Continuing the working trip to learn about the specific mechanism for the management and development of Heritage Urban - Ancient Capital, the model of restoration and preservation of Historical - Cultural Heritages, learning experiences in the orientation of developing cultural industry and heritage economy; from June 28 to 30, the provincial working delegation led by comrade Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee, visited and worked in Japan.

The delegation included comrade Nguyen Cao Son, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, and leaders of a number of departments, branches, and organizations of the province and Tam Diep city.

Japan is the third largest investor among 141 countries and territories investing in Vietnam with 5,168 projects and a total registered capital of over 71 billion USD. Japan is the number 1 partner in providing official development assistance (ODA), and is one of the first countries with foreign investors coming to learn about and invest in Ninh Binh province.

With the goal of building and developing Ninh Binh province into a centrally-governed city with the characteristics of a millennium heritage city, on the basis of cooperation agreements between the two countries and cultural and historical similarities between Ninh Binh province and a number of provinces and cities of Japan, with the enthusiastic support of the Vietnamese Embassy in Japan and the Vietnamese Consulate General in Osaka, the provincial delegation and representatives of the Vietnamese Embassy in Japan visited and worked in the ancient capital of Kyoto and the capital Tokyo.

At the working sessions, comrade Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the working delegation and members of the delegation exchanged information about Ninh Binh province, known as the land of the Ancient Capital, once the capital of the first fully centralized feudal state of Vietnam, the only place in Southeast Asia that owns the World Cultural and Natural Heritage - Trang An Scenic Landscape Complex.

Ninh Binh province has been consistently and effectively implementing the economic development orientation of "Green, Sustainable and Harmonious", taking the preservation and promotion of the values ​​of cultural and historical heritage and the fine traditions of the people of the ancient capital as resources and driving forces for development; prioritizing the development of clean, environmentally friendly industry; organic and circular agricultural production; promoting the development of cultural industry and heritage economy; promoting service development, especially tourism development, making Ninh Binh one of the top destinations in Vietnam.

The ancient capital of Kyoto is a place that preserves the cultural and traditional values ​​of Japan over thousands of years, and is one of the attractive destinations, attracting millions of tourists every year. Kyoto currently owns 16 world heritage sites, many national treasures and famous landscapes, showing the rich history and culture of the land of the rising sun. Representatives of the government and the cultural heritage management agency of the ancient capital of Kyoto shared fully and comprehensively about the work of preserving and promoting historical and cultural relics, the state management of cultural heritage, and the important contributions of the heritage economy to the comprehensive development of economic, cultural and social aspects in Kyoto in particular and Japan in general.

From Japan's successes in preserving and promoting the historical and cultural values ​​of the Japanese people and country, creating an international identity, brand, and the nation's overall strength, Ninh Binh province wishes to connect and cooperate comprehensively with the ancient capital of Kyoto to continue promoting exchange activities, scientific research, supporting the implementation of archaeological excavation research activities, academic development, sharing experiences and supporting the application of modern science and technology in heritage conservation, especially in situ conservation of archaeological relics; promoting cooperation and sharing experiences in preserving, restoring, renovating, displaying documents, materials, and ancient artifacts, especially artifacts made of unstable materials such as paper, fabric, wood, animal remains, etc.

Representatives of the Kyoto government and cultural heritage management agency expressed their joy and excitement at welcoming and working with the delegation. After the meeting, the delegation conducted a field survey at Kyoto Gosho Palace and Thanh Thuy Pagoda, two famous cultural heritages of Japan.

During the working program, the delegation also visited and worked with the management agency of Toei Film Studio Park.

Toei Uzumasa Eigamura or Kyoto Studio Park is a film studio and one of the leading amusement parks in Japan, with a history of continuous development over the past 100 years. Originating from a small town in the Edo period, the park is home to many buildings and structures built in traditional architecture, often used as a backdrop for historical films and television dramas.

The park includes streets that recreate the entire town, including a replica of the ancient Nihonbashi Bridge, a traditional courthouse, a Meiji-era police station and part of the Yoshiwara red-light district.

Filming is often done in different areas, so visitors to the studio can watch the filming process. Toei Studio Park also has several attractions with many entertainment games for visitors such as ninja performances, mazes, 360-degree 3D cinemas, fashion runways and many other interesting entertainment spaces. Currently, the studio continues to invest in expanding its scale in Kyoto and some other provinces.

Representatives of the management agency of Toei Film Park took the delegation to visit the production sites of various film genres and shared about the formation and development process of the film park, one of the starting points of the film industry in the land of the rising sun.

The two sides exchanged and shared information on experiences and lessons in managing, operating and developing film studios. The Provincial Party Secretary respectfully invited representatives of the Toei Film Studio management agency to soon visit and conduct a field survey in Ninh Binh and support Ninh Binh in building and developing the cultural industry and heritage economy.

During the working program in Japan, the delegation visited and worked at the Vietnamese Embassy in Japan and the Vietnamese Consulate General in Osaka. At the same time, they proposed that the Embassy and Consulate General continue to pay attention to supporting the connection between Ninh Binh province and the governments of Kyoto and Tokyo cities, research and cultural heritage management agencies of Japan and Japanese business partners operating in the fields of cultural industry and heritage economy as a basis for promoting cooperation between Ninh Binh province and localities of Japan, contributing to the cooperative relationship between the two countries.

The working trip to Japan by the Provincial Party Secretary and the delegation ended successfully, contributing to enhancing the relationship between Ninh Binh and localities and foreign enterprises; promoting investment cooperation, creating a strong driving force to promote socio-economic development, laying a premise for Ninh Binh to successfully implement the Resolution of the Party Congresses at all levels and Resolution No. 30-NQ/TW dated November 23, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045 and the Planning of Ninh Binh province to 2030, with a vision to 2050.
