After 3 days of urgent, scientific and serious work with a spirit of democracy, intelligence and high responsibility, the 7th Session of the 17th Provincial People's Council completed all the contents and programs set out and was a great success.
At this session, the delegates of the Provincial People's Council promoted their sense of responsibility, focused on discussions, and contributed many enthusiastic and quality opinions to the reports submitted to the session; proposed many tasks and solutions to speed up the progress of implementation and implementation of the province's socio-economic development tasks.
Based on the review of the reports of the Provincial People's Committee, relevant sectors, the inspection reports of the Provincial People's Council committees, the discussion opinions of the delegates and the opinions of voters and people of the whole province, the Provincial People's Council unanimously concluded that:
In 2023, besides opportunities and advantages, there are still many difficulties and challenges intertwined; however, with the timely and effective attention and support of the Central Government, the flexible, creative and drastic leadership, direction and management of the Provincial Party Committee, People's Council and Provincial People's Committee, the provincial leaders are always close to the grassroots, accompanying the grassroots in removing difficulties and obstacles. The Party Committees, authorities, business community and people of all walks of life in the province have strived to achieve many positive and relatively comprehensive results in all fields. Notably:
The economy maintained a good growth rate of 7.37%, higher than the national average (5%); domestic revenue reached over 10,000 billion VND. Investment attraction continued to be highly effective with many events, advertising and promotion activities, investment and trade successfully organized; foreign investment capital FDI grew significantly compared to previous years, this was the first year FDI capital reached over 1 billion USD. Thai Binh Economic Zone has clearly formed and achieved many important results, affirming the role of the province's development driving force, creating trust and attractiveness to attract prestigious investors in the world. The establishment of the Provincial Planning has basically been completed to ensure quality. Key projects and some housing and urban development projects have been focused on accelerating progress; completing a number of important works contributing to changing the urban appearance and improving the spiritual life of people in the city. The rate of public investment disbursement remains among the top in the country. The number of newly established enterprises remains high, surpassing the 1,000 newly registered enterprises mark for the second consecutive year. The cultural and social sectors are comprehensively directed; social security work is well implemented, caring for people with meritorious services and social policy beneficiaries. Administrative discipline in state agencies is strengthened; administrative reform has positive changes. Political security and social order and safety in the province are stable.

The Provincial People's Council highly appreciated the leadership and direction of the Party Committee and the drastic management of the authorities at all levels, and the active participation of the business community and people in the province.
In addition to the achieved results, the Provincial People's Council also frankly pointed out the limitations, weaknesses and raised issues that need to be focused on solving such as: Economic growth, although achieving good results, has not met the set requirements; some important economic indicators have not reached the planned targets. Many long-standing problems have not been completely resolved; some localities still allow violations in the fields of land, environment, construction investment..., the handling is not timely and lacks determination. The quality and efficiency of the operations of some levels of government are not high, there are still difficulties and harassment with businesses and people; although the advisory work has improved a lot, it has not met the set requirements...
The above limitations and weaknesses have many causes. The Provincial People's Council requests the Provincial People's Committee, all levels, sectors, localities and units to seriously study and learn from experience to have practical and feasible solutions to promptly overcome the limitations and weaknesses; at the same time, continue to innovate the direction and management work; assign specific tasks; strengthen inspection and supervision of the implementation of all levels and sectors, creating more substantial and stronger changes in the coming time.
Dear delegates, voters and people of the province!
2024 is a very important year, deciding the success in implementing the socio-economic development plan for the 2021-2025 period and the Resolution of the 20th Provincial Party Congress. The Provincial People's Council emphasized that all levels and sectors must persevere in the overall goals of the entire term; promote the achievements, strive to make the most of opportunities, exploit the potential and advantages of the province and localities. Continue to promote the restructuring of the economy and production sectors associated with growth model innovation; improve productivity, quality, efficiency and competitiveness of the economy. Focus on investing in the construction and development of Thai Binh Economic Zone and industrial parks and clusters; speed up the construction of a synchronous infrastructure system, especially key transport works, regional connectivity and urban infrastructure. Focus on comprehensive and synchronous development and improving the quality of cultural and social fields, ensuring a harmonious connection between economic development and social development; improving the quality of human resources; effectively implementing social security policies, improving the material and spiritual life of the people. Promote administrative reform, improve the investment and business environment, enhance the province's competitiveness; promote digital applications and digital platforms in all fields; improve the effectiveness and efficiency of state management and direction. Strengthen national defense and military work, maintain political security and ensure social order and safety. Focus on striving to complete the main targets for 2024 as approved by the Provincial People's Council resolution.

At this session, the Provincial People's Council listened to the Provincial People's Committee report on the results of handling voters' opinions and recommendations at the 6th Session; listened to the summary report of voters' opinions and recommendations sent to the 7th Session, thematic supervision reports of the Standing Committee and the Provincial People's Council committees; at the same time, questioned 8 members of the Provincial People's Committee and listened to the Chairman of the Provincial People's Committee report on acceptance and explanation of a number of issues and further clarified the tasks and solutions that need to be focused on in the coming time. The questioning and answering activities at this session continued to be innovated, ensuring democracy, publicity and transparency; focusing on social issues of concern, which are of interest to a large number of voters and people. The Provincial People's Council acknowledged and highly appreciated the answers to questions from the members of the Provincial People's Committee and requested that the proposed tasks and solutions be promptly and effectively implemented to promptly and substantially overcome limitations and shortcomings and improve the effectiveness and efficiency of management and administration in the assigned areas.

The Provincial People's Council conducted a vote of confidence for 26 people holding positions elected by the Provincial People's Council. The vote of confidence was carefully and thoroughly prepared and strictly implemented in accordance with the procedures and regulations of the Party and the State's laws, ensuring democracy, transparency, impartiality and objectivity. This was an urgent but cautious, serious and responsible preparation process. The results of the vote of confidence were publicly and widely announced and received the consensus and high appreciation of voters and people in the province. The Provincial People's Council congratulated those who were voted for. This result will help those who were voted for see their level of trust in order to continue to promote the achieved results, overcome limitations to successfully fulfill the important responsibilities assigned by the Party, the State and the people.
At this important meeting, based on the review of the submissions of the Provincial People's Committee and the Standing Committee of the Provincial People's Council, the inspection reports of the Provincial People's Council committees; based on the provisions of law and the actual situation of the locality, the Provincial People's Council highly agreed to pass 19 important Resolutions on socio-economic and activities of the Provincial People's Council. In order to effectively implement the resolutions passed by the Provincial People's Council, contributing to the successful and comprehensive implementation of the socio-economic development goals in 2024, the Standing Committee of the Provincial People's Council requested the Provincial People's Committee, all levels, sectors and localities in the province to focus on implementing the following tasks:
- Continue to promote and improve the quality of dissemination, propaganda, popularization and serious and timely implementation of the Party's guidelines, policies and laws of the State on socio-economic development, ensuring national defense and security, building the government, especially new mechanisms and policies, creating unity of awareness and high consensus in organization and implementation at all levels, sectors, localities, units and people of all walks of life in the province; strive to carry out assigned tasks with a sense of responsibility and high effort and determination, overcome difficulties, achieve results with specific values and the highest quality and efficiency.
- The Provincial People's Committee urgently institutionalizes the Resolution of the Provincial People's Council passed at the session into specific regulations, policies and plans to quickly put the resolution into practice, ensuring publicity, transparency in accordance with the law, achieving high quality and efficiency.
- The Standing Committee of the People's Council, the People's Council committees, the People's Council delegations and the provincial People's Council delegates, the Party committees, the Fatherland Front Committees and member organizations at all levels continue to enhance their roles and responsibilities in performing the function of supervising the implementation of the law and the implementation of the resolutions of the Provincial People's Council passed at the session, in which they pay attention to supervising the settlement of voters' opinions and recommendations under the jurisdiction of the province. Continue to closely contact voters, listen to and promptly reflect voters' opinions and recommendations to the Provincial People's Council; strengthen the urging and supervision of the settlement of voters' recommendations; at the same time, promote the mobilization of the masses to actively participate in effectively implementing the policies and guidelines of the Party, the State and the direction of the province, contributing to the successful implementation of the resolutions issued by the Provincial People's Council.
The task is very large, requiring great determination and efforts from the entire political system, business community and people of all walks of life in the province. The Provincial People's Council calls on all levels, sectors, localities, units, business communities and people in the province to continue to promote the patriotic and revolutionary traditions of the homeland, uphold the spirit of solidarity, creativity, unity, promote patriotic emulation movements, strive to well implement the tasks, solutions and directions of local Party committees and authorities to successfully and comprehensively implement the targets of the 2024 plan and the entire period of 2021 - 2025, striving to successfully implement the goals set out in the Resolution of the 20th Provincial Party Congress.
The 7th session of the Provincial People's Council, term XVII, was a great success. On behalf of the Provincial People's Council, I would like to sincerely thank the presence of the provincial leaders, distinguished guests and all the delegates of the Provincial People's Council. I would like to thank and accept the valuable opinions of the delegates, voters and people of the whole province. I welcome and highly appreciate the coordination of the Standing Committee of the Provincial People's Council and the Provincial People's Committee; acknowledge the efforts and dedication of the advisory and service agencies and relevant agencies in the preparation and service of the session; thank the participation of the Provincial Vietnam Fatherland Front Committee, people's organizations; voters, news agencies, newspapers, radio and television, which have made important contributions to the success of the session.
