From November 13-16, a delegation of the Communist Party of Vietnam led by Mr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, paid a working visit to the Republic of Kazakhstan.

During the visit, Mr. Nguyen Xuan Thang greeted President of Kazakhstan Kassym-Jomart Tokayev; worked with State Counselor of the Republic of Kazakhstan Karin Erlan, with Executive Secretary of the ruling Amanat Party Karibek Daulet; attended the signing ceremony of the Memorandum of Understanding on cooperation between the Ho Chi Minh National Academy of Politics and the Institute for Strategic Studies under the President of the Republic of Kazakhstan and co-chaired a scientific seminar on the occasion of the 65th anniversary of Uncle Ho's visit to Kazakhstan with the theme "Ho Chi Minh - The builder of friendship between peoples in the world"; witnessed the signing ceremony of the Memorandum of Understanding on establishing sisterhood relations between Bac Ninh province and East Kazakhstan province; visited and talked with officials and staff of the Vietnamese Embassy in Kazakhstan.
During the meetings, the two sides informed each other about the situation of each party and each country; discussed bilateral cooperation, identified major orientations and policies to promote bilateral relations; and shared international and regional issues of mutual concern.
At the meeting with the President of Kazakhstan, the Kazakh side warmly welcomed the delegation of the Communist Party of Vietnam led by Mr. Nguyen Xuan Thang, gave the delegation special diplomatic ceremonies and affirmed that the delegation's visit was an important milestone in promoting comprehensive cooperation between the two countries.
President Kassym-Jomart Tokayev once again expressed his condolences to the Vietnamese people for the damage caused by Typhoon No. 3 (international name: Typhoon Yagi); recalled the very good memories of the President's very successful official visit to Vietnam in August 2023 and expressed the President's personal feelings for the country and people of Vietnam.
President Tokaev respectfully invited President Luong Cuong to pay an official visit to Kazakhstan and attend the Astana International Forum in May 2025.
Discussing bilateral relations, the President affirmed that the relationship between the two countries has made remarkable progress in recent times in all areas from politics-foreign affairs, economics-trade, investment, tourism and people-to-people exchange; emphasizing that Kazakhstan attaches great importance to the traditional friendship with Vietnam, highly appreciates and values Vietnam's position and prestige in the region and in the international arena.
In its balanced and multilateral foreign policy, Kazakhstan considers Vietnam a key partner in the Southeast Asian region. The President affirmed that he has assigned ministries, sectors and relevant agencies of Kazakhstan to resolutely implement specific and substantive measures to promote relations with Vietnam more effectively.
The President expressed his gratitude to Vietnam for supporting Kazakhstan's initiatives, including the Conference on Interaction and Confidence Building Measures in Asia (CICA).
Sharing about the situation in Kazakhstan, the President said that Kazakhstan is stepping up the implementation of a series of measures to build a fair and equal society; build a rule of law state for the ultimate interests of the Kazakh people with the formula "Strong President - Influential Parliament - Responsible Government."
For his part, Mr. Nguyen Xuan Thang thanked the President of Kazakhstan and the Kazakh side for their warm and hospitable reception; affirmed that the Party, State and people of Vietnam always remember the assistance of the Kazakh people to Vietnam in the struggles for national liberation and reunification, in the cause of building, developing and defending the Fatherland; and highly appreciated Kazakhstan's economic development plan to reduce dependence on oil and natural resource exploitation.
Announcing some major achievements of the Doi Moi process, Mr. Nguyen Xuan Thang shared that Vietnam has transformed from a centralized, bureaucratic and subsidized economy to a socialist-oriented market economy, taking people as the center of sustainable development, ensuring that no one is left behind. Vietnam persistently implements a foreign policy of independence, self-reliance, multilateralization, diversification of relations, and being a friend and reliable partner in the international community.
Regarding bilateral relations, Mr. Nguyen Xuan Thang affirmed that Vietnam highly values the geostrategic role of Kazakhstan, as a transit location, a connecting point between Asia and Europe and a bridge for Vietnam with Central Asia and Europe.
Mr. Nguyen Xuan Thang emphasized that in the coming time, the two countries need to continue promoting cooperation in all areas such as economics-trade, investment, science-technology, tourism, education-training, transportation, including promoting the opening of a direct flight route Hanoi-Astana.
Mr. Nguyen Xuan Thang suggested that the two sides should create favorable conditions for businesses of the two countries to increase investment and cooperation towards the goal of bringing bilateral trade turnover to 10 billion USD in the soonest time and further strengthen cooperation in areas of mutual interest such as defense, security, digital transformation, green transformation, and organic agriculture.

During previous meetings with the State Counsellor of the Republic of Kazakhstan and the leader of the ruling Amanat Party, the two sides shared some major features of the situation of each party and each country; expressed joy and satisfaction with the achievements in the Vietnam-Kazakhstan bilateral relationship and proposed some major directions to promote bilateral relations in the coming time.
Mr. Karin Erlan, State Counselor of Kazakhstan, affirmed that Kazakhstan is very pleased with the rapid growth of bilateral trade turnover, reaching nearly 1 billion USD in 2023 and continuing to grow in 2024.
The two countries have signed an agreement on visa exemption for ordinary passport holders and opened direct flights from Astana to Nha Trang and Astana to Phu Quoc with a frequency of about 7 flights/week, opening up great opportunities for bilateral cooperation, especially in economics, trade-investment and tourism.
The Executive Secretary of the ruling Amanat Party affirmed that the Amanat Party highly values and wishes to further deepen relations with the Communist Party of Vietnam, expressing his desire and readiness to sign a Cooperation Agreement between the two parties to replace the Memorandum of Understanding signed in 2018.
Mr. Nguyen Xuan Thang and the Kazakh side highly appreciated the signing of a Memorandum of Understanding between the Ho Chi Minh National Academy of Politics and the Institute for Strategic Studies under the President of the Republic of Kazakhstan on cooperation in human resource training and organizing a scientific seminar on the occasion of the 65th anniversary of Uncle Ho's visit to Kazakhstan; highly appreciated the signing of a Memorandum of Understanding between the People's Committees of Bac Ninh province and East Kazakhstan province on establishing twinning relations; believed that these were specific and practical actions to implement the agreements reached during the official visit of President Kassym-Jomart Tokayev to Vietnam in August 2023 and were a premise for expanding cooperation between localities of the two countries.
On November 15, the delegation met at the Vietnamese Embassy in Kazakhstan and listened to Ambassador Pham Thai Nhu Mai report on the situation.
Mr. Nguyen Xuan Thang announced the results of his working visit to Kazakhstan and gave directions for future work to realize high-level agreements between the two countries.
