development to goods processing and manufacturing. Digital transformation was promoted, 100% of businesses applied cashless payments, 100% of administrative agencies used the electronic environment in their work.

Comrade Nguyen Danh Hung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee said: With the completion of the general urban planning of Ha Giang until 2035 and detailed planning, the city has created a solid legal corridor for infrastructure development, improving the quality of people's lives. Traffic works, water supply and drainage, flood treatment, and urban trees have been invested and completed with a total socialized resource of up to 18,943 billion VND, exceeding the plan by 72.2%. Urban beautification work has developed strongly, bringing Ha Giang closer to the goal of becoming a type II urban area. The city has gained an additional 4.48 points, bringing the total score to 75.44/100, a big step forward in the process of building a civilized and modern urban area. The city has focused on mobilizing resources from all economic sectors, combined with restructuring budget expenditures towards increasing expenditures for development investment. Attracted 13 large investment projects, with a total capital of more than 5,100 billion VND, thereby creating a highlight and economic growth for the locality. Implementing a breakthrough in developing service infrastructure and tourism associated with preserving and promoting the cultural identity of ethnic groups, the city has resolutely implemented the development of sustainable tourism, associated with preserving the unique cultural values ​​of ethnic minorities.

“However, in the process of implementing breakthroughs, the city has encountered many difficulties and obstacles. The annual allocated resources have not met the requirements to complete the criteria for a type II urban area, especially the budget for infrastructure projects. Some projects are stuck in land procedures and planning, affecting the implementation progress. Attracting social resources, especially from businesses and the community, is still limited... To achieve development goals, the city will continue to review and adjust the planning to suit the new situation. Further promote the mobilization of resources, especially non-budgetary resources and the participation of the people in key projects. Service and tourism development activities will be promoted, associated with promoting the unique cultural values ​​of ethnic groups" - Chairman of the City People's Committee Nguyen Danh Hung added.

With the results achieved in the 2020-2025 term, Ha Giang city not only completed the socio-economic development targets but also created a new look, building a solid foundation for the future.
