Provincial National Assembly Delegation surveys the implementation of the Law on Cultural Heritage

In preparation for the 7th session of the 15th National Assembly and to contribute ideas to the draft Law on Cultural Heritage (amended), on the afternoon of May 6, the National Assembly Delegation of the province conducted a survey on the implementation of the Law on Cultural Heritage. Comrade Tran Thi Hong Thanh, member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation of the province chaired the survey.

According to the report of the Department of Culture and Sports: in recent years, the Department of Culture and Sports has advised the People's Committee of Ninh Binh province to direct the strict implementation of the Law on Cultural Heritage No. 28/2001/QH10 dated June 29, 2001, the Law amending and supplementing a number of articles of the Law on Cultural Heritage No. 32/2009/QH12 dated June 18, 2009, and documents of the Central Government on the management and promotion of cultural heritage values. Activities to protect and promote the values ​​of tangible and intangible cultural heritage have received attention and focus.

Currently, the province has 1,821 inventoried relics of various types, of which 405 have been ranked (324 provincial relics, 81 national relics, including 3 special national relics, 1 world cultural and natural heritage). The province has 393 inventoried intangible cultural heritages, of which 7 heritages have been included in the National Intangible Cultural Heritage List.

During the period from 2007 to 2024, 335 relics were restored to prevent degradation with support from the provincial budget with a total cost of 62.1 billion VND. The restoration and embellishment were carried out seriously, under the management and guidance of specialized agencies and in accordance with the provisions of the Law on Cultural Heritage.

The relics have been restored and embellished to basically overcome the state of degradation, ensuring long-term safety for the works, meeting the cultural, religious and spiritual needs of the people. Many relics after being restored have become attractive tourist destinations, attracting visitors from inside and outside the province, contributing to the local socio-economic development. The work of teaching and promoting the value of intangible cultural heritage, especially traditional local art forms, has received special attention from the provincial to grassroots levels.

Besides, the province also pays attention to international cooperation in protecting and promoting heritage values ​​and socializing activities to protect and promote cultural heritage values.

However, in the process of implementing the Law and its guiding documents, there are still difficulties and problems such as: Some localities are still confused in establishing and organizing the activities of the Management Board of relics, especially special relics. The team of managers and civil servants performing the function of state management of cultural heritage at the grassroots level concurrently hold many different positions, with limited professional qualifications, consulting quality and management efficiency. Financial resources and facilities to implement the Law on Cultural Heritage and other related legal documents have not yet met the practical requirements...

From the practical implementation of the Law, the Department of Culture and Sports recommends: It is necessary to clearly define the criteria for ranking relics, which are more quantitative, especially for provincial-level historical and cultural relics. It is necessary to decentralize the authority to appraise small restoration and embellishment items or auxiliary items in Protection Zone I and Protection Zone II of national-level relics to provinces and centrally-run cities.

It is necessary to clarify violations of the law and make appropriate amendments to facilitate inspection, examination and supervision of law enforcement on the protection and promotion of intangible cultural heritage values. It is necessary to study, clearly define and ensure the accuracy between the general authority and the specific authority of the Provincial People's Committee and the Chairman of the Provincial People's Committee in the draft Law on Cultural Heritage...

At the meeting, the members of the delegation discussed and clarified some of the achievements as well as the limitations and difficulties in implementing the Law. These included clarifying the decentralization of heritage management; socializing resources to ensure conditions for implementing the Law on Cultural Heritage; issues in implementing the Regulations on management, protection and promotion of historical-cultural values ​​and ranked landscapes in Ninh Binh province; inventory and ranking of relics, etc.

Speaking at the survey, Deputy Head of the Provincial Delegation of National Assembly Deputies Tran Thi Hong Thanh sincerely thanked the attention and coordination of the Department of Culture and Sports and relevant agencies for providing information and reports, helping the Delegation grasp the overall picture, especially the difficulties and shortcomings in the implementation of the Law on Cultural Heritage. This is also an important information channel for the Provincial National Assembly Deputies to participate in and contribute ideas to the work of amending and supplementing the Law on Cultural Heritage in the upcoming session.

Receiving the recommendations of the Department of Culture and Sports in implementing the Law on Cultural Heritage, the Provincial Delegation of National Assembly Deputies will study and synthesize to propose to the National Assembly, the Government and Ministries and branches for consideration and resolution.
