Strengthening dialogue with people
According to the assessment of the Provincial Party Standing Committee, in recent years, with the attention, leadership and direction of the Provincial Party Committee, the Provincial Party Standing Committee, with the efforts of all levels, sectors and people, the Party's mass mobilization work has been implemented synchronously by the political system in the whole province, gradually innovated in accordance with the socio-economic development, security and defense situation of the locality. All levels and sectors have promptly directed, handled and effectively resolved pressing issues arising in society and the people; propagated and mobilized people to promote their mastery, actively participate in patriotic emulation movements associated with the "Skilled Mass Mobilization" emulation movement in all areas of social life. From 2013 to present, all levels and sectors have built 2,668 collective models and 1,994 individual models in all areas of social life. Through the implementation of the emulation movement "Skillful mass mobilization", many models and examples have been built, commended and replicated by agencies, units and localities, making an important contribution to the implementation of economic, cultural and social development tasks, ensuring national security and defense in the province.
In addition, the organization of dialogues between leaders of Party committees and authorities with the people has become increasingly systematic and practical. From 2015 to present, Party committees and authorities at all levels have organized 1,088 dialogues between leaders of Party committees and local authorities with the people. In addition, annually, the Provincial Party Secretary and Chairman of the Provincial People's Committee also dialogues with trade union officials, workers, and employees in various types of enterprises and cadres and youth union members in the province on issues related to the legal and legitimate rights of each organization. Through dialogues, it helps leaders of Party committees and authorities at all levels and departments and branches promptly grasp the thoughts and aspirations of union members, association members and people. At the same time, propaganda and explanation are carried out so that union members, association members and people understand and perceive more fully the Party's policies and resolutions, the State's policies and laws, creating consensus.
Close to people, close to the base
In the coming time, the Provincial Party Standing Committee requests to continue to disseminate and thoroughly implement Resolution No. 25 of the Party Central Committee (11th tenure) on "Strengthening and innovating the Party's leadership over mass mobilization work in the new situation"; Conclusion No. 43 of the Party Central Committee Secretariat; Regulation No. 06 of the Provincial Party Standing Committee on mass mobilization work of the political system of Binh Thuan province to raise awareness and ideology among cadres, party members and people about the Party's mass mobilization work.
At the same time, continue to effectively implement Conclusion No. 21 of the 4th Conference - Central Executive Committee, 13th tenure on promoting Party building and rectification and the political system; resolutely prevent, repel, and strictly handle cadres and Party members who have degraded political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" in conjunction with implementing Conclusion No. 01 of the Politburo and continue to implement Directive No. 05 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, ethics, and lifestyle to promote the emulation movement "Skilled mass mobilization".
Along with that, focus on innovating and improving the quality and effectiveness of mass mobilization work of state agencies in the spirit of Directive No. 33 of the Prime Minister "Continuing to strengthen and innovate mass mobilization work of state administrative agencies and authorities at all levels in the new situation". In particular, raising awareness and responsibility of state agencies associated with building ethics and working style "close to the people, close to the grassroots", "understanding the people and listening to the people" for the team of cadres, civil servants and public employees; applying digital transformation in administrative procedure reform, improving people's satisfaction; caring for people's material and spiritual life, ensuring social security; promptly and effectively resolving people's concerns and legitimate aspirations, especially implementing land acquisition, compensation, support and resettlement must ensure publicity and transparency; Strengthen citizen reception, resolve citizen petitions... Implement well democratic regulations and mass mobilization work in implementing projects related to people's interests.
At the same time, focus on leading and directing to raise awareness and responsibility of the entire political system for mass mobilization work in ethnic minority areas and religious areas; meet and contact with people, religious dignitaries, officials, and prestigious people among ethnic minorities to strengthen the great national unity bloc, gather and mobilize people to well implement the Party's policies and the State's laws. Promote the emulation movement "Skillful mass mobilization" in all areas of social life associated with patriotic emulation movements and studying and following Ho Chi Minh's ideology, morality, and style.
