Recently, Phu Tho Newspaper received document No. 351/TTKCN-HTMT dated December 13, 2024 from the Center for Infrastructure Development and Industrial Park Services - Thuy Van Industrial Park regarding the request for support in handling the risk of insecurity and disorder, causing obstruction to the construction and repair of the fence of Thuy Van Industrial Park.
Accordingly, implementing the 2024 plan, the Center for Infrastructure Development and Industrial Park Services will repair and rebuild a section of the fence of Thuy Van Industrial Park, adjacent to Cam Doi village, Thuy Van commune. This fence section was built about 20 years ago, showing signs of deterioration, risk of collapse, causing unsafety. During the implementation process, on October 24, some people claiming to be residents of Thang Lang hamlet, Cam Doi village, Thuy Van commune, Viet Tri city caused difficulties and obstructions in many forms such as using trucks to enter the construction area, gathering crowds of people to sit in the construction area, and recording videos and broadcasting them live to groups.
Residents of Thang Lang hamlet hope the Provincial Industrial Park Management Board will leave the gate area unfenced.
On December 10, the Center for Infrastructure Development and Industrial Park Services coordinated with the People's Committee and the Police of Thuy Van Commune to let the contractor continue digging the foundation of the wall (on the old foundation), and complete the construction of the fence section, but a large number of people gathered to break the barriers, signs, and ropes, and rushed into the construction area to film videos and post some incorrect information on social networks. Due to the obstruction, the construction could not continue. At 10:00 p.m. the same day, while on patrol, the Center's staff discovered that the part of the foundation dug in the morning had been re-concreted by the people.
The reconstruction of the Thuy Van Industrial Park fence section is carried out in accordance with the Industrial Park planning, on the foundation of the old fence section. According to the planning, Thuy Van Industrial Park has no exit from the residential area. Regarding this content, the Provincial Industrial Parks Management Board issued Document No. 792/BQLKCN-TTKCN in response to the request of the residents of Thang Lang hamlet, Cam Doi village, Thuy Van commune on September 27, 2024 and the Viet Tri City People's Committee issued Document No. 3526/UBND-QLDT dated November 20, 2024 to Mr. Vu Ba Hien, Thang Lang hamlet, Cam Doi area, Thuy Van commune.
According to the Industrial Park Management Board, the proposal to open a path from the Thang Lang residential area to the Thuy Van Industrial Park is not in accordance with the approved planning. The traffic routes connecting to the Thang Lang residential area according to the planning of Viet Tri city ensure traffic, not related to the connection to the Thuy Van Industrial Park. Opening a path from the Thang Lang residential area to the internal road of the Thuy Van Industrial Park poses a potential risk to public order and traffic safety.
Traffic roads in the area run parallel to the fence of Thuy Van Industrial Park.
Therefore, to ensure security, order and traffic safety, the Center for Infrastructure Development and Industrial Park Services requests the People's Committee of Viet Tri City to direct relevant authorities to support construction protection plans and resolve problems that cause obstruction, insecurity, disorder and safety for some people.
Actual measurement, many locations on the road section have a length of 2.6 - 3.2m.
However, according to some households in Thang Lang hamlet, this gate was opened in 2017 for a company to register for production activities in the residential area (This company is currently not operating - PV). Seeing this, the households contributed money and labor to pour the road and have been using this gate to travel since then. Keeping this gate is not only convenient for people to travel, helping to develop the economy but also preventing unexpected situations that may occur such as ambulances and fires. Because currently, the traffic section 1, adjacent to the fence of Thuy Van Industrial Park, has an actual width of only about 2.6m (concrete poured) and about 3.2m (including the area that has not been concreted). Thus, moving when there is an unexpected situation is very difficult. The people of Thang Lang hamlet really hope that the Management Board of Industrial Parks and the authorities will consider creating conditions for the households here to keep this gate.
