Social supervision and criticism is an activity to promote democracy, ensure the rights and interests of the people, contribute to building the Party and the government, and at the same time consolidate and build the great national unity bloc. Clearly identifying that importance, in recent times, the Vietnam Fatherland Front Committee and socio-political organizations of Quang Ninh have had many practical and appropriate solutions to improve the effectiveness of social supervision and criticism in the province.

With the motto of "firm - flexible" in the direction of choosing fields and issues that are both of high social significance and suitable to the capacity of the system, as well as of interest to the people, the Provincial Fatherland Front has proactively developed programs and agreed on common actions on supervision and criticism among members who are socio-political organizations. Especially since Decision No. 217-QD/TW and Decision No. 218-QD/TW took effect (in 2014), Directive No. 18-CT/TW of the Central Party Secretariat on promoting the role, improving the quality and effectiveness of supervision and social criticism of the Vietnam Fatherland Front Committee and socio-political organizations, Directive 37-CT/TU (dated January 18, 2023) of the Provincial Party Standing Committee...
The provincial Fatherland Front has organized many monitoring sessions, mobilizing the active participation of organizations and unions with many major contents. In particular, strengthening the monitoring and social criticism work towards unifying the inspection and monitoring process, clearly assigning the responsibilities of each organization and unit, avoiding overlap and omission. Specifically, the Fatherland Front and socio-political organizations monitor the management fields of state agencies, activities of civil servants and public employees related to handling work with citizens and businesses and promptly provide information to competent agencies and direct corrective actions. Socio-political organizations, depending on their functions and tasks, participate in monitoring, resolving complaints and denunciations on issues related to the rights and interests of their members and at the same time participate in the province's monitoring delegations.
In the monitoring activities, the Vietnam Fatherland Front and socio-political organizations have proactively provided timely information to the supervised subjects, provided feedback and comments on related contents. The Party Committees, authorities, agencies and units that have been supervised, provided feedback and comments have provided full information, documents and draft documents related to the implementation of regulations and rules. In particular, to effectively implement the mechanism of providing information in social monitoring and feedback, the Provincial People's Committee has also directed and clearly defined the specific responsibilities of departments, branches, sectors and People's Committees of districts, towns and cities in coordinating with the Vietnam Fatherland Front and socio-political organizations to deploy and implement regulations and rules. The recommendations of the Vietnam Fatherland Front and socio-political organizations after monitoring and the comments on government building have been received, accepted, studied and responded to promptly, in accordance with the provisions stated in the regulations and rules.
In the 2019-2024 term, the Vietnam Fatherland Front Committee and socio-political organizations at all levels in the province chaired, organized and completed 2,720 monitoring programs, of which the Vietnam Fatherland Front Committees at all levels chaired and completed 2,166 monitoring programs in all fields of economy, culture, society, security and order, administrative reform, and social security.

In particular, for the first time, the Provincial Fatherland Front Committees at all levels organized supervision of cadres, party members, civil servants, public employees, and elected representatives. From 2021 to the end of 2023, the Provincial Fatherland Front Committee supervised 97 comrades who were heads and deputy heads of district-level People's Committees and provincial departments, branches and sectors (36 comrades were chairmen and vice chairmen of district-level People's Committees; 61 comrades were directors, deputy directors, heads, deputy heads, directors, and deputy directors of provincial departments, branches and sectors); supervised 1,342 People's Council delegates at all levels for the 2021-2026 term (18 provincial People's Council delegates, 85 district-level People's Council delegates, 1,239 commune-level People's Council delegates) with the main contents in the implementation of responsibilities, powers, moral cultivation, and lifestyle to ensure objectivity, accuracy and consistency.
The supervision work of the Vietnam Fatherland Front and socio-political organizations is also associated with the consolidation and improvement of the effectiveness of the people's inspection committees, community investment supervision committees, and grassroots mediation teams. The supervision work mainly focuses on the activities of grassroots authorities, investment in the construction of welfare works, social security and works with people's contributions; supervision of the implementation of preferential policies for people with meritorious services and the elderly; the process of reviewing poor households; anti-corruption work; officials and civil servants in the performance of public duties... In the administration of the government, people also supervise and criticize not only through meetings with voters but also through daily and weekly feedback from inspection committees. Thereby, promoting the role of "people know, people discuss, people do, people inspect"; limiting violations in management, operation and implementation of tasks at the local level.
In the 2019-2024 term, the Provincial Fatherland Front Committee organized 2 programs to inspect the overall activities of the People's Inspection Committees and Community Investment Supervision Committees; organized 2 provincial conferences and seminars. Annually, 10-12 training courses were organized to improve knowledge for members of the People's Inspection Committees and Community Investment Supervision Committees. Maintained the effective operation of 1,569 mediation teams.
Regarding the content of criticism, the Fatherland Front Committees at all levels in the province have focused on criticizing draft documents of Party committees and authorities; projects and plans for socio-economic development in the area that are directly related to the basic rights and obligations of citizens, while creating conditions for people of all walks of life to promote their mastery and participate in the process of building policies, programs and plans for socio-economic development of the locality. In the past 5 years, the Fatherland Front Committees at all levels in the province have organized written criticism of over 1,500 draft resolutions submitted to People's Councils at all levels and decisions, programs and projects of People's Committees at all levels, and other legal documents sent to agencies and units in charge of drafting to receive comments.
In particular, from 2022 to present, the Provincial Fatherland Front Committee has effectively chaired and organized 5 feedback conferences with high results. The feedback from the Fatherland Front was fully accepted by the submitting agency and the issuing agency, becoming an important and necessary information channel to help local authorities consider issuing specific policies in the area; typically, feedback on the draft regulations on multidimensional poverty standards for the period 2023-2025 in the province; social feedback on the draft Resolution regulating areas where livestock farming is not allowed...
In addition to organizing written feedback and conferences, the Vietnam Fatherland Front Committee and its member organizations have deployed feedback through information technology platforms such as portals, websites, community pages (fanpages), zalo groups... among union members, association members and people of all walks of life.
Social supervision and criticism is an important task in the government building of the Vietnam Fatherland Front and mass organizations. Through social supervision and criticism, the regulations of the Party and the State have been made closer to real life, consistent with the will and aspirations of the people and more feasible. Promoting the achieved results, the Vietnam Fatherland Front at all levels and its member organizations continue to innovate the content and methods of operation, promote social supervision and criticism activities to focus on a number of important contents, create strong and breakthrough changes; contribute to enhancing the position and role of the Vietnam Fatherland Front and its member organizations to build the Party and build an increasingly clean and strong government.
