Accordingly, with its strategic position in politics, economy, national defense, security and foreign affairs, over the years, Quang Ninh province has always promoted the will of self-reliance, self-improvement, dynamism and creativity based on the foundation of good values built over many generations, arousing all potentials, strengths and endogenous resources, bringing Quang Ninh to develop rapidly and sustainably, becoming a modern service and industrial province, an international tourism center, a comprehensive economic growth pole of the North with many outstanding marks.
The province's economic growth rate (GRDP) has achieved double-digit growth for 7 consecutive years (2016 - 2022), estimated at 11% in 2023, among the localities with high growth rates in the country, creating a miracle in the innovation process. In 2022, the industrial, construction and service sectors accounted for over 94%, the rest were agriculture, forestry and fishery. The total state budget revenue in the area in the past 3 years has increased by an average of about 10%/year, exceeding the target assigned by the Central Government and always being in the leading group in the country. Tourism has developed impressively. In 2022, the contribution of tourism GRDP increased significantly, reaching 6% compared to the province's GRDP. In the first 7 months of 2023, the total number of tourists reached 10.8 million (an increase of 54% over the same period in 2022).
The system of synchronous and modern strategic infrastructure is being accelerated to be built and completed, especially roads, highways, airports, international seaports, and inland waterway ports, creating a premise to promote regional, intra-regional, inter-regional connectivity and international integration. Currently, Quang Ninh is the locality with the largest number of kilometers of highways in the country.
The business investment environment has been constantly improved, ranking among the top in the country in terms of investment attraction; administrative reform has made breakthroughs; maintaining the Provincial Competitiveness Index (PCI) at the top of the country for 6 consecutive years (2017 - 2022). The province has also pioneered in building models and creatively and effectively applying the public-private partnership (PPP) form. To date, Quang Ninh has implemented 44 investment projects in the form of PPP with a total capital of about 47,000 billion VND.
The historical, cultural and human potentials of Quang Ninh are focused on, aroused and promoted to become resources directly serving investment in socio-economic development. The province also firmly ensures national defense - security, social order and safety; strengthens and expands foreign relations, and improves the effectiveness of international integration.
The lessons learned by Quang Ninh are: We must pay special attention to the work of building and rectifying the Party and a clean and strong political system, especially at the grassroots level; work hard to build a team of cadres and civil servants, especially successor cadres, leaders, managers and strategic cadres with sufficient qualities, capacity and prestige equal to the task, associated with streamlining and improving the effectiveness and efficiency of the apparatus; at the same time, we must encourage and protect cadres who dare to think, dare to do, and dare to take responsibility.

Speaking at the meeting, Secretary of Ninh Binh Provincial Party Committee Doan Minh Huan thanked Quang Ninh province for its warm and respectful welcome and expressed his deep impression of the tradition and strong development of Quang Ninh province in recent times, especially the outstanding results in socio-economic development, making Quang Ninh a bright spot of the country in many fields.
Affirming that the cooperative relationship between Ninh Binh and Quang Ninh provinces has been established through many generations of leaders, with many signing and cooperation activities in many fields, especially tourism, the Provincial Party Secretary said that the experience exchange session is an opportunity for the two sides to continue to maintain and promote the cooperative relationship. In the coming time, Ninh Binh hopes to receive comprehensive cooperation with Quang Ninh province. At the same time, he suggested that after the meeting, the two sides strengthen cooperation and support each other to develop the unique strengths of the localities, striving to build the Ninh Binh - Quang Ninh bilateral cooperation model into a typical cooperation model in the Red River Delta region.
Speaking at the meeting, Secretary of the Quang Ninh Provincial Party Committee Nguyen Xuan Ky expressed his pleasure at welcoming the delegation of Ninh Binh province to visit and exchange experiences. Congratulating the achievements of Ninh Binh province in recent times, the Secretary of the Quang Ninh Provincial Party Committee said that Ninh Binh and Quang Ninh are two localities with many similarities in socio-cultural development, with the same heritage and culture of the Red River Delta. The exchange and learning of experiences will contribute to exploiting the potential and strengths of the localities, effectively implementing Resolution No. 30 dated November 23, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta to 2030, with a vision to 2045.
He emphasized that after the working session, both localities gained valuable experience in Party building, socio-economic development, especially in attracting investment and developing tourism; supporting each other to develop their own strengths, while further consolidating the friendly cooperative relationship between the two provinces that many generations of leaders of the two localities have worked hard to cultivate.
On this occasion, leaders of the two provinces signed a memorandum of understanding on solutions to promote regional connectivity between Quang Ninh and Ninh Binh, focusing on enhancing cooperation, connecting tourism development, developing high-quality human resources, administrative reform, and improving the investment and business environment.
Accordingly, Quang Ninh - Ninh Binh agreed to continue to closely coordinate and effectively implement resolutions and conclusions of the Politburo, the National Assembly, and the Government on socio-economic development of each locality, in order to actively contribute to promoting the development of intra-regional and inter-regional linkages and territorial cooperation to become more substantive and in-depth according to the principle of "Sharing - Consensus - Mutual Development".
* Previously, the provincial delegation conducted a fact-finding tour at a number of industrial parks (IPs) in Quang Ninh province: Song Khoai IP; Dong Mai IP (Quang Yen town) and Viet Hung IP (Ha Long city).
At the places visited, leaders of Quang Ninh province and representatives of some departments, branches, localities and investors gave general information about planning and investment attraction in industrial parks and economic zones (EZs) of the province.
Accordingly, the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister, includes 23 industrial parks, 2 coastal economic zones and 3 border gate economic zones, distributed in 10/13 localities of the province.
Of which, the 3 industrial parks that the provincial delegation visited to learn about the reality are key industrial parks, which Quang Ninh province has focused on leading and directing to build and develop in a synchronous and modern direction to attract projects in processing, manufacturing, high-tech, digital products, automobiles, supporting industries, smart industries, environmentally friendly, with high added value, modern management, and connection with the global value chain.
In addition, Quang Ninh province also proactively attracts and selectively cooperates with foreign investment, taking quality, efficiency, technology and environmental protection as the main evaluation criteria. Focusing on promoting investment in large economic groups in the world (dynamic investors) that are capable of attracting many satellite manufacturing enterprises, forming a global value chain; investors with brands, financial capacity and qualifications, management experience, and the ability to connect and positively impact local enterprises, especially in the field of supporting industries.
During the program, the provincial delegation also visited Yoko Osen Quang Hanh tourist area in Cam Pha city, the first 5-star Japanese-style hot spring resort complex in Vietnam - one of the bright spots in attracting investment to develop high-quality services in Quang Ninh.
