According to AFP news agency, this investment is within the framework of the Digital Europe program (DIGITAL) for the period 2025-2027, which has just been approved.

The programme focuses on key areas such as artificial intelligence (AI), cloud computing, cybersecurity and digital skills. The aim is to promote the adoption of these technologies in businesses and public administrations, thereby enhancing Europe's competitiveness and resilience.
One of the top priorities is to improve the availability and accessibility of generative AI applications, particularly in the health and care sector. The funding will also be used to build “virtual worlds,” implement the AI Act, and develop energy-efficient shared data spaces.
In addition, the EC will strongly support the European Network of Digital Innovation Hubs (EDIHs), which aims to provide businesses and the public sector with access to technical expertise and technology testing.
The programme also focuses on investing in the Destination Earth initiative, a digital model of the Earth to support climate change adaptation and disaster risk management. At the same time, the EC will strengthen cyber resilience through cybersecurity solutions such as the EU Cyber Reserve, to protect critical infrastructure.
The EC also aims to develop the capacity of education and training institutions in digital skills, in order to nurture and attract talent to the European workforce. In addition, the work programme will facilitate the adoption of the new EU Digital Identity Wallet and the European Trust Infrastructure.
To accelerate innovation, the EC will use the Strategic Technology Platform for Europe (STEP), awarding the STEP quality label to promising projects, making it easier for them to access public and private funding.
With a budget of €8.1 billion for 2021-2027, DIGITAL is the first EU funding programme focused entirely on bringing digital technology to businesses and citizens.
