DNVN - Deputy Prime Minister Le Thanh Long has just signed Decision No. 374/QD-TTg approving the project to develop a system of excellent training centers and talents in technology 4.0 by 2030. This is a strategic step to build high-quality human resources in priority technology fields, meeting the requirements of the fourth industrial revolution.

The project aims to establish at least 1-2 networks of excellent training centers in each priority technology field of Industry 4.0. In particular, for the fields of artificial intelligence, semiconductor industry and biotechnology, there will be at least 2-3 networks of centers in the three regions of North - Central - South.

Each network will be led by a strong higher education institution, in collaboration with at least five other educational institutions and the participation of domestic and foreign enterprises. These centers will implement advanced training, retraining and specialized training programs to develop high-quality human resources.

In addition, the project aims to attract at least 100 talented scientists and experts, including Vietnamese people living abroad and international experts, to participate in teaching and scientific research in Vietnam.

To achieve the set goals, the project focuses on four main groups of solutions. First, perfecting policies and mechanisms to support training. Reviewing and proposing breakthrough mechanisms in training activities for 4.0 technology fields, encouraging businesses to participate in the human resource training process.

Second, build and develop excellent training centers by investing heavily in infrastructure, equipment, and human resources to improve the capacity of training centers, closely combining higher education, scientific organizations, and businesses.

Third, enhance teaching, research and innovation capacity. Promote postgraduate training programs in cutting-edge fields such as artificial intelligence, semiconductor industry, renewable energy, cyber security, new materials, etc. At the same time, support higher education institutions in scientific research, publishing articles in international journals and commercializing technology products.

Fourth, promote international cooperation. Encourage linkage models between domestic and international educational institutions, expand cooperation in training, research and technology transfer, in order to proactively participate in the global technology ecosystem.

To improve the quality of training, the project will support tuition fees and provide scholarships for graduate students and researchers in priority technology fields. At the same time, the state will invest in training facilities and equipment through cooperation between businesses and universities.

Another important point is the model of connecting higher education institutions with enterprises to implement training, scientific research, innovation and entrepreneurship. The government will also build a credit incentive mechanism, order science and technology tasks, and create an online assessment platform to connect students, enterprises and research organizations.

The implementation of the project will create a modern training ecosystem, helping Vietnam build a highly qualified human resource, ready to meet the needs of the digital economy and Industry 4.0. This is also an opportunity for domestic higher education institutions to reach out and become excellent training centers, contributing to bringing Vietnam deeper into the global technology value chain.
