Speaking at the opening of the meeting, Vice Chairman of the National Assembly Tran Quang Phuong, Head of the Monitoring Delegation, stated that the monitoring of the three national target programs has so far been basically implemented according to plan, closely following the focus, analyzing policies and policy progress. The monitoring delegation worked with 11 ministries, branches and 15 localities, and at the same time developed a report on initial monitoring results and reported to the National Assembly Standing Committee (NASC) on August 17.
At the 25th Session, the Standing Committee of the National Assembly highly appreciated the results that the Supervisory Delegation has achieved in the past time. With a high sense of responsibility, the Supervisory Delegation initially had a 105-page summary report and a draft Resolution on the supervision topic. The Standing Committee of the National Assembly also highly appreciated the Government and ministries, especially the 3 ministries in charge, for their efforts in directing the implementation of the 3 national target programs, promptly and seriously sending reports to the Supervisory Delegation. Currently, the reports of both phases have basically met the requirements, however, Vice Chairman of the National Assembly Tran Quang Phuong requested that leaders of ministries and branches continue to review and update data according to the requirements of the Supervisory Delegation.
Vice Chairman of the National Assembly Tran Quang Phuong stated that the purpose of the working session was to reach consensus with ministries and branches, especially the three ministries in charge and the two agencies responsible for managing and allocating resources to implement the program, to reach consensus on major assessments and assessments, additional requests from the Supervisory Delegation, and to reach consensus on recommendations to the National Assembly and the Standing Committee of the National Assembly. It is expected that on September 6, the Supervisory Delegation will work with the Government and on September 14, the Standing Committee of the National Assembly will give official comments on this specialized supervisory report.
Chairman of the National Assembly's Ethnic Council Y Thanh Ha Nie Kdam, Deputy Head of the Standing Committee of the Supervisory Delegation, said that representatives of the Working Groups will briefly report on the working contents with the Ethnic Committee and ministries: Ministry of Planning and Investment, Ministry of Finance, Ministry of Agriculture and Rural Development... Accordingly, representatives of the Working Groups will report on the following main issues: requirements for Supplementary Reports; some major comments and assessments of each Program; on the implementation of the Joint Steering Committee of the 3 National Target Programs on capital allocation; agree on the proposed contents with the National Assembly, the Government and ministries...
At the meeting, representatives of the Working Groups briefly reported on the working content with the Ethnic Committee and the Ministries of Planning and Investment, Finance, Agriculture and Rural Development, etc. Representatives of the ministries and branches also explained and clarified some contents raised by the Supervisory Delegation related to their authority and responsibilities.
Concluding the meeting, Vice Chairman of the National Assembly Tran Quang Phuong stated that through working with the ministries and branches in charge of the program, a number of issues related to the model, source transfer, source adjustment, compact allocation to district level, investment-related career capital... Vice Chairman of the National Assembly Tran Quang Phuong requested the Working Group of the Supervisory Delegation to absorb all the contents of the reports of the ministries and branches, synthesize the major assessments and recommendations under the authority of the National Assembly and the Government.
