On July 4, the Standing Committee of the Provincial Party Committee held a conference with the Provincial Party Committee's Mass Mobilization Commission, the local government, armed forces, the Fatherland Front, socio-political organizations, relevant agencies and units on the people's situation and mass mobilization work in the first 6 months of the year; directions and tasks for the last 6 months of 2024. In the first 6 months of the year, mass mobilization work in the province was carried out synchronously, with focus, key points, and clear content. Party committees and organizations at all levels have made great efforts in leading, directing, and implementing the Party's guidelines and policies on mass mobilization work of the political system. State agencies have focused on implementing mass mobilization work in conjunction with the implementation of socio-economic development tasks, improving people's quality of life; strengthening discipline and administrative discipline and making great efforts in handling petitions and implementing digital transformation. The Vietnam Fatherland Front and socio-political organizations continue to focus on the grassroots, closely following residential areas, especially in propaganda and mobilization work; paying attention to caring for and protecting the legitimate and legitimate rights and interests of union members, association members, and people; promoting their role, improving the effectiveness of supervision, social criticism, and giving opinions on Party building and government building; Actively mobilize social resources to effectively carry out social security work. The armed forces continue to focus on carrying out mass mobilization work in conjunction with military and defense tasks; grasp the situation, maintain political security, social order and safety; participate in building the political system at the grassroots level.
The mass mobilization system has focused on following and grasping the grassroots to grasp and reflect the situation related to people's lives, especially issues that people are concerned about and concerned about. Patriotic emulation movements and the "Skillful Mass Mobilization" emulation movement have attracted a large number of union members and people to participate, arousing dynamism, creativity, self-reliance, self-reliance, active participation, and resources among the people, contributing to promoting socio-economic development and ensuring social order and safety.
The people's situation in the province is basically stable; national defense and security are maintained. At the same time, they also acknowledge and highly appreciate the drasticness in directing and implementing education, healthcare, food safety, labor safety, and disease prevention; social security work, especially taking care of people during Tet, mobilizing support for children in difficult circumstances and losing their source of support in the province; ensuring security, social order and safety, and preventing and combating crimes related to social order in the province in recent times...
Speaking at the conference, Comrade Nguyen Xuan Ky, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized that through flexible, proactive and effective solutions in leadership and direction, especially the trust and support of the people, in the first 6 months of 2024, Quang Ninh continues to maintain a safe, stable, fast and sustainable development, based on 4 pillars: economy, society, environment and security. Thanks to that, the province's socio-economic situation in the first 6 months of the year has achieved important achievements, people's lives continue to be improved.
To achieve that result, it is the efforts of the entire political system in carrying out all tasks, including the Party's mass mobilization work, the mass mobilization of the government from the province to the grassroots level, the mass mobilization of the judiciary, the mass mobilization of the Vietnam Fatherland Front and socio-political organizations, and the mass mobilization of the armed forces.
Based on the assessment of the achieved results, as well as pointing out the shortcomings and limitations, the Provincial Party Secretary and Chairman of the Provincial People's Council requested that in the last 6 months of 2024, the Party's mass mobilization agencies, the government, and the armed forces continue to pay attention to the work of grasping the situation of the people, union members, union members, and civil servants to assess, forecast, and promptly reflect to competent authorities; at the same time, proactively have solutions to orient public opinion, refute bad and toxic information, protect the Party's ideological foundation, the country's innovation achievements, and the province's development achievements. Thoroughly implement the regulations on mass mobilization work; Regulation No. 144-QD/TW of the Politburo stipulating the revolutionary ethical standards of cadres and party members in the new period; Directive No. 41-CT/TU of the Provincial Party Standing Committee on strengthening the Party's leadership in the work of receiving citizens, handling complaints and denunciations.
Pay more attention to information, propaganda, political and ideological work to ensure solidarity and high unity, consolidate and strengthen people's trust, create social consensus; use positive to push back negative; use beauty to eliminate ugliness. Focus on leadership and direction, strongly arouse the will of self-reliance, self-improvement, the spirit of "Discipline and Unity", gather and promote the strength and culture of Quang Ninh people to create a combined strength to strive to achieve the highest targets of socio-economic development and environmental protection in 2024 and by the end of the 2020-2025 term as well as the political tasks of each agency, locality and unit associated with improving the quality and effectiveness of patriotic emulation movements, skillful mass mobilization movements, and campaigns being implemented in the area.
Focus on promptly and effectively resolving and handling limitations, shortcomings, weaknesses, and long-standing issues that cause frustration for public opinion, cadres, party members, and people. Especially petitions, recommendations; denunciations about land, land acquisition, land recovery, resettlement; voters' recommendations related to social security, inspection, examination, and supervision conclusions, and religious and ethnic affairs. Timely detect and resolve internal conflicts among the people from afar, early on, from the grassroots level; resolutely not to let security and order hotspots form and new incidents arise in the province.
Proactively and actively fight effectively against plots and tricks to sabotage internal disturbances, self-transformation and self-evolution within the organization by hostile forces, political opportunists, discontent, and degradation in political ideology and lifestyle ethics; strengthen the protection of the Party's ideological foundation, refute wrong views and toxic information. The authorities shall strengthen the review, detection and take strict measures to handle cases of spreading false news, unverified information, causing bad public opinion, complicated public opinion affecting the local situation, the great national unity bloc, the internal political security situation and affecting the local development.
Pay more attention to promoting democracy and people's mastery in all areas of social life; seriously and effectively implement the Law on Democracy at the grassroots level. Management agencies must create the most favorable conditions for people to access information; heads of management agencies must effectively implement the mechanism of publicity, transparency, and accountability in receiving and resolving people's recommendations and reflections. Pay more attention to administrative reform, promote digital transformation, create new changes in the quality and satisfaction of people with services and handling of administrative procedures; improve the quality and efficiency of public service performance, and clearly build a service culture among civil servants and public employees. Focus on socio-economic development, especially in ethnic minority areas, mountainous areas, border areas, and islands; take care to ensure social security and social welfare, and implement social progress and justice; improve the quality of life and happiness of the people.
The Vietnam Fatherland Front Committee and socio-political organizations from the provincial to grassroots levels pay attention to innovating the content and methods of operation; expanding and diversifying forms of serving the people, being strong at the grassroots level, closely following the people, grasping the local situation and the situation of union members; enhancing the role of the Front and organizations in social supervision and criticism.
The provincial armed forces strengthen their responsibility in mass mobilization work, maintain political security, social order and safety; build a society of order, discipline, security, safety, civilization and health so that people can have an increasingly prosperous and happy life.
