The Department of Education and Training of Hai Phong City requires schools across the city to strengthen management, ensure student safety, and prevent intruders.
Immediately after the incident of a 4-year-old girl at Thien Huong Kindergarten (Thuy Nguyen City, Hai Phong) being kidnapped by a stranger caused panic, the Department of Education and Training of Hai Phong issued an urgent document directing all levels of education, especially preschool and primary schools.
The case of a 4-year-old child being taken out of kindergarten by a stranger for nearly a day has caused a stir in public opinion in recent days.
Accordingly, the Department of Education and Training of Hai Phong requires schools to coordinate with authorities to tighten control and monitor visitors to the unit for work, strictly follow the schedule of unit leaders and security guards, and ensure that no strangers appear in the unit.
Schools need to increase the use of security camera systems, student management applications or high-tech surveillance equipment to improve management efficiency.
The Department requires units to review and strengthen communication between schools and students' families; ensure that information channels between schools and parents are always open.

In addition, schools need to publicize hotlines to receive and promptly handle information related to school security, safety and school violence. Promote and provide information about the National Child Protection Hotline 111 (available 24/7 and free calls).
Schools need to coordinate with the Parents' Association to propagate so that parents clearly see their responsibility in caring for, educating and protecting their children. Organize thematic activities to propagate to parents to be vigilant against sophisticated tricks such as: impersonating law enforcement agencies, relatives, school boards, teachers calling to report false information, fraud.
At around 4pm on January 13, a woman between 20 and 25 years old entered Thien Huong Kindergarten and asked the teacher to let her pick up her child, NTM (4 years old). Because M’s mother often hired someone to pick her up after school, the teacher was complacent and agreed to let the stranger go.
At the end of the school day, the child's mother texted the teacher to ask if anyone had picked up the child. The teacher said a girl with glasses was there to pick her up. The mother quickly called her family to check if anyone had picked up the child, but the family confirmed that no one had picked up the child. The incident was reported to the police.
On the afternoon of January 14, baby TM was found on Luong Khanh Thien Street (Ngo Quyen District, Hai Phong). At the time of finding, the baby's health was stable.
The police identified the woman who took the child away as Dong Thi Ha Thu (born in 2007, resident of Hoang Lam ward, Thuy Nguyen city). She showed signs of depression. The police detained Thu to take her statement and verify the motive for the incident. The teacher who looked after child M's class was also temporarily suspended from work.
