Expanding economic and urban space
Sir, in 2025, Hai Phong sets a target of GRDP growth rate of up to 12.5%, continuing to be the 11th consecutive year that the city maintains double-digit economic growth. What is the basis for Hai Phong to set such a target?
- In 2024, with efforts, determination and solidarity, Hai Phong achieved GDP growth of 11.01%, total social investment capital of 210,000 billion VND, 190 million tons of goods through the port, export turnover of 33 billion USD, attracting 4.7 billion USD of foreign direct investment (FDI). Hai Phong's economy in the fields of industrial production, trade and services achieved outstanding and relatively comprehensive results. Many key urban and transport development projects were completed and put into operation...
In the context of a deeply integrated economy, Hai Phong's economy is still affected by external factors, so the city determines that it needs to promote innovation, improve growth quality and competitiveness.
In 2025, Hai Phong will take the theme of the year as "Expanding economic and urban space, perfecting specific policy mechanisms, enhancing green transformation and digital transformation".
The main tasks will be to expand the economic space, continue to innovate the growth model, restructure the economy towards the development of three pillars: industry - high technology, seaports - logistics, tourism - trade. Promote the connection of the dynamic growth triangle of Hanoi - Hai Phong - Quang Ninh to maximize the potential and advantages of the sea. Basically complete the industrialization - modernization of Hai Phong, achieve the criteria of a type 1 urban area, become the key economic center of the country's sea, and the national logistics center.

Can you elaborate on the issue of Hai Phong expanding its economic space?
- In December 2024, the Prime Minister issued a Decision to establish the Southern Hai Phong Coastal Economic Zone (KKTVB) with a scale of more than 20,000 hectares. From this basis, the City will establish a master plan; establish and approve the functional zoning plan of the KKTVB with a comprehensive, multi-sectoral, multi-functional orientation according to the new generation economic zone model, a marine economic center with a pioneering role, maximizing the advantages of the location of the international gateway port in the North, being the foundation to attract investment and development, creating new development momentum for the City and the Red River Delta region as well as connecting with the international community.
The city is also urgently completing documents to submit to competent authorities to establish a new generation free trade zone in Dinh Vu - Cat Hai Industrial Park, KKTVB.
From January 1, 2025, An Duong district and Thuy Nguyen city under Hai Phong city have officially come into operation under the urban government model. These are the foundations, premises, and opportunities for Hai Phong to focus on expanding economic space and urban space, creating momentum for development in the new period.

Towards developing new tourism products
Sir, Hai Phong is not only an industrial city and seaport, but also famous for places like Do Son beach and Cat Ba archipelago, which are recognized by UNESCO as world natural heritages. What is the city's orientation in tourism development?
- According to the tourism system planning for the period 2021 - 2030, with a vision to 2045 approved by the Prime Minister, Hai Phong tourism prioritizes the development of unique products of the region; visiting and experiencing the world heritage of Ha Long Bay - Cat Ba archipelago; building Cat Ba archipelago into a potential location for developing a national tourist area.
Hai Phong aims to develop tourism products that are highly competitive with other countries in the region in marine ecotourism, new tourism products (industrial tourism, golf tourism, adventure sports tourism); develop tourism products associated with the central urban area of Hai Phong to develop the night-time economy.
To turn tourism and services into a spearhead economic sector, developing in a green and sustainable direction, with an annual growth rate of 8-9%, contributing 9-10% to GRDP, Hai Phong is accelerating the implementation of tourism infrastructure projects such as Phu Long - Cat Ba cable car line, Xuan Dam golf course, wharf area and works serving Cai Beo tourism, Cat Ba central bay tourism service area, entertainment - housing - Vu Yen island ecological park projects, complex of commercial center - entertainment - 5-star hotel - office for rent in Sat market area...
The city is also coordinating to complete procedures and hand over real estate facilities managed by central ministries and branches at Do Son Tourist Area to Hai Phong so that the city can plan, manage, and attract investment to optimally exploit marine tourism resources.
Sir, in order for Hai Phong to develop to a new height at the seaport, in the new year 2025, what other solutions does the city have?
- The city still prioritizes investment in building synchronous and modern transport infrastructure, effectively implementing plans. Focusing on urban modernization associated with developing rural transport infrastructure.
In particular, the city accelerates the progress of key transport projects; promptly completes and puts into use traffic upgrading and renovation projects. The city continues to proactively coordinate with ministries and branches to upgrade and renovate national highways through the area, completes planning and research to prepare for investment in the new Lao Cai - Hanoi - Hai Phong railway; upgrades and renovates inland waterway corridors through the area; selects investors for the offshore wind power project on Bach Long Vi island, etc.
Another important solution is that the city strives to make breakthrough changes in digital government rankings; improve the investment and business environment; and strengthen the trust of the business community and people.
