On the morning of February 23, in Hanoi, the Ministry of Information and Communications held a conference to announce the Information and Communications Infrastructure Planning for the 2021-2030 period, with a vision to 2050.
According to Decision No. 36/QD-TTg of the Prime Minister dated January 11, 2024, approving the "Information and communication infrastructure planning for the 2021-2030 period, with a vision to 2050": Information and communication infrastructure is a unified entity based on the connection between the postal network, digital infrastructure, information technology industry infrastructure, national digital transformation platforms and the system to ensure network information security and network security. Developing information and communication infrastructure - infrastructure for national digital transformation, opening up new development space for the socio-economy, linking development in the digital space with the traditional physical development space, creating a favorable environment for innovation to enhance national competitiveness. With this plan, Vietnam sets high goals in developing information and communication infrastructure, creating infrastructure for the development of digital government, digital economy, and digital society.
Regarding postal services , by 2025: the total service capacity of the postal network will reach over 93,000 tons of postal items/day, inter-provincial and international delivery time (processing between centers) will be a maximum of 5 days, and intra-regional delivery time will be a maximum of 2 days; 3 regional postal centers will be established nationwide to ensure an average service capacity of over 11,000 tons of postal items/day, with an average service range of 350 km; 14 regional postal centers will be established nationwide to ensure an average service capacity of over 4,500 tons of postal items/day, with an average service range of 115 km. By 2030: 3-5 regional postal centers will be built nationwide, with an average service capacity of over 15,750 tons of postal items/day; Regional postal centers have an average handling capacity of over 5,000 tons of postal items per day.
Regarding digital infrastructure , by 2025: fixed broadband network ensures 100% of households have access to fiber optic cable when needed, with 90% of users able to access fixed Internet, with an average speed of 200 Mb/s; 90% of socio-economic organizations such as enterprises, production and business establishments, schools, hospitals, and offices in urban areas can access the Internet with an average speed of 1 Gb/s; mobile broadband network with an average download speed of at least 40 Mb/s for 4G network and 100 Mb/s for 5G network; 100% of the adult population has smartphones; 100% of high-tech zones, concentrated information technology zones, research, development, and innovation centers can access the Internet with a minimum speed of 1Gb/s; 100% of Party and State agencies from the central to communal levels are connected to the specialized data transmission network serving Party and State agencies; 100% of essential infrastructure such as transportation, energy, electricity, water, and urban areas are capable of integrating sensors and IoT applications; 100% of Government agencies use cloud computing ecosystems to serve digital government; 70% of Vietnamese enterprises use cloud computing services provided by domestic enterprises; deploy and invest in 2-4 more international telecommunication cables; form and deploy national data centers, at least 3 national multi-purpose data center clusters, regional multi-purpose data center clusters, and 1-2 regional data centers to serve the needs of Vietnamese financial centers and for the region and internationally.
By 2030: Fixed broadband access network infrastructure is invested and upgraded to ensure that 100% of users have access to speeds above 1Gb/s; 5G mobile broadband network covers 99% of the population, aiming to develop the next generation advanced mobile network; develop 4-6 more international submarine optical cable lines; 100% of state agencies, state-owned enterprises and over 50% of people use cloud computing services provided by domestic enterprises; develop large-scale data center clusters according to green standards, connect and share to form a network of data center clusters to promote the big data industry, including forming at least 3 national data center clusters.
Regarding information technology application infrastructure , by 2025: achieve and exceed the targets on information technology application in Part 1, Section II, Decision No. 749/QD-TTg dated June 3, 2020 of the Prime Minister approving the "National Digital Transformation Program to 2025, with a vision to 2030", the targets in Section III, Decision No. 942/QD-TTg dated June 15, 2021 of the Prime Minister approving the "Strategy for developing e-Government towards digital Government for the period 2021 - 2025, with a vision to 2030" and the targets in Part 1a, 2a, Section III, Decision No. 411/QD-TTg dated March 31, 2022 of the Prime Minister approving the "National Strategy for developing digital economy and digital society to 2025, with a vision to 2030" 2030”. By 2030: national digital platforms are completed and operate smoothly to meet the requirements of digital government, digital economy, and digital society; All people have access to and use advanced digital services with high quality and reasonable prices.
Regarding network information security, network security for digital government, digital economy and digital society , by 2025: 100% of information systems of state agencies are secured according to the information system level; 100% of ministries, ministerial-level agencies, People's Committees of provinces and centrally-run cities implement network information security according to the 4-layer model; 100% of terminals of state agencies are installed with network information security solutions; 100% of Internet users have access to information, documents to raise awareness, skills and basic network information security tools and services; Vietnam's network information security product ecosystem reaches 100% of types, develops 3-5 key information security products and services, dominates the domestic market, and has the ability to compete internationally. By 2030, Vietnam will become one of the leading centers for ensuring network information security and cyber security in Asia; forming a market for ensuring network information security and cyber security, with competition and influence throughout the region and the world.
Regarding the Information Technology Industry , by 2025: form and implement projects for 12-14 concentrated information technology parks and members of the software park chain. By 2030, form 16-20 concentrated information technology parks and members of the software park chain.
Speaking at the conference, Deputy Minister of Information and Communications Phan Tam said that information and communication infrastructure is placed in the connection and synchronization within and between sectors to become the infrastructure of infrastructure, the foundation for the development of sectors and fields. The planning has oriented to solve issues related to the connection, synchronization within and between sectors and promote the development of disadvantaged areas, promoting regional advantages across the country. Deputy Minister Phan Tam affirmed that information and communication infrastructure is the infrastructure for national digital transformation, opening up new development space for the socio-economy, identified as one of the three strategic breakthroughs, requiring priority investment to ensure harmony between economic development and social security. The successful implementation of the planning will create momentum and development space for the information and communication sector to maximize the potential and advantages of the sector and the country for rapid, inclusive and sustainable socio-economic development.
