New motivation, new habits in Hai Phong's digital transformation roadmap

Hai Phong City is striving to build a digital government with the pillar of strong online public services, creating maximum convenience for people, in which the "first movers" must be officials and civil servants.


Digital transformation is not only an inevitable trend but also a key task in the sustainable development strategy of Hai Phong city. Digital government cannot lack the development of online public services (DVCTT).

Hai Phong has clearly defined a digital transformation roadmap to bring online public services closer to the people, in which change must first come from officials and civil servants in the apparatus, to create momentum and encourage people to widely use online public services.

On December 29, at the Conference to review the work in 2024 and the direction for 2025 organized by the Ministry of Information and Communications (MIC), Vice Chairman of Hai Phong City People's Committee Hoang Minh Cuong shared the journey of building a strong digital government, with the pillar of making online public services familiar and popular with civil servants and people.

Build new motivation, new habits

According to Mr. Hoang Minh Cuong, Hai Phong's digital transformation roadmap for providing public services includes three main stages: creating momentum, expanding scope and removing bottlenecks.

A representative of the Hai Phong People's Committee shared that at the beginning of 2022, Hai Phong had integrated about 30% of the city's total administrative procedures into the National Public Service Portal. However, the rate of online records at that time was only 18%, much lower than the Government's target of 50%.

Recognizing that digital transformation is a new issue, the Hai Phong City People's Committee focuses on creating motivation first from the staff and civil servants as a foundation to convince people to use public services. Specifically, the City has calculated the data of received records and online records of 35 departments, branches, districts and 217 communes and wards, from which specific targets are assigned to each unit, linking the results with the responsibilities of the head for evaluation.

At the same time, the city government has encouraged people to use public services by prioritizing online applications on specific days, publicizing a list of applications that only accept online applications, etc.

Thanks to the above efforts, by 2024, the city's online profile rate will reach over 90%, digitized profiles will reach 92%, and the profile rate generating online payments will reach 60%.

Removing administrative procedure bottlenecks

The Vice Chairman of the Hai Phong City People's Committee said that in 2024, the City aims to put 100% of eligible administrative procedures on the online public service portal and synchronize with the National Public Service Portal. In addition, these services will also be integrated with online payment methods, electronic authentication and the results of administrative procedure settlement will be digitized.

In the coming time, Hai Phong aims to complete and "clear" the remaining bottlenecks to achieve the rate of online records over the total number of records reaching 75% by the end of 2025. The city has analyzed and identified the causes of obstacles, and at the same time proposed specific solutions to overcome bottlenecks in the digital transformation process.

“One of the major problems is the procedure for certifying copies from paper documents, accounting for 21.4% of the total number of direct records. This is an essential administrative procedure that people use the most, but current laws do not require it to be done online,” said Mr. Hoang Minh Cuong.

Faced with the above problem, a representative of the Hai Phong City People's Committee informed that the city will implement solutions such as reducing the need for paper certification by prioritizing the use of digitized administrative procedure results or using electronic records. At the same time, the city will also upgrade electronic certification services and apply artificial intelligence technology to support people in digitizing records.

In addition, Hai Phong City will continue to implement data synchronization solutions, build a common data warehouse, and improve the quality of information systems for handling administrative procedures. The city commits that by 2025, online public services will be deployed conveniently and effectively, bringing maximum benefits to the people.
