Thuy Nguyen urban area, Hai Phong city meets criteria for type III urban area
The Ministry of Construction issued a decision to recognize Thuy Nguyen urban area, Hai Phong city as meeting urban criteria III and recognizing the level of urban infrastructure development for the area planned to establish a ward in Thuy Nguyen urban area.
According to Decision No. 798/QD-BXD of the Ministry of Construction, Thuy Nguyen urban area, Hai Phong city, has been recognized as meeting the criteria of a type III urban area with an area of 269.10 km2, including: the area in the existing Thuy Nguyen district is 261.83 km2 and the area in Hai An district is 7.27 km2.
In which, the inner city area is expected to have 26 commune-level administrative units in Thuy Nguyen district including: Minh Duc town, Nui Deo town and the communes: Thuy Duong, Thuy Son, Luu Kiem, Luu Ky, Quang Thanh, Lam Dong, Hoang Dong, Hoa Dong, Tam Duong, Duong Quan, My Dong, Kien Bai, Thien Huong, Dong Son, Kenh Giang, An Lu, Hoa Binh, Thuy Trieu, Trung Ha, Ngu Lao, Tam Hung, Phuc Le, Pha Le, Lap Le and Vu Yen island (belonging to Dong Hai 1 ward, Hai An district); the suburban area includes 11 communes: Gia Minh, Gia Duc, Minh Tan, Lien Khe, Chinh My, Cao Nhan, Hop Thanh, An Son, Phu Ninh, Lai Xuan, Ky Son.
The Ministry of Construction has also recognized the level of urban infrastructure development for the area planned to establish wards in Thuy Nguyen urban area, Hai Phong city. According to Decision No. 797/QD-BXD, the area of 26 communes and towns of Thuy Nguyen district and Vu Yen island in Dong Hai ward, Hai An district, Hai Phong city is expected to establish 17 wards in Thuy Nguyen city (planned to be established), meeting the standards of urban infrastructure development level applied to wards of type III urban areas.

On January 24, 2019, the Politburo issued Resolution 45-NQ/TW on the construction and development of Hai Phong City until 2030, with a vision to 2045, including the goal of "completing the relocation of Hai Phong City's administrative center to the north of the Cam River" by 2025.
According to the planning of Hai Phong City for the period 2021-2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1516/QD-TTg dated December 2, 2023 to 2025: "establish a city under Hai Phong City in Thuy Nguyen district (including the entire Vu Yen island)".
By 2030, Hai Phong's urban system will include: an inner-city area of 9 districts, including 7 current districts and 2 newly established districts: An Duong and Kien Thuy; 1 type III urban area, Thuy Nguyen City (including the entire Vu Yen island); 4 type IV urban areas; 6 type V urban areas. In addition, Thuy Nguyen will be built as the first smart urban pilot in Hai Phong and will be expanded to other districts in the city.
Also according to the Project to adjust the General Planning of Hai Phong City to 2040, with a vision to 2050 approved by the Prime Minister, it has been determined that Hai Phong City will develop according to the model of "Multi-center urban area and satellite cities" with the urban spatial structure of "Two belts - three corridors - three centers and satellite cities", in which Thuy Nguyen plays an important role in the "Industrial-service economic belt" and "Historical urban center and new administrative urban area North of Cam River".

Previously, at the conference to appraise the Project to classify Thuy Nguyen urban area to meet the criteria of a type III urban area, directly under Hai Phong City and the Report on assessing the level of infrastructure development in the area where the ward is expected to be established in Thuy Nguyen urban area; the representative of Thuy Nguyen District People's Committee said that the recognition of Thuy Nguyen urban area as a type III urban area will create opportunities and motivation for Thuy Nguyen district to continue to exploit its potential, strive to invest in construction and socio-economic development, commensurate with being a new urban area associated with the new administrative and political center of Hai Phong City ; Being a center of industry, trade, services, finance, tourism, culture, sports, health, education; Being a center of fisheries in the Northern coastal region and being the industrial gateway of Hai Phong City with the industrial corridor of the Northern Key Economic Zone via National Highway 18.

The master plan for the new urban area of Thuy Nguyen, Hai Phong City until 2045 clearly states that Thuy Nguyen urban area will be upgraded to become a multi-sector economic center of Hai Phong and the Red River Delta; and Thuy Nguyen urban area will be developed into a city directly under Hai Phong.
Thuy Nguyen will be a type III urban area by 2025, aiming for a type II urban area by 2035 with a city model under Hai Phong city.
Thuy Nguyen will develop according to 3 urban models: Multi-center, integrated industry and ecological city - balancing urban development and natural environment. In terms of structure, Thuy Nguyen urban area develops according to urban structure with 3 belts, 2 main centers and 3 green corridors. In which, 2 main centers concretize the Project to adjust the general planning of Hai Phong city , develop a southern center - the administrative center of the North of Cam River serving the whole of Hai Phong; at the same time, promote the development of Luu Kiem - Hoa Binh to become a northern center to become the core area to attract development of Thuy Nguyen city; continue to develop 2 urban areas of Quang Thanh and Minh Duc.
In addition, the urban structure of Thuy Nguyen also has a system of tourism, entertainment and recreation centers; sports centers; trade and service centers; education and training centers... which act as the driving forces of the urban area; develop sports and entertainment activities along the Gia River and Trang Kenh area, creating a marina connecting Bach Dang relic with Ha Long Bay.
